CHARACTERS
LEON S. KENNEDY (p.004)
An agent belonging to the DSO, an agency commanded directly by the President. He survived the biohazard that occurred in Raccoon City more than a decade ago and was selected as an agent by the current president, Adam Benford, who was a high-ranking government official at the time. And now Leon has landed in Tall Oaks, accompanying the President in his attempt to reveal the truth about Raccoon City. Leon was scheduled to attend the event as a witness, but he's forced to deal with a sudden outbreak of bioterrorism.
HELENA HARPER (p.005)
A U.S. agent who was seconded to the USSS (United States Secret Service) and charged with protecting the President during his visit to Tall Oaks. After the bioterror attack on the day of the President's speech, she met up with Leon and together they went to confirm the President was safe, but the President had already transformed into a horrifying form. Helena tells Leon she's the one who caused the situation. She has her reasons for committing the crime.
CHRIS REDFIELD (p.006)
A Captain in the BSAA North America Branch, a special anti-bioterror unit. He lost his memory due to a past mission and has been living in drunken seclusion in Eastern Europe. After a bioterror attack in China, he's reprimanded by his subordinate, Piers, and decides to return to the unit in order to regain his memory. He's a former member of S.T.A.R.S. who in the past faced death in a mansion on the outskirts of Raccoon City. Since then, he has solved many bioterror cases, and even among the elite ranks of the BSAA, he's worthy of being called a hero.
PIERS NIVANS (p.007)
A young ace in the BSAA North America Branch and its most skilled sniper. He's highly trusted by Captain Chris, and recognized as the next generation of the BSAA. When the BSAA North America Branch is ordered into action in response to a bioterror attack breaking out in China, Piers heads to Eastern Europe to bring Chris back from hiding. Having lost his memory, Chris doesn't seem to be the hero he once was, but Piers is still determined to bring him back. In order to return Chris's memory, he needed to bring him back to his unit.
JAKE MULLER (p.008)
A young man who joined the Edonian rebel army as a mercenary. His father disappeared when he was a child and he chose to become a mercenary in order to survive without having to rely on anyone. For him, there's no matter of government or anti-government, only money and his own strength. Sherry, a U.S. agent, promises Jake significant compensation. But what he doesn't know is he has Albert Wesker's blood flowing through his body, and it's not just America that wants his body...
SHERRY BIRKIN (p.009)
Once a girl who survived the biohazard in Raccoon City. The girl, Sherry, was rescued by Leon, a rookie cop, and Claire, Chris's sister. However her body still contained the "G-Virus embryo" implanted by her father, William, and for this reason she was placed under surveillance by the U.S. Government. After several years of house arrest, Sherry finally gains her freedom on the condition she become an agent. She's issued a new mission: to protect Jake Muller.
ADA WONG (p.010)
A female spy who has been involved in a number of bioterror incidents. She used to be a member of Umbrella's rival organization, bringing its top brass intel concerning various viruses and bioterrorism. Her current affiliation and objective are unknown, but it's believed the new B.O.W. J'avo, which showed up in the Republic of Edonia in Eastern Europe, was caused by a nutritional drug containing the C-Virus she's said to have distributed. She also seems to be taking on the global crisis, but is her path the same as that of the other protagonists?
DEREK C. SIMMONS (p.011)
An assistant to the President of the United States. Known as an ally of President Benford, they share a deep mutual trust. He places utmost priority on national security, and after the bioterror attack in Tall Oaks, his first priority's dealing with it. He's suspicious of Leon, who was present at the scene of the bioterror attack but survived.
INGRID HUNNIGAN
A female operator belonging to FOS, a support agency for U.S. agents. She has also been assisting agents in other organizations prior to FOS, and supported Leon during the kidnapping of the President's daughter. She has a wealth of knowledge about computers, and sometimes reaches beyond the scope of her duties to provide intel to Leon and other agents.

The DSO's greatest characteristic is that it's under the President's direct command, and the actions of its agents are considered absolute justice based on the President's will. Based on its history and achievements, the DSO has become known as the "Sword of the President" in just two years since its formation.
ADAM BENFORD
The current President of the United States and one who knows the truth about the biohazard in Raccoon City. At the time as a high-ranking government official, he came into contact with Leon, a survivor, and since then he and Leon have shared the same goal of eradicating bioterrorism. He was trying to put a stop to the spate of bioterror by revealing the truth about Raccoon City, but just as he was about to do so, he himself became a victim to a bioterror attack.
RACCOON CITY
An American city that was destroyed in 1998. The cause was an outbreak of the t-Virus caused by the pharmaceutical company Umbrella. Under the guise of a "Sterilization Strategy", the government at the time launched a missile at Raccoon City, which had become a city of the dead due to the spreading t-Virus turning people into Zombies. Leon and Sherry are among the few people who survived Raccoon City.
UMBRELLA
A large, now defunct corporation with a public face as a pharmaceutical company and a hidden face that studied and developed B.O.W.'s. Its founders discovering the "Progenitor Virus," the prototype of the t-Virus, was the beginning of Umbrella and, by extension, bioterrorism. The virus outbreak in Raccoon City led to the bankruptcy of Umbrella itself. The founders and their successors are supposed to have been destroyed...
BSAA
Bioterrorism Security Assessment Alliance. Originally a private counter-bioterror unit established by the Pharmaceutical Industry Association, but after the "Queen Zenobia Incident" in 2005, it was reorganized as an organization directly administered by the United Nations. The founding members are known as the "Original Eleven," and in addition to Chris, his S.T.A.R.S. colleague Jill's also a member.
