BASIC FACTS 1: MAIN CHARACTERS (p.013)
OFFICER CHRIS REDFIELD
In charge of helicopter operation on Alpha Team. He has considerable weapons handling abilities and participated in the ground investigation, facing the incident. In this report we'll reconstitute the case based primarily on reports from investigating officer Redfield to the investigation committee.
OFFICER JILL VALENTINE
Specialist in explosives disposal techniques. The contents of her report are somewhat different, probably because she took action separately from investigating officer Redfield. As for major discrepancies there's another chapter side-by-side.
OFFICER BARRY BURTON
Chief of handling heavy weapons on Alpha Team. He's alleged to have worked with investigating officer Valentine, but he himself refused a submit a report.
OFFICER REBECCA CHAMBERS
She faced the incident immediately after being assigned to Bravo Team. She acted together with investigating officer Redfield.
S.T.A.R.S. POST-INCIDENT
S.T.A.R.S. assembled highly capable specialists from inside and outside of the police and boasted cutting-edge equipment that could deal with even chemical weapons and bioweapons, but whether they could fully demonstrate their capabilities in this case remains questionable. It's easy to fathom that making a descent in the midst of the search mission and losing most of their equipment was a fatal blow. If the officer's reports are true, this case should have been a once-in-a-lifetime opportunity to display their capabilities to the fullest extent. A point of regret is the circumstance of being unable to do anything but push forward the investigation deprived of equipment, depending only on handgun-degree weapons. Having lost most personnel including two commanding officers, presently S.T.A.R.S. is in effect destroyed. With no prospect of organizational restructuring in sight, on deciding whether to abolish or retain it, no clear conclusions have been drawn and it's still in the process of discussion.

INVESTIGATOR'S MEMORANDUM (p.101)
CONCERNING THE END OF THE INCIDENT
The prime factor making elucidation of this incident difficult is the point that the mansion no longer remains at the site. Therefore the investigation cannot rely solely on the survivors' testimonies, rendering it impossible to advance any legal procedures. In addition, reports have also been made that there was an internal betrayal, and the impossible pursuit of that may pose a problem.
*As for the true intentions of Officer Wesker, confirmation is impossible due to the man's death.
POSSIBILITY OF UMBRELLA CORP. INVOLVEMENT
It has been proven over the registry that the on-site mansion was owned by Lord O.E. Spencer, who is in the leading position of the Umbrella Corporation. However, no material evidence has been obtained that the unethical experiments mentioned in the reports were carried out. It's not a wise policy for Raccoon City to advance some kind of legal action against Umbrella Corp. under the present circumstances.
*Umbrella Corp. computers said to have been present at the site were destroyed by fire.
CORRESPONDENCE WITH THE PRESS
Presently, various press have paid attention in relation to the incident. Fortunately, because the survivors are all police officers, contact with the press is forbidden by the Code of Professional Ethics, but the foundation of a rather irresponsible feeding frenzy cannot be denied either. Should the official announcement geared toward the mass media remove the problematic parts from the case or should we consider an intentional leak?
CONCLUSION: This matter greatly differs from the characteristics of conventional cases & crimes and it may be difficult to reach a final conclusion, as it includes delicate political issues. Even if the survivors' reports are true, it would probably be a realistic policy if we left this confidential to outsiders until the end.

CONCLUSION (p.102-103)
1. PRESENT STATUS OF EACH CONCERNED BUREAU
The impact on several of the city's industries was recorded as a crime of unprecedented magnitude. Since night-time factory operations were suspended, industrial production decreased by about 30% compared with the previous year. Many citizens refrained from going out at night and a major decrease in sales was forced upon the distribution industry. (Sales in gun stores and video rental stores alone showed a sudden rise)
With the forest and mountains on the outskirts of the city as its main attractions, the impact on the tourism industry was devastating. As a result, the damage suffered by the industrial world from the occurrence of the serial murder cases is also said to be equal to the direct hit of a hurricane prior to this incident's conclusion.
2. R.P.D. (Raccoon City Police)
The Raccoon City police suffered a considerable loss of face due to this matter. It will be necessary to undertake bold actions, including complete reform of the organization as soon as possible in order to regain civic trust.
3. UMBRELLA CORPORATION
The Umbrella Corporation has denied involvement in this incident entirely. Moreover, they added that they're ready to offer various kinds of financial support for the city's revival, including municipal authorities and industry.
P.S.
I received a report from the city's Health and Sanitation Bureau regarding the skin disease showing signs of spreading as a new problem in the city. According to experts, it seems more likely to be something completely new. There's a probability of the cause of the disease being an undiscovered virus...
CONCLUSION
Information regarding the damage Raccoon City has suffered in this incident is displayed in the previous investigation report.
Regardless of abnormalities, the serious impact only one serial murder case had on the area is simply astounding.
As city authorities we aim to use all our means for revival from the damage in connection with this incident.
I. LOSS OF LIVES
Included in this matter are the controversial serial murders which already took place by the time S.T.A.R.S. entered the mansion. At least seven of the twelve S.T.A.R.S. officers in total who were inside the mansion can be calculated as direct victims of the incident. This is the worst loss of lives in this area's history.
II. PROPERTY DAMAGE
The mansion owned by Lord Oswell E. Spencer, an influential figure in the business world and leader of Umbrella Corp., was completely destroyed by fire in this incident. Lord Oswell's also famous as a collector of fine arts and crafts and if the amount appraised of the vanished collectibles is totaled in addition to the asset value of the mansion itself, the deficit amount reaches at least millions of dollars.
III. ENVIRONMENTAL DAMAGE
In the case of the mansion's destruction by fire, the neighboring forest was also fire-damaged within a width of one hundred acres. Although the fire didn't approach houses due to strenuous combined efforts from the fire department and volunteers both in the air and on the ground, the entire forest area's environmental and ecological balance are certain to be significantly out of control due to the fire. Prompt field surveys by experts and restoration work from an ecological viewpoint, such as afforestation, will be required.
