These investigation files describe details of the virus outbreak accidental biohazard (referred to below as the Biohazard Case) in the Umbrella Corporation's BC (Bio-Chemical) weapons research and development facility, which occurred this July in Raccoon City. Mentioned below are the contents of the three files that constitute these documents. I would like you to refer to them when you read each file.

This file is a textbook prepared for the S.T.A.R.S. officers just before the Biohazard Case in Raccoon City. At a glance it looks like an ordinary manual but based on the fact it describes hostiles presumed to possess higher-than-human capabilities, it's considered indirect evidence of the encounters between the S.T.A.R.S. officers and Bio Organic Weapons having been set up. In addition, the preface by S.T.A.R.S. Captain Albert Wesker is introduced below.
(First part omitted) ...I was delivered this manual concerning various skills you should master as my S.T.A.R.S. officers. However, these are the bare minimum essentials and you should be informed of further skill acquisition to be performed through actual combat.
It should be noted here that S.T.A.R.S. is only one end of a police force and not military. Therefore, skills in investigation and first aid for the injured are requested more from the officers over combative skills such as hand-to-hand and marksmanship. In other words, priority is mostly given to civic relief and preventing criminal offenses rather than actively eliminating offenders or terrorists.
In the chapters that follow, as I first stated, they will explain the various skills you require as officers, but I want you to be acutely aware that techniques which avoid or prevent combat are more vital than combat techniques, and I ask that you make use of them for carrying out your noble duty to protect the safety of our citizens.

WHAT IS S.T.A.R.S...
A special mission unit belonging to the Raccoon City Police aimed at tactics and rescue for peculiar crimes. In 1996, this S.T.A.R.S. was established by the Raccoon Police Department. At first, it was purely experimental for dealing with special crimes in order to respond to the diversifying needs of high-grade crimes, such as cyber crime, that use vast networks of troops, new kinds of narcotics as well as new methods in terrorist attacks utilizing BC (Bio-Chemical) weapons. At the time of this establishment however, several major local private companies, including the Umbrella Corporation which has a huge factory group in Raccoon City, contributed to funding S.T.A.R.S. as part of the "Bright Raccoon 21" major city project, leading to the establishment of an elite group with ace staff, advanced equipment and an extensive intelligence network.

As S.T.A.R.S. officers constantly operate in close proximity to danger, such as bomb disposal, counter-terrorism and violent crimes, each officer requires a wide variety of special skills such as combat, weapons, and rescue. Being versed in various techniques will enable you to respond appropriately in the unlikely event of an unanticipated situation. Due to the nature of the unit, combat ops are common to S.T.A.R.S., so this manual will provide examples of how to move, investigate, engage, as well as interact with buildings harboring hostiles. As with any situation, the key is to stay calm and act rationally. A lack of composure under extreme conditions not only hinders the execution of the operation, but can also jeopardize the lives of yourself and your fellow officers. Be advised not to act recklessly. Always bear that in mind when working on your mission.

S.T.A.R.S. WEAPON GUIDE (p.034-039)
BERETTA M92FS
An Italian 9mmX19 caliber large military pistol manufactured by Beretta. Due to its tough structure based on MIL specifications, its ease of handling and rapid-fire ability along with an excellent double action trigger, it has become the standard adopted gun in S.T.A.R.S. and many police, as well as the U.S. Army. Since voices within S.T.A.R.S. felt the 9mmX19 caliber was inadequate in this incident, they're due to perform a re-trial for the standard handgun.
COLT PYTHON
A large double action 357 magnum caliber revolver. A cooling mouth known as a ventilated rib is opened up on the barrel to improve hit-rate. It's popular among gun nuts for its good looks and high level of performance, capable of tolerating the use of powerful magnum bullets. It's not a S.T.A.R.S. standard adopted gun, but Barry carries this gun in the game as his personal possession. A high power handgun maniac, he often uses an M29 or 3inch 44 magnum.
M9 BAYONET
A bayonet attached to the officially adopted M16A2 assault rifle of S.T.A.R.S. A large and strong combat knife also utilized by the U.S. Army, which can also be used as a wire cutter in tandem with a sheath.
Although the knife isn't used much in S.T.A.R.S. and isn't very vital equipment, training's conducted often. The M9's mainly used in survival situations or in jungles and dense forests whenever firearms can't be used.
REMINGTON M870
A gun so famous it could be called synonymous with shotguns, made by the American Remington corporation. It has numerous variations and is used in public institutions such as the police, coming to be familiar among civilians as a weapon for hunting and self-defense. The Remington employed in the mansion was a forehand grip type with a wooden stock kept for the purpose of the researcher's self-defense.
GRENADE LAUNCHER
The Grenade Launcher wasn't officially adopted within S.T.A.R.S. where the use of weapons with more power than necessary isn't consented to, but was used in lectures for combat. Concerning the grenade gun in the game, it's a proto-model of a new product of the Saco Defense Corporation, a major military manufacturer, and was supplied out of nowhere by firearms specialist Joseph. There are three in the unit and the models slightly differ. Forest carried one in this investigation.
FLAMETHROWER
This flamethrower was manufactured by Umbrella Industries and originally developed for experiment facilities. Since fire has the greatest impact on living things, it was prepared in case of emergencies such as the escape of laboratory animals.
A fuel specially made by Umbrella Industries combining various scientific substances.
ROCKET LAUNCHER
A four port rocket launcher. It was confiscated during a transaction between organized crime organizations, the country that manufactured it wasn't clear and the shady thing slept in the storage warehouse of the Raccoon Police Department. It's believed to be an Asian product since the attached instructions are in kanji. Barry took it in this investigation and loaded it onto the helicopter. Only Brad knew and it seemed to be a secret to Wesker and the other officers.