S.T.A.R.S.
Special Tactics And Rescue Service. A special unit of the Raccoon Police Department which Chris belonged to. Many members died as they went to investigate a mysterious mansion in the outskirts. One of the reasons for this was the betrayal of Albert Wesker, the Captain of S.T.A.R.S. Since the Mansion Incident, Chris hated Wesker for killing his friends, and Wesker despised Chris for sabotaging his plans.
BIOTERRORISM
The term "bioterrorism" mainly refers to acts of terror utilizing pathogens such as viruses or living organisms, but in recent years it also includes use of force with B.O.W.'s. Although the incident in Raccoon City was near-accidental, bioterror has occurred in the United States and other parts of the world since then. In many cases, Leon and other U.S. agents, as well as Chris and other BSAA members, have intervened in order to contain these situations.
B.O.W.
A term meaning Bio Organic Weapon, an organic life-form weapon or biological weapon manufactured by administering a virus or the like to an organism. In the past, most were used to confront agents or the BSAA that often appeared locally due to viral outbreaks. However in recent years, terrorists etc. have been deploying them as battle forces in various regions, and they're now recognized as a global threat.
REPUBLIC OF EDONIA
Twenty years after the democratization of Edonia, some military officers dissatisfied with the government staged a coup d'etat, leading to the parliament's restructuring. The forces that started the coup were once driven to near-destruction, but the militants continued their resistance. Taking advantage of political instability in neighboring countries along with the insurrection of the poor, they eventually re-emerged as a rebel army.
ALBERT WESKER
A former Umbrella researcher and believed to be Jake's father. With the company's help, he was appointed Captain of S.T.A.R.S. belonging to the Raccoon Police Department, and gathered combat data by pitting B.O.W.'s against its members in a mansion on the outskirts. He later moved to Umbrella's rival organization where he collected viruses and B.O.W. data, eventually scheming bioterrorism for his own ambition. In the course of this plan, he was vanquished by Chris and the BSAA.
CLAIRE REDFIELD
Chris' sister. She visited Raccoon City in 1998 in search of Chris, whom she'd lost touch with, and got caught up in the incident. There, she met Leon and Sherry, and just before she escaped, she administered a vaccine to Sherry to suppress the effects of the G-Virus embryo, saving her life. A few months later, she was captured by Umbrella but was rescued by Chris, and since then she's been working for an NGO to help victims of bioterrorism.
WILLIAM BIRKIN
An Umbrella researcher and developer of the G-Virus. Due to a disagreement with the higher-ups, he attempted to escape taking the t-Virus and G-Virus with him, but was pursued by Umbrella's special ops unit and forced to inject himself with the G-Virus. After turning into a monster, he lost his sense of reason and atrociously implanted his daughter Sherry with a G-Virus embryo. In the end, he was defeated by Leon and Claire.
NEO UMBRELLA
A bioterror organization that has inherited the name of Umbrella, the creator of the t-Virus. Little's known about the organization's origins and funding sources, and its objectives and chain of command are unclear. There's a theory Ada belongs to this organization, and she's also said to be leading Neo Umbrella's B.O.W.'s. The presence of J'avo in those forces has led to a suspected connection to the "C-Virus"...
C-VIRUS
A new virus strain that created the B.O.W. J'avo, which appeared in Eastern Europe and China, as well as the Zombies that appeared in the United States. It has different characteristics from the t-Virus created by Umbrella in the past, and even though the Zombies are similar, they have increased agility and some intelligence. Even though a J'avo's a B.O.W., it retains the ability to speak and even has a special ability to mutate wounded parts.
FOS
Field Operations Support. An organization launched and led by President Benford that specializes in supporting the DSO and other U.S. agents. This was a response to resolve the situation where agents belonging to different agencies couldn't cooperate despite having the same objectives. FOS is staffed by some of the best operators, including Hunnigan.
ABDUCTION OF THE PRESIDENT'S DAUGHTER
A few years ago, Ashley, daughter of the then-president, was kidnapped. This fact was never made public, and U.S. agent Leon started a secret investigation. With Hunnigan's support, Leon confronted a Europe-based cult, Los Iluminados. In this incident, Leon was also reunited with Ada, who was thought to have died in Raccoon City.

People who've been exposed to the C-Virus and turned violent after death. They lack clear intent, merely attacking the living. They have the same name as the Zombies caused by the t-Virus due to their appearance, but they're more agile than the Zombies of the past, with some of them using weapons like knives or firearms.
J'AVO
A new species of B.O.W. created by the C-Virus. They're far more intelligent than Zombies, understand language, and can act in an organized manner, making them a major force in bioterrorism. In addition, even if a specific part of the body's damaged, it can regenerate if the damage is minor, and mutate into a different form if the damage is severe.
USTANAK
A fearsome assassin with a massive physique several times that of a normal person, as well as a replaceable attachment in place of his right arm. Ustanak has been given only one order: to capture Jake Muller, and he's willing to risk dying himself while pursuing Jake with all his might in order to fulfill that order.
CHRYSALID
When a person infected with the C-Virus is severely injured, their entire body ignites due to activation of the virus. Some of them burn to death as the flames dissipate, while others seem to take on this pupa-like form. There are many mysteries surrounding the Chrysalids, but it's said after a period of time in this form, a more highly mutated B.O.W. will hatch.
