An officer of the special forces unit S.T.A.R.S. of the Raccoon Police Department and one of the survivors of the biohazard popularly referred to as the "Mansion Incident." She underwent a training course of the US Army's anti-terror unit Delta Force and with extremely high levels of physical ability and technical knowledge she plays an active role in S.T.A.R.S. as an expert in bomb disposal. She's the type to say what she thinks clearly and frankly, but has saved the team in several predicaments with an unyielding will and ability to act.
Two months since the last incident, S.T.A.R.S. became irritated with the lack of any progress in the investigation and the survivors decided to fly to Europe on their own to uncover the great evil of the preeminent corporation Umbrella, by themselves. However to deflect this information from the eyes of traitors in the police, Jill was the only one hiding in Raccoon City. This was so she could investigate Umbrella's bioweapons laboratory, still operating in the town's outskirts, and find out what's going on there.
And she's been struck by a biohazard once more...
CARLOS OLIVEIRA (p.007)
A young South American mercenary descended from Indians belonging to the U.B.C.S. D (Delta) Platoon, A (Alpha) Squad. Since he was a member of a Communist guerrilla organization, he knows a lot about the heavy weapons of Eastern bloc countries and in the team, he carried the role of maintenance and field procurement of armaments as well as heavy weapons support. In addition, he acquired the skills to handle large trucks, Cessnas and helicopters and the fact he's an excellent soldier who survived severe guerrilla struggles is contrary to his apparently frivolous and insincere appearance. Although he's a hot-blooded man brimming with emotion and reliable as a partner, he has a vulnerable side due to his youth. His rank in the unit is Corporal.

It's an irregular military unit organized when Umbrella hypothesized situations caused by the company's "products" and most of the unit's membership is comprised of war criminals, exiled soldiers or military experienced individuals sentenced to capital punishment or life imprisonment. In many cases they're scouted by Umbrella mercenary coordinators in situations with no other recourse, obliged to enlist in the U.B.C.S. rather than simply being rescued from certain death. Since their main duty's being dispatched to biohazard outbreak zones, their mortality rate's very high, though since many talented individuals with abundant military experience joined from the militaries among the Communist bloc where the national structures particularly collapsed, they achieved great success in VIP rescue operations, etc. The manpower deployed into Raccoon City in the name of civilian rescue was 120 between four platoons. Each platoon consisted of three squads between every ten people.
MIKHAIL VICTOR (p.008)
A former Soviet army Captain who acts as Captain of U.B.C.S. D Platoon. He's from St. Petersburg in the current Russian Republic. He retired from the army after the federation collapsed and got involved in the independence movement of his wife's ethnic minority, successfully leading many terrorist attacks as the leader of a guerrilla organization, making use of his abundant military record and results. Through such circumstances, a shoot-to-kill order was issued immediately after his arrest by the national military, but he was scouted by Umbrella just before his execution. He's brimming with leadership and honest character and is a capable commander with the confidence of his subordinates.
NIKOLAI ZINOVIEV (p.008)
A giant mercenary who led D Platoon B (Bravo) Squad of the U.B.C.S. ranked Sergeant. He's from Moscow in the current Russian Republic and belonged to the Spetsnaz special ops unit until the Soviet Union's collapse, so he's believed to have experienced various secret missions and special operations. However, his career between the dismantling of Spetsnaz to his U.B.C.S. assignment's entirely unknown and there's no way of knowing what sort of circumstances led to him join the unit. His personal combat skills such as assassination techniques and setting traps are exceptional from previous combat and since only he comes back alive from the battlefield despite high risks of death, bad rumors always hang around him.
MURPHY SEEKER (p.009)
A soldier in the U.B.C.S. A Platoon A Squad and former rifleman in the U.S. Marine Corps. He shot dead 20 members of a street gang with a hunting rifle because they cruelly killed his brother, and despite being sentenced to life imprisonment, his superhuman sniping skills came to the eyes of a coordinator and he was scouted by the U.B.C.S. He originally had a gentle and introverted personality and came to form a close friendship with Carlos through training when they joined the unit at the same time.
TYRELL PATRICK (p.009)
A soldier in the U.B.C.S. B Platoon A Squad. A Dutch immigrant from the African Republic of Suriname and at one time an excellent mercenary in the French Foreign Legion. However, using his position, he dabbled in smuggling heavy weapons that were used for genocide, leading to him being arrested, discharged from service and sentenced to life imprisonment. While serving jail time, he proactively contacted a mercenary coordinator and was endorsed with preferential measures subject to enlisting in the U.B.C.S., where he has been since. He behaves intellectually and is also an eloquent speaker, but essentially seems to be a coward.
BRAD VICKERS (p.009)
A member of S.T.A.R.S. like Jill. He piloted the helicopter in the Mansion Incident and played a pivotal role in the escape of the surviving members, but fearful of standing up against Umbrella due to his cowardly personality, he remained in Raccoon City, not working with the other members, and was caught up in the biohazard. He followed a pitiful fate and appeared in "2" as a Zombie, and it's apparent this game takes place a short time before.

