BSAA (Bioterrorism Security Assessment Alliance)
A private non-profit organization established by the Pharmaceutical Industry Association to combat the threat of B.O.W. (Bio Organic Weapon). In the event of a bioterror attack, it cooperates with the police and armed forces of various countries to solve the problem.
Clive R. O'Brian
Head of the BSAA. Despite his humble demeanor, he has excellent political and practical skills and unifies the unique BSAA.
Jill Valentine
A former member of S.T.A.R.S., a special unit of the now defunct Raccoon Police Department. She has experienced numerous bioterror incidents and survived them all.
Parker Luciani
A former FBC member of British-Italian descent. He transferred to the BSAA after the Terragrigia Panic. Known for his uncompromising investigations, he's a serious and passionate man.
Chris Redfield
A former S.T.A.R.S. officer who survived the "Mansion Incident" alongside Jill. Even after the incident, he continues to stand on the frontline against bioterror, a tough guy with a long history of fighting.
Jessica Sherawat
A former FBC member who survived the Terragrigia Panic with Parker. She's a top-notch sharpshooter and currently serves as Chris's partner.
Keith Lumley
His trademarks are his casual manner of talking and the tattoos all over his body. Quint calls him "Grinder," but he's an elite soldier from a special mercenary unit.
Quint Cetcham
An expert in germ weapons, but as an engineer, he's also in charge of program analysis and information warfare. He's a self-confessed mecha geek and movie buff.
FBC (Federal Bioterrorism Commission)
An anti-bioterror committee established under U.S. leadership. Since it's run by a single nation, it has been pointed out that there are hidden political agendas behind its activities. It's still fresh in mind after the Terragrigia Panic.
Morgan Lansdale
Commissioner of the FBC. With his resolution of the Terragrigia Panic as a springboard, he succeeded in making the FBC more powerful. However, his heavy-handed approach has been derided as "monstrous" by some of the media.
Raymond Vester
An FBC agent who was Parker's direct subordinate at the time of the Terragrigia Panic. He appears in front of Jill and Parker on the luxury liner Queen Zenobia, but his actions are still a mystery.
Rachel Foley
An FBC agent. She was Raymond's partner and infiltrated the Queen Zenobia with him, but her whereabouts are now unknown.
