Raccoon City is a small town surrounded by a vast area of forest in the midwestern United States.
It was supported by a single major pharmaceutical company and usually rarely visited by people, and two months have passed since this quiet town gossiped of outlandish bizarre murder cases...
The city was about to become the stage of a new tragedy.
On a highway stained with the setting sun, a single car drives toward Raccoon City.
Leon S. Kennedy. A rookie police officer newly assigned to the Raccoon Police Department.
It appears he'll adorn his first day on the job by being fashionably late, but he hasn't heard from the city police.
Rather, he has tried to communicate with them repeatedly, but hasn't got in touch at all.
"Oh great." Leon poises comfortably and drives his beloved car.
At the same time, Claire Redfield was in search of information on her older brother, who she'd lost contact with.
Two months have passed since she lost contact with her brother in the Raccoon Police Department...
What on earth happened to her brother? Does it have any connection to the as-of-yet unsolved bizarre murder cases?
She drives her motorcycle fast towards Raccoon City while feeling a strange unease.
The two still don't know that another world awaits them, dominated by overwhelming fear and despair...

Claire Redfield (19)
The game's heroine. A female college student who enjoys riding motorcycles and is brimming with curiosity. Her older brother is the previous game's Chris Redfield, a member of the special mission unit of the Raccoon Police Department.
Ada Wong (Age Unknown)
A mysterious woman who suddenly appears in front of Leon. She came to meet a certain person to acquire information about her lover, John.
Sherry Birkin (12)
Her parents work at the Umbrella Corporation. She has an intensely shy and lonely personality. She meets Claire by chance while hiding in the police station.

Zombie
Raccoon City civilians and police officers infected and transformed by the Umbrella Corporation's "T-Virus."
Zombie Dog
Dobermans were introduced into the R.P.D. as a police dog at the chief's proposal.
They've become berserk under the influence of the T-Virus and wander around Raccoon City in search of prey.
Crow
Crows inhabit much of the forest surrounding the city.
They gradually became violet as they pecked the dead flesh of people, which the city's filled with.
Humans are now prey in their eyes.
Licker
The base is human and they became this creature due to the influence of Umbrella Corp.'s T-Virus.
They have zero eyesight since almost all skin on the surface has peeled off and the eyes have been lost with it. However, it hunts using the sharp, slight noises and sounds made by prey.
Large Roach
Cockroaches that inhabit the sewers were enlarged under the T-Virus' influence.
Their innately strong vitality promoted further breeding and they won a total victory in a competition of survival in the sewers.
They're carnivorous and attack prey by swarming, aiming to eat soft parts of the body. Their bodies are about 30-40cm long and they mainly feed on rodents.
Giant Spider
Large spiders that inhabit the dim and damp sewers.
Their cause is unknown but their bodies are 4-5m in length, which is unthinkable in reality.
Alligator
A large alligator living in the sewer that runs beneath Raccoon City.
It seems to have been an alligator originally owned by residents of the city, which escaped or was abandoned then turned wild, becoming gigantic and ferocious due to the T-Virus that spread within the city. The length of its body's about 10m.
Ivy
A self-sustaining mobile plant born following selective breeding based on the data of "Plant 42", which was in the midst of research at the Umbrella Arklay Laboratory and suffered a setback.
It manipulates two ivies to ensnare prey and kills foes with a powerful digestive enzyme solution.
Giant Moth
It was a subject for an experiment in the Umbrella research facility, but escaped and grew abnormally as soon as the facility's functions were lost.
One individual didn't grow quickly, but gradually grew larger through repeated breeding.

A human mutated under the influence of a formidable artificial virus that transforms infected organisms at the genetic level.
He has a strong arm and seemingly immortal vitality, but has completely lost his human sense of reason.

Made of stainless steel and highly reliable under adverse conditions.

It can fire DOT50A.E with more power and is highly accurate.
However its overall length is long and it has poor portability.
Chemical Flamethrower
A handmade model.
It combines various parts, including gun parts, but has a high degree of perfection.
Has powerful high temperature flames, but short reach.