An arthropod mutation caused by the T-Virus penetrating deep into the ground. It's believed it was a small insect like a millipede but it suddenly enlarged in the polluted soil while undergoing repeated ecdysis and metamorphosis, transforming into a huge creature with no longer any semblance of its original form. Its full length reached ten meters and its abnormally developed mouth can crunch even concrete and freely dig under the earth. And it attacks humans moving above ground in accordance with a severe feeling of starvation in order to maintain its huge body.
SLIDING WORM (p.010)
The Grave Digger's larva. But its length reached one meter just after incubation. It grabs prey with a mouth strong like its parent and sucks large quantities of blood like a leech when stuck, and even humans may die from blood loss in no time. It ingests nourishment this way and the larva grows into a Grave Digger in just one week by repeated ecdysis.
DRAIN DEIMOS (p.010)
An unexpected mutation (irregular mutant) of a small parasitic insect like a flea secondarily infected after parasitizing and sucking the body fluids of an animal contaminated by the T-Virus, growing to a human size while repeating metamorphosis. It crawls on walls and ceilings like a spider and when it captures a human, it can pierce them with its needle-like mouth and absorb bone marrow. It has been witnessed rising on its hind legs and running bipedal.

A subspecies, close to the parasitic insect species of the Drain Deimos, which was infected with the virus the same way and became gigantic, but there are some differences in appearance such as a separately developed head. As its name indicates, it wrenches open the skull with its sharp tongue in an attempt to devour the brain, and humans are also fundamentally its main source of nutrition.
HUNTER β (p.011)
A practical application Bio Organic Weapon model that realized high mobility by implementing further gene remodeling on the Hunter α model Jill fought against in the Mansion Incident. Although its offensive capabilities as a single organism are a little inferior to α in exchange for agility, its bullet-dodging reflexes can be called astounding. Suitable for the name of hunter, it attacks in waves with a group and inevitably reaps the life of its prey.

While α and β were genetically engineered based on humans, this γ model was developed by an Umbrella Europe laboratory using a fertilized amphibian egg and incorporating human genes with the T-Virus. There's no inferiority in aggressiveness compared with the human-based Hunters and it also has a huge digestive system able to swallow a man. Its nickname during development was "Frogger."

A black-clothed giant sent into Raccoon City under the cover of the biohazard chaos in order to eliminate survivors--- the survivors of the special op unit S.T.A.R.S. who learned the truth of the Mansion Incident and are attempting to uncover Umbrella's machinations. It has a Tyrant-based body that should be called immortal, however once it's issued commands, it won't stop until it carries them out. Decline in intelligence, the biggest fault of Bio Organic Weapons created with the T-Virus, was solved by allowing a parasite named "Nemesis" to control the brain, thereby enabling use as a weapon. There are only two paths a person targeted by this monster can take. Continue running to the ends of the earth, or die. And Jill has been chosen as a target---

Their horrified exhalations are sucked into a cage.
Even their screams are drowned out by the murmurs of the dead, reaching nowhere.
In this land, human beings are now heretics.
Raccoon City, a city of Zombies, a city of monsters.
The new inhabitants aren't afraid of the dark sky or the flames dividing the streets.
And here, people are nothing but hunks of flesh to be eaten.
The heretics' despair is no longer the city's "consensus."
One beautiful heretic's literally speaking out.
She doesn't despair.
Clad in an armor of hope, her supple limbs run through the rotten uptown.
Jill Valentine will never give up her will to fight.

