This is the change of seasons nature has been repeating over and over again.
A little over a month after the incident---
Raccoon City, a small industrial city located in the midwestern United States, has entered September, and the people have buried the memory in their daily lives.
A strange and bizarre incident occurred in the Arklay Mountains. S.T.A.R.S., the special forces unit deployed there, was wiped out.
The Umbrella biological weapons research facility hidden in a mansion, and the power of the evil virus "T" that contaminated the facility and transformed people and animals into horrifying monsters.
People couldn't believe what the survivors said. They couldn't fathom the horrors they experienced there, the numerous bioweapons and the existence of the living dead.
Instead of waiting for people's understanding, the survivors traveled to Europe to expose the massive evil.
And that's when the changes began in Raccoon City.

S.T.A.R.S. SPECIAL TACTICS AND RESCUE SERVICE
A special unit of the Raccoon Police Department formed to combat unique crimes, such as drug-related incidents and cyber-terrorism, which have become more frequent in modern times. It was established in 1996. It was initially an experiment, but at the time of its establishment, the Umbrella Corporation, a huge company with many research and production facilities in Raccoon City, began providing investment in order to promote a clean corporate image. With ample funding, S.T.A.R.S. was equipped with advanced facilities and equipment and was able to recruit top-grade personnel from various fields. Due to the process of its establishment, although S.T.A.R.S. is essentially part of the police force, its nature's somewhat different from that of a normal police unit. In particular, the qualifications for joining the unit are completely merit-based, and it's characterized by being an elite group of specialists from various fields, regardless of gender or age. Its four main duties are maintaining public order, safeguarding dignitaries, conducting anti-terror ops, and rescuing hostages. It has a particularly high reputation for its anti-terror operational capabilities and boasts an astonishing hostage rescue rate of more than 80% among cases it has handled so far. The unit used to have 12 members, but was devastated as a result of the Mansion Incident in 1998, and now only a few members remain.

The Umbrella Corporation formed an anti-biohazard countermeasure unit for dealing with incidents caused by its "products" (mostly illegal drugs and bioweapons). Although it's a single company's private army, the unit was of large size with most of its membership comprised of war criminals and exiled military personnel. Many of them had been sentenced to death or life imprisonment and were recruited to join the U.B.C.S. when they had no other options. Many of their missions are harsh and Umbrella Corp. considers them expendable, so its members have an extremely high mortality rate. However, due to its large number of experienced personnel, it has a high rate of accomplishing missions, especially in rescue ops involving VIPs, which have been highly successful so far.
THE EXISTENCE OF THE SUPERVISORS

