An NGO group* Claire belongs to.
It was organized after the 1998 Raccoon incident to exterminate bioterrorism and medication-related health disasters that've explosively spread around the world.
It also conducts victim outreach, enlightening the general public and whistle-blowing governments and businesses concealing bioterrorism and drug-induced suffering.
*The NGO group TerraSave also appeared in the CG movie "biohazard DEGENERATION" released in 2008.
A bioterror incident occurs at an airport in the midwestern United States and Claire confronts the case with US agent Leon.

Established by the Pharmaceutical Industry Association as an NGO to oppose the menace of bioweapons which spread throughout the world after the giant corporation Umbrella's collapse.
Its founding members include Mansion Incident survivors Chris Redfield and Jill Valentine, and in emergencies involving bioweapons, they participate in the anti-bioterror ops of each nation's police and armed forces. However the extent of bioterrorism is exceeding expectations and coping strategies are approaching the limit.
BARRY BURTON (p.014)
An expert with abundant military experience who survived the Mansion Incident during his time in the Raccoon City special ops unit S.T.A.R.S.
He has gone in search alone to rescue his beloved daughter Moira who suddenly disappeared.
ISLAND (p.018)
A solitary island said to float somewhere in the Baltic Sea.
It once had a vibrant town centered around a coal mine, but the mine became disused with the passage of time. Forcing the islanders into poverty.
The situation changed completely due to governance and rebuilding by Alex's group who showed up there, and it seemed as if the spark of life returned to the island once more.
At present, the island's deserted and erased from the map.
Some people call this island Sein, 〜The Forgotten Island〜...
AFFLICTED (p.020)
Bizarre maniacs wandering the asylum who attack Claire and Moira.
When they find live humans, they attack like beasts and keep inflicting merciless harm until they die... Why are they here? How'd this happen? As well as the solitary island's existence, everything's wrapped in mystery.
IRONHEAD (p.022)
It's believed a tough man was the base host and tore off the restraint equipment worn on their body. They also attack live humans with lumps of scrap carried in their hands.
REVENANT (p.024)
It has an ugly appearance that seems to have stitched inorganic matter together with multiple human bodies.
Like the other creatures, everything's wrapped in mystery except their habits and reason for existing, "to attack living humans."
ROTTEN (Page 026)
It resembles the Afflicted but parts of the skeleton are exposed and its body seems to be in decay.
The point of chasing a human after finding them and ruthlessly attacking is unchanged from the Afflicted.
SPLASHER (p.027)
For bodies made only from stop-gap measure adjustments, there are also cases where parts may fester.
The leaking pus emanates a horribly unpleasant odor and is extremely painful when it comes into contact with skin.
SLINGER (p.028)
This body contains many limbs of corpses and has a function to produce human bodies by itself.
However the human bodies it creates are far from what we know and too undeveloped.
GLASP (p.029)
A virus-mutated creature.
The gas that emerges from its body interferes with the human optic nerve system, causing visual impairment.
The space in front's distorted and figures can't be discerned.
DURGLA (p.030)
A Revenant with an uglier figure sewn together with many faces, arms and waste scraps.
Long and hard tentacles are exposed and it's still possible to see its imperfection as a living thing from its overall imbalance.
ORTHRUS (p.031)
A ferocious dog creature that obsessively chases humans.
The body seems heavy and it's easy to imagine from the large seams on its back that it's because something's been packed inside it intentionally.
CYST (p.032)
A non-harmful myxomycete (slime mold) even when attached to the human body, but as time passes, the protoplasmic flow gradually grows larger and has a property of swelling to several times its original size.
GIANT WHIP SPIDER
A creature that enlarged under the influence of a virus.
For that reason, the insect's predatory ecology etc also changed, and it began attacking creatures even bigger than itself.
MONSTER NEIL (p.034)
Neil had been making moves with the other side and was stabbed in the back by Alex using the "Uroboros Virus."
In accordance with the Uroboros Virus' characteristics, he's vulnerable to fire and his body temperature also tends to rise abnormally.
In a form like this, he also displays strong loyalty such as saying his former boss Morgan's name.
MUTANT PEDRO (p.036)
The TerraSave members involved in this incident were stricken with the "t-Phobos" virus.
This t-Phobos virus reacts to "fear" and this is Pedro's form after developing symptoms (pathogenesis).
He rushes around with a drill he found in the fishing village but continues to resist himself with a slightly remaining sense of self.
ALEX WESKER (p.038)
A person whose talents were noticed in the "Wesker Project" by Umbrella founder Oswell E. Spencer.
Spencer had high regard for her abilities and generously bestowed her necessary resources, to which Alex was also living up to.
She has a strong interest in the "immortality" Spencer studied in his later years.