STAGE.2 POLICE STATION (p.088-089)
It was the seat of law in Raccoon City.
A fortress of metal, concrete, and marble that protected the powerless from violence.
Now that law and reason have been uprooted, the authority resting upon the building's almost comical. It was a crumbling mess in the form of a police station.
It was a prison where the frightened holed themselves up just to stay alive for a while. It was no longer the seat of justice.
Jill stepped into the place, into the symbol of justice she'd once served.
It wasn't to escape. She does it to keep fighting. And so she encounters someone.
This corpse was the weak-minded Brad Vickers.
Guided by him, a freak immortal appears in front of Jill.
Her life-and-death struggle to escape begins at this moment.
The pale corpse's scream of desperation is the signal.
STAGE.3 DOWNTOWN (p.096-097)
Jill runs alone through the deserted downtown area.
Already, the demonic creatures have severely upset the ecosystem.
It's a nightmarish world there---
A once tiny, unnoticeable worm opens up its huge, bloodthirsty mouth.
Even the earth recoils ferociously at the hint of something digging beneath the ground. Raccoon City's already an alien world, a kingdom of madness brought into existence by mankind.
There were still people here struggling to live.
The mercenaries who were released to die as Umbrella's dogs.
Destroyed at their mercy. But they were still waiting for their chance.
This place is the same--- Stray dogs that'd passed through lines of the dead using their strong will as fangs.
Until their fangs are shattered, they'll keep trying.
With the mercenaries, Jill tries to escape from the Netherworld.
She puts her hope in a decaying streetcar. The pressure of the abominable Pursuer looms behind them.
The king of the Netherworld will never forget the fugitives---
STAGE.4 CLOCK TOWER (p.109)
The sound that echoes from the tower has been telling the exact time to every corner of the city.
For as long as the history of Raccoon City, without even a second's deviation.
The solemn gongs rising into the sky reminded the people of their unchanging daily lives.
The accumulation of daily life. The continuous flow of time.
It continued to mark the lives of each person who heard it.
In a city where time has stopped, a city where history has ceased, the sound of the bell no longer echoes.
Those who listened to it have gone. The peaceful passing of everyday life has been destroyed.
The clock tower's silent.
Its figure standing in the dark sky's like a silent monk.
Jill tries to wake up the sleeping tower.
The voice of the bell's a beautiful sound of awakening, pulling her away from the nightmare.
It's a holy signal that purges the darkness and brings the wings of hope down to the earth.
Thus, the clock tower ticks once again----
STAGE.5 HOSPITAL (p.117)
The wings to freedom were cruelly torn off.
Was it a short-lived mourning that rang out for them?
The beautiful warrior collapsed and fell into a drowsy sleep.
An unseen horror was consuming her body.
Jill's time was too short.
The young soldier rises.
He's the only one who can free the sleeping beauty from her curse.
Once trapped, his soul comes to life, and the rugged warrior wanders in search of a secret elixir.
He'll find it. He's determined to find it. Even the place that's supposed to heal the wounded was now sick, on the verge of dying out.
The hospital's characteristic smell of disinfectant mixed with the unmistakable stench of decay that can't be concealed.
An agile shadow crossed the corridor illuminated by emergency lights that burned its afterimage.
Hair-raising things stare out from chemical-filled tanks.
Carlos is greeted by a shuddering exposition that captures human malice...
STAGE.6 PARK (p.125)
The rain continues to fall as if mourning the death of the city.
Jill's path leads to a blackened park at night.
Only the drenched dead now gather at the resting place.
The tears of the heavens melt the trodden earth, and the rains that flow into the depths of the earth unleash the imprisoned dead from their graves, arousing their wrath.
From the surface of the water where the raindrops spread, the ones with wet skin are watching for their prey.
It's an openly hostile demon world outside of humanity. An abode of ravenous monsters.
But she must traverse it.
To bring back the hope that was lost.
The immortal Pursuer also chases Jill relentlessly.