Zombie (p.032)
Humans infected with the T-Virus that has been spread throughout Raccoon City via rodents and insects. The skin of the virus-infected body rots off and even the brain erodes, so they completely lose their abilities to reason or think. The only emotion they have left is appetite. Hunger has overtaken them and they wander around in search of fresh human flesh.
The policemen who lost their battle against the Zombies were also infected with the virus and became new Zombies... And so they multiply endlessly.
Although they've lost mobility due to necrosis of muscle tissue, their vitality far exceeds that of healthy humans.
Zombie Dog (p.034)
Police dogs raised at the Raccoon police station which were infected with the T-Virus and turned into Zombies. Since they were highly combat trained for apprehending criminals, they have combat abilities ordinary humans cannot handle. Unlike human Zombies, their agility hasn't been compromised.
Crow
Large crows that were infected with the T-Virus after consuming the flesh of its dead victims. Probably due to a low level of infection, they have no symptoms such as necrosis of the skin or loss of mobility, but the virus has made them significantly more aggressive and they violently attack humans.
Drain Deimos (p.035)
A mutant of a type of flea that parasitized the skin of animals and became secondarily infected when it ingested the bodily fluids of a host infected with the T-Virus. Although it has grown abnormally due to the virus' influence, its feeding habits haven't changed, and it feeds on the bodily fluids of living creatures. However, due to its size, its victims are certain to die.
Brain Sucker (p.036)
Like the Drain Deimos, it's a mutant flea that was infected with the T-Virus. Although it's based on the same species of insect, it's believed to have ingested differing DNA from the different animals it parasitized, and mutated into a divergent organism as a result. While the Drain Deimos ingests bodily fluids, the Brain Sucker, as the name suggests, feeds mainly on human brains.
Giant Spider (p.037)
A spider that has grown dramatically in size due to the effects of chemicals that've poured into the sewage. Despite its huge size, the spider's original characteristics remain intact, able to freely crawl around walls and ceilings to ensnare prey directly.
Baby Spider (p.038)
A female Giant Spider carries her young in her womb. When the mother dies, they crawl out in large numbers, and on rare occasions, they also act independently. They're highly susceptible to the T-Virus from birth, and even in their newborn state, they have a physique comparable to that of an adult large spider. However, its virulence hasn't yet developed.
Sliding Worm (p.039)
When well nourished, the Grave Digger spawns in the sewers and soil by the hundreds. Sliding Worms are the juvenile Grave Diggers born there. Like leeches, they're nourished by ingesting human blood, then grow and molt rapidly, becoming adults in about a week.
Grave Digger (p.040)
A subterranean organism that underwent mutation after ingesting a number of toxic substances, including the T-Virus. It's believed to have been born as a result of the large amount of toxic substances that leaked out from the Umbrella laboratory and continued to contaminate the soil of Raccoon City over a wide area.
Hunter β (p.041)
The Hunter's a bioweapon that posed a threat to S.T.A.R.S. in the Mansion Incident they previously faced. Based on that data, this Hunter β was completed through repeated genetic modifications. Around 20 of them have been deployed into Raccoon City for a final performance evaluation.
Hunter γ (p.042)
While the Hunter β was created by adding genes from other organisms to a human base, the Hunter γ was created from a completely opposite idea of adding human genes to an amphibian base. Commonly known as "Frogger," it excels at surprise attacks from underwater, but is vulnerable to dryness and direct sunlight.
Nemesis (p.043)
The latest Tyrant-based bioweapon that overcomes the T-Virus' shortcoming of decreased intelligence through parasitization with the "NE-a" parasitic organism, commonly known as "Nemesis", to allow for external control of the brain. It was sent by Umbrella to eliminate members of S.T.A.R.S.
Nemesis Second Form (p.044)
It lost its coat due to repeated attacks and its exposed tentacles grew larger. In the process of healing the damage, the Nemesis has also grown in size, further increasing its regenerative capabilities. Although it's no longer able to handle weapons due to its deformities, the developed tentacles can more than make up for that in terms of combat prowess.
Nemesis Third Form (p.045)
This is the third form which has undergone dramatic changes as a result of the destruction of its host Tyrant's brain, plunging into an uncontrollable rampaging state. It's a mutant that no longer retains its original shape.
Zombie (p.032)

