Current head of the "BSAA" organization. In the case of the unprecedented bioterrorism incident known as the "Terragrigia Panic", he was dispatched in the field alone as a BSAA observer at the request of the European camp protesting the tyranny of the "FBC" in charge of in handling the situation. Prior to public sentiment, he was also the man who appealed in Congress for expanding the jurisdiction of a specialized agency to deal with the risk of bioterrorism, and on the occasion of the Terragrigia Panic, he personally stood to spearhead and strive for control of the situation. With a strong will and leadership visually without difference, he raised the FBC into one of the world's largest anti-bioterrorism organizations in deed as well as in name.
HUNTER
A B.O.W. for combat with long, sharp claws and a body completely covered in scale-like skin. It was created with a fertilized human egg as the base by crossbreeding DNA such as that of reptiles with the power of the t-Virus. It looks eerily like a midpoint between human and reptile. Its figure has phenomenal agility and jumping power and it definitively corners targets and strikes them down suitably for the name of Hunter. It was successfully mass-produced and various variation types were developed.
SCARMIGLIONE
A B.O.W. developed using shark DNA. Its arms have a toughness nearing the armor of an armored car and its sharp, protruding spear-like right arm serves as a powerful weapon and it uses its left arm as a shield for defence, and it could be said to be invincible.
RAYMOND
One of the best ace class agents who rapidly distinguished himself among the FBC elite. But he achieves results by fair or foul means and his brute force investigative skills are criticized in many areas. Naturally, he clashes with the BSAA and there've been many incidents in which, with his candid obstruction tactics, the BSAA was unable to intervene. One year ago, he was a direct subordinate of Parker. What happened with him after Parker transferred... Nobody knows.
JESSICA
A female agent with a former FBC career. She was partnered with Chris this time and dealt with a bioterrorism investigation, but she disappeared with Chris. As her standout dress sense shows, she doesn't try to hide her personality. Daily life bores her and Jessica's thrill-seeking behavior and attitude sometimes foment conflict in an organization like the BSAA. However, she's shrewd and threatening, and it may be she knows a certain danger makes a woman enchanting.
PARKER
A British Italian. Jill's new partner in the Queen Zenobia infiltration mission. He's a person known for uncompromising single-minded investigation. Although he tries to be calm whenever the opportunity offers, he can't cover his earnest and clumsy side and is also a lovable hot-blooded man. One year ago, he transferred to the BSAA from the FBC taking advantage of a certain incident. This incident seems to be entwined to these events...
CHRIS & JILL
Chris and Jill are members from the foundation of the NGO BSAA established by the Pharmaceutical Industry Association. The two have also been comrades since the 1998 incident in the Arklay Laboratory in their "S.T.A.R.S." days, popularly named the "Mansion Incident."
HUNK
U.S.S. (Umbrella Security Service) Alpha Team. He has returned from a number of dangerous missions as the only survivor each time and is referred to with awe as "Grim Reaper."
JILL
A member from the foundation of the BSAA established by the Pharmaceutical Industry Association. She's one of few people who escaped the "Raccoon City Destruction Incident." After the 2003 collapse of "Umbrella", she participated in the BSAA with Chris in pursuit of battlefields containing bioweapons which leaked onto the black market. This time, she receives a report of Chris' disappearance and participates in the Queen Zenobia infiltration mission. But she doesn't yet know she's been invited into the waves of a great conspiracy...
CHRIS
One of the BSAA founding members. Jill has been his comrade since the 1998 incident in the Arklay Laboratory in their S.T.A.R.S. days, popularly named the Mansion Incident. He's a battle-hardened tough guy through many biohazards and struggles against bioterrorism, but he mysteriously disappeared while investigating intel on a large-scale bioterror plot brought to the BSAA in utmost secrecy...
QUEEN ZENOBIA
The "Queen Zenobia" was constructed in 1978. Its interior decor harkens back to the 1930s golden age of cruise liners and attracted many people.
It was purchased in the late 80s by Paraguas Line Co. and after significant renovations, it was born again as a luxury cruise ship with state-of-the-art facilities and has entertained dignitaries.
However, it was deemed a scrapped ship with the fact of Paraguas Line Co.'s 2003 bankruptcy. No subsequent records remain and it's shrouded in mystery how the same ship has become a ghost ship and appeared at sea this time.
KEITH
A wise-cracker with a womanizing creed. He was given the nickname "Grinder" (meaning "womanizer"). He can be seen in his private life walking with a different woman each time you see him. But he has proven capabilities and his military service was valued, he was up for distinguished services in many special mercenary forces full of elites, and he was selected as a BSAA member. He's immature to woman and quarrelling with Quint day-to-day has become Keith's hobby.
QUINT
Although he's a mech-otaku of the BSAA, he's also an analyst and scientist specialized in bacteriological weapons. A bioscanner incorporating enormous genetic data and virus samples, codenamed "Genesis", was developed by the Pharmaceutical Industry Association based on his suggestions. His verbal tic's to compare anything to horror movie flicks. Keith's completely opposite in personality and the two are a good partnership making up for each other.