In addition, at the time it was founded, it received a large amount of aid from some private companies, so despite it being part of the police force, it's in a unique half-independent position. It's a half-government and half-national military unit with a perfect merit system.
REBECCA CHAMBERS (18)
The youngest female member of S.T.A.R.S. who unfortunately experienced the team's accident immediately after her assignment. Of course, she has no actual combat experience and in this state she's unreliable in military prowess, but her chemistry-related knowledge reaches an extremely high level and if there's material, she can also prepare medicine. In the Mansion Incident, although defended by Chris, her quick wits were shown to save him from predicaments.

A veteran who served as S.T.A.R.S. Vice-Captain and Captain of Bravo Team. His personality and achievements would've normally made him Captain, but it was the intention of an investing company to hand the seat to Wesker. Monsters of BIO HAZARD (p.138-141)
WHAT'S A B.O.W.?
It's the abbreviation of Bio Organic Weapon (living biological weapon) and indicates creatures upon which gene remodeling/reinforcement was performed for the purpose of military use. The Umbrella Corporation, a giant conglomerate (compound industry), focused on the production of bioweapons by means of a low-cost virus in the role of a next-generation military industry, repeating inhumane clinical experiments for practical application. In a strict sense, wild animals such as Crows secondarily infected from Zombies desecrated by the virus in an accident are not a B.O.W.
ZOMBIE
They're not magically reanimated people as imagined through Haitian voodoo mysticism or necromancy. They are in fact "living people" who look like the dead due to a drastic change in metabolic function, one of the properties of the T-Virus. At the same time, however, their brain cells have been eroded and they no longer have the ability to think or reason as humans. The only thing they have is a violent impulse to feast on human flesh due to their endless feeling of starvation.

WHAT'S A B.O.W.?
It's the abbreviation of Bio Organic Weapon (living biological weapon) and indicates creatures upon which gene remodeling/reinforcement was performed for the purpose of military use. The Umbrella Corporation, a giant conglomerate (compound industry), focused on the production of bioweapons by means of a low-cost virus in the role of a next-generation military industry, repeating inhumane clinical experiments for practical application. In a strict sense, wild animals such as Crows secondarily infected from Zombies desecrated by the virus in an accident are not a B.O.W.
ZOMBIE
They're not magically reanimated people as imagined through Haitian voodoo mysticism or necromancy. They are in fact "living people" who look like the dead due to a drastic change in metabolic function, one of the properties of the T-Virus. At the same time, however, their brain cells have been eroded and they no longer have the ability to think or reason as humans. The only thing they have is a violent impulse to feast on human flesh due to their endless feeling of starvation.

A scientist and William's wife who enthusiastically supported her husband while he worked on virus research like he was possessed. Since she loves her husband, she obsessively suspects everyone's after his research results and bares intense hatred towards Leon and Claire. It seems she was so absorbed in her work she didn't show much love for her daughter Sherry.

A female college student and motorcycle enthusiast who came to Raccoon City in order to see her older brother, S.T.A.R.S. officer Chris, who she had heard nothing from. As can be seen from the large survival knife strapped to her shoulder, she has been greatly influenced by Chris' rise in the Air Force, so is equipped with the knowledge to easily use bow guns and heavy weapons. Her strength of will's also from her brother.

The only daughter of Umbrella researchers William and Annette who are deeply involved in the incident. Sensing the situation, her mother ordered her to escape to the police station and hide. Although she's very shy and initially runs away in the station, she gradually opens up to Claire, who acts as a replacement guardian. As she was in possession of a secret, she was targeted by monsters.