A DISASTER CAUSED BY COLLUSION WITH A LOCAL COMPANY UMBRELLA
Raccoon City's rapid development from a rural midwestern town into the affluent city it is today was made possible by attracting a factory of the multinational corporation Umbrella. According to Mayor Michael Warren, Umbrella has generously invested in welfare, constructing public facilities, and maintaining public safety. In 1992, the aging city hall was renovated and a general hospital was built. In 1996, S.T.A.R.S., a special mission unit within the Raccoon Police Department (R.P.D.), was established. The city's relationship with Umbrella was in a honeymoon state.
Under such circumstances, the police, who should be removing obstacles to public safety and order, were forced to bend the truth. With the transfer of personal bribes to the chief, he has been boldly covering-up incidents, restricting investigations, and blocking the mass media, making it impossible for the police to function as they should.
The corpse of a woman around 20-years-old found on the left bank of the Marble River in the Cedar District on May 20. The surface of the corpse was covered in crushing teeth marks. On her remaining right foot was a a climbing shoe. At this point in time, it was known the incident had occurred in the middle of the Arklay Mountains, and the delay in response was frustrating.
WHAT'S THE TRUE FACE BEHIND THE TRUSTED CHIEF?
A person in power who became a source of problems was the Chief of Police, Brian Irons. According to an investigation by Jack Hamilton, Chief of the Internal Affairs Division of the U.S. Federal Bureau of Investigation, Irons had been accepting large bribes from Umbrella Corp. for the past five years. It turned out he was purchasing expensive paintings and setting up secret rooms inside the department to further its personal interests.
The police station was connected to the Raccoon City Underground Laboratory that Umbrella Corp. had secretly built and operated for viral weapons research via a sewer line that ran through a hidden door. The chief attended regular meetings held at the research facility on the 6th and 16th of every month. Kennedy was the newest officer to be assigned there. With his strong sense of justice, he was intrigued by the frequent occurrences in a city that seemed to have nothing to do with violent crimes, so he volunteered to be assigned. He arrived on September 29th. He was late on his very first day and arrived at Raccoon after sunset to be greeted by a horde of Zombies.

A DISASTER CAUSED BY COLLUSION WITH A LOCAL COMPANY UMBRELLA
Raccoon City's rapid development from a rural midwestern town into the affluent city it is today was made possible by attracting a factory of the multinational corporation Umbrella. According to Mayor Michael Warren, Umbrella has generously invested in welfare, constructing public facilities, and maintaining public safety. In 1992, the aging city hall was renovated and a general hospital was built. In 1996, S.T.A.R.S., a special mission unit within the Raccoon Police Department (R.P.D.), was established. The city's relationship with Umbrella was in a honeymoon state.
Under such circumstances, the police, who should be removing obstacles to public safety and order, were forced to bend the truth. With the transfer of personal bribes to the chief, he has been boldly covering-up incidents, restricting investigations, and blocking the mass media, making it impossible for the police to function as they should.
The corpse of a woman around 20-years-old found on the left bank of the Marble River in the Cedar District on May 20. The surface of the corpse was covered in crushing teeth marks. On her remaining right foot was a a climbing shoe. At this point in time, it was known the incident had occurred in the middle of the Arklay Mountains, and the delay in response was frustrating.
WHAT'S THE TRUE FACE BEHIND THE TRUSTED CHIEF?
A person in power who became a source of problems was the Chief of Police, Brian Irons. According to an investigation by Jack Hamilton, Chief of the Internal Affairs Division of the U.S. Federal Bureau of Investigation, Irons had been accepting large bribes from Umbrella Corp. for the past five years. It turned out he was purchasing expensive paintings and setting up secret rooms inside the department to further its personal interests.
The police station was connected to the Raccoon City Underground Laboratory that Umbrella Corp. had secretly built and operated for viral weapons research via a sewer line that ran through a hidden door. FORMED BY PRIVATE COMPANIES TO PROTECT CITIZENS FROM SPECIAL CRIMES
S.T.A.R.S. was formed under the jurisdiction of the R.P.D. with an office inside the precinct to deal with a recent increase in urban terrorism and diversifying special crimes. S.T.A.R.S. stands for "Special Tactics and Rescue Service" and consists of two teams, Alpha and Bravo. The group consisted of 12 experts in various fields, regardless of gender, background, or age. At the time of its establishment, it was funded by local private companies as a central part of an urban planning project, and of course, it was the giant corporation Umbrella that took the lead. It was founded in 1996, as if they'd anticipated events that might transpire there.
Albert Wesker was nominated by Umbrella as a specialist in bio-engineering and appointed as the captain. In reality though, he was an executive candidate who'd devoted himself to Umbrella since he was 17-years-old. From a young age, the top brass expected him to be a pragmatic person, and at times he's been involved in internal leadership conflicts, even murder. The mission assigned to him in this biohazard was blowing up the Arklay Laboratory.

