Head of the private anti-bioterrorism organization BSAA. Codenamed "Forkball." When talking, his verbal tics are "oohs and aahs." He's humorous and when the Genesis hand scanner is turned to O'Brian, he responds "How about those analysis results? Ohh, looks like I'm a stud?" In emergencies, he gathers the individual BSAA members as commander and gives precise instructions to each member from headquarters. In the Terragrigia Panic that occurred in the past, he cooperated with the federal anti-bioterrorism commission FBC as an observer on handling of the situation. At that time, he wasn't satisfied with the way FBC Commissioner Morgan Lansdale chose to resolve the incident by force and since then the two men have become locked in fate.
There's no scenes of O'Brian in battle in the main story, but he participates in "Raid Mode." He is good at handling handguns and grenades and performs chops with judo. But there's a scene in which he doesn't seem to have fought in a long time, as he murmurs "I'm really feeling my age." In the main story he also says that he was told to exercise by his doctor.

Commissioner of the federal anti-bioterrorism committee popularly named the FBC. He is a deadly authority in the FBC and there is nobody who can oppose him. Morgan engaged in foreign espionage over many years and was seen as a monster from his charisma, even in the underground community. In addition, he has the nickname Silver Fox from his silver-hair and cunning. His attitude toward resolving incidents is heavy-handed and he also voices hard-line measures. A prime example was the bioterrorism incident that occurred at the marine city of Terragrigia and the convergence of the operation that completely scorched the city to destruction with the Solar Integrated System.
The FBC (Federal Bioterrorism Commission) is an American organization established in 2001 to oppose the threat of bioterrorism using Bio Organic Weapons which leaked out into the market after the pharmaceutical company Umbrella's collapse. However, since the FBC monopolized countermeasure command and denied the intervention of European nations, it became a target of criticism.

Veltro is derived from "the great grayhound" (Veltro) from a passage of the Italian poet Dante's lyrical poem, "Divine Comedy." Its leader is Jack Norman. Its characteristic is that its members hide their faces with gas masks, shrouding their identities in mystery. It was originally a student activist group with a nationalist agenda, but as its activities radicalized little by little, many students withdrew and it deteriorated into an urban guerrilla group of a few elites. However, up to that time it's unknown how an internationally unknown terrorist group was able to obtain biological weapons.

After the Terragrigia Panic, the remnants of Veltro were exterminated by the federal anti-bioterrorism committee FBC and it announced confirmation of every member's death. However, although not publicly, it was said that only Jack Norman's corpse wasn't found. Then, one year later, intelligence on a Veltro terrorist plot was leaked to the anti-bioterrorism organization BSAA from a certain agency. Chris headed to the snowy mountains of Valkoinen Mokki, where their hideout was, in order to determine the authenticity of the information and prevent Veltro's resurrection if true.

In 2003, the destruction of the Russian Caucasus Laboratory served as a decisive blow and it went bankrupt. Although the root of disaster was destroyed, on the other hand, the seeds of disaster were scattered all over the world.

A new virus strain combining genes of the t-Virus once developed by the Umbrella pharmaceutical company with a newly-discovered pathogenic fish virus. This pathogenic fish virus was discovered from an deep-sea fish inhabiting the Kermadec Trench northeast of New Zealand. It was discovered in an unmanned deep-sea probe survey led by the research department of the Montpellier University of Marine Science and Technology in France and was named "The Abyss" with the meaning of deepness. With the completion of t-Abyss, the development of Bio Organic Weapons based on the genes of marine life has become easy.

From the fact that arowana mutated in the blink of an eye when he poured t-Abyss into a water tank, it's suggested that its infectious capacity and diffusibility are very high. Norman said that merely with the amount they possess, they could contaminate 1/5 of the world's oceans.

A Northeastern American city named after tall oak trees. There is Ivy University in the center of the town, where many students attend. In addition, around the subway station there were stores such as a cafe, gunshop, service station, and peaceful lives took place. However, the town lost its urban functions and turned into an inferno with living corpses infected with the C-Virus due to bioterrorism that occurred in 2013. 90% of the population died, approximately 70,000 people, and some of those who survived evacuated to a cathedral on the outskirts of the town, but many fell victim to a Lepotitsa which appeared from the underground laboratory controlled by the Simmons family. As a result, Tall Oaks vanished in a Sterilization Operation like the former Raccoon City with missile drops.

An RNA virus which erodes a creature's blood cells and causes mysterious mutations. Humans injected with the C-Virus into their body mutate into the B.O.W. J'avo. When a host's body tissue is damaged, the C-Virus activates to restore it and may provide further mutations. When a rapid mutation takes place, the host is wrapped in a pupa-like husk and soon hatches from inside as a Complete Mutation Species. The "C" in C-Virus is an acronym for this, Chrysalid. The C-Virus seems to have been developed in the Simmons family laboratory beneath Tall Oaks Cathedral. Since its foundation virus "t-Veronica" used in the 1998 Rockfort Island incident was used to strengthen and improve the characteristic to mutate DNA, its remarkable mutations are mixed with the insect and plant characteristics seen in t-Veronica. In addition, the body temperature of those injected with the C-Virus is abnormally high, even vanishing from incineration at the time of death, and it seems to be related to the blood combustion characteristic of t-Veronica. Furthermore, whereas t-Veronica had to adapt through a long cryogenic sleep after injection, the C-Virus is able to adapt to the human body by negating the rejection reaction to brain cells. Through this, those injected could carry out a certain level of commands, and it enabled the use of complicated firearms and vehicles.
A vaccine against the C-Virus nicknamed Anti-C was developed with the antibody held by Jake Muller. Jake inherited a resistive property to various viruses held by his father Albert Wesker, and there was no influence on him even when injected with the C-Virus. The United States of America refined Jake's blood and injected people with Anti-C in order to minimize the damage of the incident. If Anti-C is injected into someone not infected with the C-Virus, they will have a resistance, and even for infected individuals there is hope for survival if given before J'avo characteristics develop, albeit small.
