Character
LEON S. KENNEDY (p.004)
An American agent prided by the United States. 36 years old. His personality is calm and dignified, and even in a difficult situations he does not stop talking, and sometimes undertakes bold actions backed with a strong sense of justice. Currently, he belongs to the organization DSO under the President's direct control, and he is a friend and comrade of the President. Once a police officer in Raccoon City, he was immediately embroiled in a large-scale biohazard incident, the "Raccoon Incident", and by some miracle he made it out alive from the hell filled with Zombies.

Later, he joined Adam Benford, then a high-ranking government official, and became an agent of the United States. He continued to work in secret with Benford, who was trying to make the truth of the "Raccoon Incident" public for the future of humanity, and he was attending a lecture in Tall Oaks as one of only few witnesses who know the truth, however he is once again forced to face a bioterror outbreak when the city is attacked, and must fight his way through hell. Since becoming a rookie police officer, he has had plenty of opportunity to be swayed by women, yet he never feels the same way, he may also talk jokingly during tough battles.

Having battled through a number of missions as an agent under the President's direct control, he's already reached the level of a veteran, but his brutish jokes are no different than in the past.

Hidden behind his cool attitude is a strong sense of justice and a tough heart that never gives up in any predicament, which hasn't changed since the time of the Raccoon Incident.

Cultivated in a long career fighting bioterror organizations, his abilities have become first-class. His handling of firearms is excellent and he can use most guns without difficulty.

HELENA HARPER (p.005)
An agent of the United States. She is a beautiful 24-year-old woman who belongs to the USSS (United States Secret Service). An activist with senses of justice and responsibility stronger than the average person, as well as a core strength that makes her conviction unbending. Although she's a top-class agent, she has a disadvantage of forgetting her duties and becoming somewhat emotional when it comes to her only sister, Deborah.

She was in charge of security for President Benford's visit to Tall Oaks, but she was involved in a large-scale bioterror incident that occurred at the time and acted to converge the situation with on-site DSO agent Leon. As for the bioterrorism, she blames herself saying "It's my fault" and carries herself as if she's holding onto some sort of clues. She advises Leon to go to Tall Oaks Church for the truth of the situation and help them solve the case.

Although she was in a position to protect the President, the organization in the field collapsed due to bioterrorism. She regrets that she caused the bioterrorism incident to begin.

Helena is usually a relaxed and calm individual, but her love for her family is very strong and she often becomes emotional when her beloved sister Deborah is involved, making her decisions uncompromising.

A top class agent for her age and brilliant in a gun fight, she utilizes her high physical abilities. She's able to kill all enemies with a single attack.

CHRIS REDFIELD (p.006)
A veteran warrior who has suppressed many bioterrorism incidents around the world. Bringing those skills, he currently serves as a captain in the anti-bioterrorism unit BSAA North America Branch. After losing his memory due to a mission in the past, he lives like a recluse drinking himself unconscious every day in Eastern Europe. However, after the bioterror attack that occurred in China, he was encouraged by his subordinate Piers and decided to return to his troops in order to regain his memory, returning to a dangerous battlefield once more.

A former S.T.A.R.S. officer who in the past escaped the verge of death having fought against many Zombies in a mansion on the outskirts of Raccoon City during the "Raccoon Incident." At that time, his sister Claire met and rescued a girl, Sherry. Chris has resolved many bioterror incidents, and even in the BSAA which has a vast selection of achievements, he's someone worthy of being called a hero.

A natural leader who inspires his subordinates by referring to them as "family." It seems many members are enthusiastic about him and find him reliable in public and private life.

He's a completely different person upon losing his memory after a certain incident. If you see his figure messing with a shopkeeper in a bar on the outskirts of town, you may be surprised to find him drinking liquor.

He occassionally shows a strong sense of responsibility and companionship, and during the course of his mission, he went out of control and was admonished by the smaller and younger Piers.

PIERS NIVANS (p.007)
A hope of expectations who joined the BSAA North America Branch with Chris. Due to his excellent dynamic vision and concentration, he is a natural sniper who's claimed to "absolutely never miss a target." His greatest weapons are his strong sense of responsibility and keen insight into his surroundings, not just on the battlefield, but in many other respects. Though he's a thoughtful and serious man, he usually has a bright personality and is kind enough to treat everyone impartially.

Therefore, he is well-trusted by the captain Chris and it's said that he'll eventually carry the BSAA on his back.
Witnessing the large-scale bioterror attack that occurred in China and instinctively needing Chris' strength, he finally finds Chris leading a secluded life in Eastern Europe after losing his memory. After scolding him and returning him to the unit as Captain, Piers rejoins the battle against Neo Umbrella with Chris.

Backed by his proud sniping skills, his confident personality is suitable for a future leader. He is a supporting player in the unit who assists Chris with precision.