Wesker was issued three orders: lure S.T.A.R.S. into the laboratory and have them fight B.O.W.'s to obtain actual battle data. Collect two B.O.W. embryos per species, including mutants, but dispose of the Tyrant. Then dispose of everything in the Arklay Laboratory, including personnel and test animals, making it look like an accident.
However, while Wesker pretended to follow his orders, he would take possession of the Tyrant expected to be mass-produced as a practical weapon, scheming to defect to a rival company he'd been invited to join. Then, X-DAY arrived. Bravo Team was accidentally caught up in Dr. James Marcus' vengeance against Umbrella, and one of them was killed. The surviving members then headed for the mansion, but as planned, they lost their lives one by one, along with the Alpha Team who were dispatched later.

Raccoon City's rapid growth was facilitated by the construction of a factory in the town, in the middle of nowhere in the United States, as well as the provision of a large amount of financial aid. The number of workers for Umbrella and its subsidiaries has been increasing year by year, now about 30% of the population's involved in the company, which is closely tied to the local community.
However, the reality's that Umbrella's a deadly corporation which develops and sells bioweapons utilizing viruses.
In December 1967, the founder, Oswell E. Spencer, along with his classmate James Marcus, and others, discovered the "Progenitor" virus that rearranges the genes of living organisms. The following year, in 1968, Umbrella was established as a disguise for the world, for the purpose of researching the virus and developing combat-ready Bio Organic Weapons (B.O.W.)
Since its inception, it has constructed a number of facilities for the development of B.O.W.'s, including the Arklay underground laboratory, an executive training school, the Raccoon City underground lab, etc. The researchers assigned to each of these facilities have been studying the commercialization of viruses through their extraordinary enthusiasm and outrageous experiment activities, utilizing various organisms and even live human test subjects.

The U.B.C.S. is officially named the Umbrella Biohazard Countermeasure Service. It's a mercenary unit specially formed in anticipation of dealing with situations that might be caused by the company's backdoor products. Its members consist of war criminals, exiled soldiers, and those sentenced to death or life imprisonment, but it also has a large number of personnel with abundant experience in military service in the communist bloc where the state system has collapsed. It has achieved great results in human rescue ops.
Four platoons of 120 soldiers were deployed to the devastated Raccoon City in the name of rescuing the residents. Mikhail Viktor, who successfully carried out numerous acts of terrorism as the leader of a guerrilla organization. Murphy Seeker, a former U.S. Marine who shot dead 20 street gang members with a hunting rifle. Carlos Oliveira, a former member of a communist guerrilla organization from South America. Despite being briefed on anti-Zombie measures and administered viral antibodies beforehand, they faced a staggering amount of environmental pollution and were primed to perish.
THE TRUTH BEHIND THOSE DUBBED SUPERVISORS
Among the mercenary troops recruited from all over the world, there were several special agents under Umbrella's direct command, referred to as Supervisors. They work with the troops under the guise of ordinary soldiers, keeping an eye on everything, and later compile reports to get paid. Due to this mission, they're selected with superior backgrounds over the regular soldiers, but also capable of doing anything for a reward with no regard for justice or morality.
Multiple Supervisors were also assigned to the unit deployed in Raccoon City. Their mission was to recover all information on the biohazard. Surveil the troops and gather combat data. Destroy medical facilities after recovering any evidence, especially treatment data. Confirmation of each B.O.W. test subject and its ability to carry out the mission. In addition, it was strictly forbidden to rescue anyone other than Supervisors, or take any money or goods of known origin. They were scheduled to escape once the mission was over, but Nikolai prevented them from doing so.