A man of Japanese descent who runs Kendo Gun Shop in the shopping street adjacent to the police station. Even in private he seems to be close to gun-maniac S.T.A.R.S. officer Barry, a good customer. Monsters of BIOHAZARD 2 (p.148-149)
Unlike the B.O.W.'s seen in the Mansion Incident which were injected with a virus and genetically manipulated for the purpose of military use, mysterious creatures appeared in Raccoon City after the local animals and plants (most humans) inhabiting the area, save for a small portion, were infected by the leaked T-Virus and transformed.
ZOMBIE
Poor victims who were afflicted with the T-Virus and ceased being human, like the Zombies in the Mansion Incident. Most are Raccoon City citizens, a large quantity of the virus leaked into the sewers in a certain accident, spread by small animals such as rodents, and it seems the number of carriers swelled as it probably got mixed with the water supply. The police force were urgently dispatched in the outbreak but couldn't deal with the numbers, so in the end, they were infected with the virus and swallowed up by the hordes.
ZOMBIE DOG
In comparison with the dogs called "Cerberus" raised as B.O.W.'s in the mansion, these creatures are originally the police dogs of the Raccoon Police Department. These dogs were infected by feeding on contaminated food, soon mutating into monsters. Like the Cerberus, these Zombie Dogs are based on the Doberman, so they look very similar. Since they're also well-trained police dogs, these Zombie Dogs also possess very high offensive capabilities.
GIANT SPIDER
These creatures are giant spiders that live in the sewer. Comparatively speaking, there are generally no differences between these mutated spiders and the B.O.W. called "Web Spinner". This is because when the T-Virus infects primitive arthropods, it shows great stability and adaptability to the subjects. Most of those that appear in the game are male.
*In "The 4th Survivor", several baby spiders spawn from dead spiders.
GIANT MOTH
A gypsy moth bred for experiments in the laboratory, it became gigantic under the influence of the T-Virus and chemicals. Its ability to fly degraded due to its remarkably small wing-to-body ratio, but its toxic scales remarkably strengthened in potency. In addition, although a larva called Baby Moth appears in large numbers, there has only been one confirmed case, with a low success rate of emergence among imagos.

It was originally a bred-at-home pet that burdened the owner as it grew up, believed to have been thrown away in an irrigation canal.
LARGE ROACH
Infected by the T-Virus, the roaches in the sewer grew to over 30cm. They breed in the sewer and feed on infected rats and mice. When facing larger prey like humans, they attack their arteries to kill them.

As well as the infected Crow subjects in the mansion, a large kind in Raccoon City was secondarily infected with the T-Virus after devouring remaining corpses. Crows are originally a family with the highest intelligence among birds, but their judgement was impaired under the virus' influence, promoting only ferocity towards approaching humans even at the risk of death.
TYRANT
Based on the out-of-control T-002 prototype, the ultimate B.O.W. was successfully mass-produced with repeated improvements. In addition to improving healing capacity, the issue of control, the biggest problem, was solved and it can now function for long periods according to given commands. Moreover, since it realized a form resembling a human, if further miniaturization progresses, it'll be considered for usage in being deployed as a B.O.W. that perfectly disguises itself as a human covertly.
SUPER TYRANT
The Tyrant in a state where it was physically damaged to the extent of causing a malfunction in its life support functions and its limiter was removed. It caused a dramatic external form and appearance change while strongly retaining the prototype's characteristics, indicating this combat form's been perfected to a higher level. However, it doesn't appear to be capable of returning to a human appearance anymore once this form change is induced.
LICKER
When infected with the T-Virus, most humans who become Zombies cannot deal with the increase in the amount of ingestion accompanying their activated metabolic functions, eventually depleting their energy and coming close to completely dying. However, there are also individuals that succeed in obtaining the necessary food until their entire body's cells are reformed from within. Then as a result of being eroded by the virus, this Licker is birthed by mutation. This mutant form no longer retains a human face, the skeleton itself has transformed, it uses four feet for walking, the brain's exposed, and besides these distinguishing features, its eyes are completely degenerated. Instead, its hearing ability developed abnormally and it attacks prey using its extended tongue with the aid of small sounds. As apparent similarities with test subject T-002 in the Mansion Incident were seen in its reproduced muscles and forelimb claws, it was believed to be a wild Tyrant when it was documented. It'll be valuable sample data for Umbrella, indicating the different phases of a biohazard.