The BIO HAZARD Incident - S.T.A.R.S. Internal Document (p.040)
The details and actual contents of the battles in the above-mentioned documents are surprising, and were passed on to many branches (like professional, as it were, military affairs organizations). There's no end to the question of why such a full-scale manual was necessary for S.T.A.R.S., which should only be an annexed organization of the Raccoon City police. When I think in retrospect, S.T.A.R.S. was probably made to systematically deviate from the general police, so could there not have been an intention to turn them into soldiers of the Umbrella Corporation?
Now, for S.T.A.R.S. after the incident, since more than half its officers perished in the line of duty, including the Captain and Vice-Captain, it has become substantially impossible to perform its functions. This Cerberus is even capable of tactical-like applications by applying the dog's inherent social nature, putting it in the most successful rankings among test subjects using animals as hosts. Although clone production as MA-39 was performed for the type using the Doberman pinscher as the host, a highly capable military dog by nature, variations using other dog breeds were also planned with deployment of the Cerberus series together in various intended applications being considered. A test on group practical use was conducted in the facility courtyard, but they escaped from the facility after the accident and became wild in the surrounding forest.

While the omnivorous jungle crows inhabiting the Raccoon outskirts pecked meat such as that of Zombies, they were secondarily infected with the Clay Virus. Although there's almost no apparent change, the crows go mad and attack without fear of gunshots. Once noise is made, it cooperates with others and attacks from above with its strong, thick beak.

With the results of the experiment however, the Clay Virus was discovered to not be immediately effective with regards to ancient forms of organisms such as sharks, consequently proving no substantial enhancement could be anticipated either, so the test subjects were discarded midway and disposed of, save one for observation purposes. Although not particularly successful as a B.O.W., it should be specially noted that a second generation was born from this Neptune. Sharks are ovoviviparous creatures. Perhaps the test subject conceived prior to being infected with the virus. Having been transformed due to the Clay Virus, the mother shark gave birth to dozens of offspring, but all juveniles died as they were unable to withstand the drastic changes in their bodies, with only two remaining. However, changes due to the Clay Virus similar to the mother were confirmed in the remaining two. They provided valuable data on the Clay Virus' influence on fetuses through the mother's body. At any rate, only we the top brass of the police and the few surviving S.T.A.R.S. officers who experienced the case directly know the whole picture. AFTER THE BIOHAZARD INCIDENT (p.131)
Sequel to the event
The Arklay Mountains laboratory was completely destroyed by the previously mentioned explosion. The ensuing fire also spread to the neighboring trees. Local fire department and national guard troops struggled to contain the fire, but a large area of about 750 acres (approx. 300 hectares) of forest had burned by the time the fire was put out. However, the one saving grace of this disaster is that the true source of the fire has never been revealed. It should also be noted that the four survivors haven't been cleared of suspicion of virus infection, and their whereabouts remain unknown.

The victims indicated in the above list are only an estimate based on an ongoing investigation. The number of victims is expected to increase as details of various documents produced by the forced investigation of Umbrella are verified. Also, due to a sudden increase in the numbers of lost or missing persons reported to the city police since the spring, there are believed to still be many potential victims.
Sequel to the event
The Arklay Mountains laboratory was completely destroyed by the previously mentioned explosion. The ensuing fire also spread to the neighboring trees. Local fire department and national guard troops struggled to contain the fire, but a large area of about 750 acres (approx. 300 hectares) of forest had burned by the time the fire was put out. However, the one saving grace of this disaster is that the true source of the fire has never been revealed. It should also be noted that the four survivors haven't been cleared of suspicion of virus infection, and their whereabouts remain unknown.

What has become clear due to the criminal investigation of the Umbrella Corporation is that there are still unknown portions when it comes to the properties of the virus which contaminated the Arklay Mountains facility. The microbiology advisor in our committee is of the opinion that it may be a P3 level virus with extremely low infectious capacity (similar to the AIDS virus), but that's a mere guess. Currently, there has no verified contamination of facilities outside the site and the situation has seen no progress, but we're withholding prejudgment for the time being. worst but thinking about the possible contamination of Racco n C y, we should take future countermea ure ......