Research subsequently advanced under Dr. Birkin after he took over development at the Arklay underground laboratory, and concentrating all their know-how led to the completion of a humanoid combat B.O.W., Code No.T-002 Tyrant.
After the T-Virus Project attained a certain level of completion, the "G-Project" was advanced based on an unknown concept as a result of Dr. Birkin's planning. Injecting that virus boosts physical performance to the maximum and was said to completely transfigure humans into a different phenomenal life-form. But when its completion was imminent in 1998, Umbrella became irritated with Birkin acting on his own authority and began moving to handle the matter.
TRAGIC MIXED THOUGHTS CENTERED AROUND THE G-VIRUS
Dr. Birkin caught onto Umbrella's movements and plotted to defect to the United States with the G-Virus as a gift. However, Umbrella feared their leading mind and virus leaking onto the market and issued a dispatch order to their special forces unit, including HUNK. Their first objective was to abduct or assassinate Dr. Birkin. Their second objective was to recover or destroy the G-Virus.
In order to support Dr. Birkin's protection, his host, the U.S. Government, deployed U.S. Army special forces equipped with a rail cannon. Though since they had no precise information on the Raccoon City Underground Laboratory, they invaded from the underground route for the thermal disposal plant, far from their destination. On Umbrella's side, they already intercepted the intel and deployed Tyrants toward the U.S. Army special forces. It resulted in a fierce battle inside the disposal plant, in which both sides were wiped out.
In the meantime, Umbrella's special forces attacked Dr. Birkin. The doctor was wounded and injected himself with the near-complete G-Virus in order to survive. He transformed into a G-Organism. But the special forces successfully retrieved the G-Virus.
THE DELICATE RELATIONSHIP BETWEEN THE U.S. & UMBRELLA, WHO TRULY WON?
The T-Virus reached epidemic proportions in Raccoon City, becoming an unprecedented catastrophe zone with Zombie civilians, mutant monsters, police, military, U.B.C.S. and S.T.A.R.S., as if predictably ridiculing the confused people involved.
When the U.S. Government side failed to obtain the G-Virus with Dr. Birkin, they decided upon launching a missile. The timing was when communications from their special forces were cut-off. In an effort to delay the decision however, Umbrella first ordered a "heroic rescue mission" for the U.B.C.S. to mop-up the urban areas then evacuate surviving citizens into the clock tower. Along with appealing to the media, Umbrella representatives lobbied with high-level government officials. As a result, after Dr. Birkin's assassination and the American side's failure to recover the virus, they decided to annihilate the evidence with the missile strike under the pretense of a Sterilization Strategy, and in a sense, it concluded with a one-sided victory for Umbrella. Thanks to that, however, Jill survived.

Though since they had no precise information on the Raccoon City Underground Laboratory, they invaded from the underground route for the thermal disposal plant, far from their destination. On Umbrella's side, they already intercepted the intel and deployed Tyrants toward the U.S. Army special forces. It resulted in a fierce battle inside the disposal plant, in which both sides were wiped out.
In the meantime, Umbrella's special forces attacked Dr. Birkin. The doctor was wounded and injected himself with the near-complete G-Virus in order to survive. He transformed into a G-Organism. But the special forces successfully retrieved the G-Virus.
THE DELICATE RELATIONSHIP BETWEEN THE U.S. & UMBRELLA, WHO TRULY WON?
The T-Virus reached epidemic proportions in Raccoon City, becoming an unprecedented catastrophe zone with Zombie civilians, mutant monsters, police, military, U.B.C.S. and S.T.A.R.S., as if predictably ridiculing the confused people involved.
When the U.S. Government side failed to obtain the G-Virus with Dr. Birkin, they decided upon launching a missile. The timing was when communications from their special forces were cut-off. In an effort to delay the decision however, Umbrella first ordered a "heroic rescue mission" for the U.B.C.S. to mop-up the urban areas then evacuate surviving citizens into the clock tower. Along with appealing to the media, Umbrella representatives lobbied with high-level government officials. As a result, after Dr. Birkin's assassination and the American side's failure to recover the virus, they decided to annihilate the evidence with the missile strike under the pretense of a Sterilization Strategy, and in a sense, it concluded with a one-sided victory for Umbrella. Thanks to that, however, Jill survived.