Based on the data of the giant Plant 42 collected in the Mansion Incident, it was developed as a plant-based B.O.W. able to move on its own. The surface of its body can absorb more water as a means of supplying moisture without the use of roots, so as a result, it's very easily subjected to the influence of atmospheric elements. However, it has the ability to immediately adapt to harsh environments and it has also been confirmed that, when placed under the influence of the P-ε Gas used to exterminate B.O.W.'s, a mutant is produced which derives toxins into its body. Its form, which looks like a caricature of a human being, could be called an aberration foreshadowing the end of the proud human race.
Unlike the B.O.W.'s seen in the Mansion Incident which were injected with a virus and genetically manipulated for the purpose of military use, mysterious creatures appeared in Raccoon City after the local animals and plants (most humans) inhabiting the area, save for a small portion, were infected by the leaked T-Virus and transformed.
ZOMBIE
Poor victims who were afflicted with the T-Virus and ceased being human, like the Zombies in the Mansion Incident. Most are Raccoon City citizens, a large quantity of the virus leaked into the sewers in a certain accident, spread by small animals such as rodents, and it seems the number of carriers swelled as it probably got mixed with the water supply. The police force were urgently dispatched in the outbreak but couldn't deal with the numbers, so in the end, they were infected with the virus and swallowed up by the hordes.
ZOMBIE DOG
In comparison with the dogs called "Cerberus" raised as B.O.W.'s in the mansion, these creatures are originally the police dogs of the Raccoon Police Department. These dogs were infected by feeding on contaminated food, soon mutating into monsters. Like the Cerberus, these Zombie Dogs are based on the Doberman, so they look very similar. Since they're also well-trained police dogs, these Zombie Dogs also possess very high offensive capabilities.
GIANT SPIDER
These creatures are giant spiders that live in the sewer. Comparatively speaking, there are generally no differences between these mutated spiders and the B.O.W. called "Web Spinner". This is because when the T-Virus infects primitive arthropods, it shows great stability and adaptability to the subjects. Most of those that appear in the game are male.

GIANT MOTH
A gypsy moth bred for experiments in the laboratory, it became gigantic under the influence of the T-Virus and chemicals. Its ability to fly degraded due to its remarkably small wing-to-body ratio, but its toxic scales remarkably strengthened in potency. In addition, although a larva called Baby Moth appears in large numbers, there has only been one confirmed case, with a low success rate of emergence among imagos.

A virus the genius and madness-filled William Birkin, the father of the Clay Virus including the T-Virus, created as a tool for B.O.W. development and achieved further rapid progress. It boosts the characteristic of promoting cell evolution seen in the T-Virus and could be said to be able to turn infected subjects into a totally different immortal existence in an extremely short time. However, controlling a G-Organism as a weapon's nearly impossible at this stage and it merely desires to act by following an instinctive urge to implant other creatures with an embryo to propagate. A new species of life-form which can destroy and exterminate humans - that's what "G" is.
G ADULT

Although it maintains the original human form, the right shoulder to the arm has completely become another kind of organism, giving rise to a huge eyeball, also an omen of the further progression of transformation. G SECOND FORM
Erosion by G-Cells has progressed further and almost all of the upper body, save for the left arm, seems to have become "G." As the enlarged right arm transformed into something more suitable for combat, it can be observed that auxiliary arms are emerging, though underdeveloped. Additionally, the human head has already been immersed in the body's core as an unnecessary organ while another skull has started developing near the spine, so a completely new brain's assumed to have formed.