As he respects his senior officer Chris, he's able to issue a scolding reprimand as he exposed disgraceful behavior. He has a straight personality.

All BSAA members including Chris recognize his bravery and superior combat skills. He perfectly manages dangerous operational actions alone.

JAKE MULLER (p.008)
A formidable young man who has fought numerous battles in an Eastern Europe conflict region, the Republic of Edonia, where a civil war rages. To escape a life of poverty where he couldn't even eat, he chose the dangerous path of a mercenary in the anti-government army. Having grown up losing his mother and never knowing his father's face, the only thing he can rely on is himself and nothing more.

U.S. agent Sherry appears in front of Jake, asking for his cooperation as a "savior of the world." Jake accepts her request in exchange for a significant reward and they begin to flee from a relentless foe. Then, he learns the existence of a conspiracy wriggling behind the bioterrorism in their fight, and that he is someone who bears "cursed blood."

Jake has a strong, deep attachment to money and upon learning that he harbors an antibody that can prevent bioterrorism, he asks Sherry for a great deal of money in exchange for his cooperation.

He's a troublemaker who repulses with his unnecessarily abusive language. As he doesn't defy or get into a fight with Sherry, it could be that they're a surprisingly good team.

He's knowledgable in martial arts and deals out brilliant co-op attacks with his kung fu-esque body. He has skills such as defeating several J'avo with a single fist.

SHERRY BIRKIN (p.009)
The only daughter of G-Virus developer Birkin and his wife, who triggered the Raccoon Incident. A kind-hearted, persevering and beautiful woman. At the time of the incident, Sherry escaped the city that became hell with the help of Leon and Claire at the risk of their own lives, but she was placed under surveillance by the U.S. due to the power of the "G" embryo that her father embedded in her body. She was forced into an inconvenient life of house arrest.

Several years later, Sherry received the freedom to become a U.S. agent and decided to throw herself into the fight against bioterrorism. After receiving intense training as an agent, she goes to the scene. Sherry has been commanded to infiltrate an Eastern European conflict region, the Republic of Edonia, in order to protect Jake Muller, a young man who appears to have "special blood", and she will see parallels between her own past and the lonely Jake's situation.

She has a devoted personality, perhaps due to struggling as daughter of the G-Virus developer. Even while escaping with Jake who has a blunt personality, she supports him at the risk of her life.

Since the "Raccoon Incident", traces of the virus remain in her body and the fact that she's no ordinary human still plagues her mind.

Even though she's just escaped her life of house arrest and been accepted as an agent, she's adept in handling weapons. Her handling of a stun baton is must-see.

ADA WONG (p.010)
An Asian beauty who appeared before Leon in 1998 during the "Raccoon Incident." All her personal data is wrapped in mystery and it's even unclear whether the name "Ada Wong" is real. In Raccoon City, she was aiming to obtain information and collect a sample of the "G-Virus" developed by Sherry's father, Dr. William Birkin, but she fell in love with Leon, a target of her manipulation, and vanished somewhere after being injured during that time.

Afterwards, she reunited with Leon in Europe amidst a fight against bioterrorism caused by the Los Iluminados. Leaving him with much advice, she disappeared once again.
Then in 2013, in a mysterious catacomb, Leon and Ada meet once more. The keywords "Neo Umbrella" come and go around her. What is this elusive female ghost's true purpose...?

A female spy specializing in covert action, and a master of crossbows. She's ever-elusive and appears in many phases of this bioterror incident.

She doesn't speak much and nobody can read her mind. Her cool demeanor is never shaken even when reunited with Leon, who she once loved.

She even has a relationship with high-ranking U.S. official Simmons, but pays him no heed. Simmons seems to have met her...

DEREK C. SIMMONS (p.011)
A presidential advisor to the U.S. President. He has outstanding statesmanship and practical business acumen, recognized by both himself and others, and now he's the President's right hand. In the incident that occurred in Tall Oaks, he escaped the threat of the bioterrorism because he was doing something else. At the offices of FOS, he takes command in resolving the incident, sending instructions to agents in various locations. Later, he accuses Leon of leading the bioterrorism and assassination.

PRESIDENT ADAM BENFORD
Current President of the United States. During his days serving as a high-ranking government official, he selected Leon, survivor of the largest bioterrorism in history, the "Raccoon Incident", as a U.S. agent. Seeing the threat of frequent bioterrorism and anxious about the future of the United States and humanity, he newly formed the agent organization "DSO" directly under presidential control. Alongside Leon, they built a relationship based on mutual trust exceeding each other's positions. He was scheduled to give a lecture on the truth of the Raccoon Incident in Tall Oaks along with Leon as a living witness, but a significant bioterror attack suddenly occurred at the venue that day. Benford was also infected with a virus.

INGRID HUNNIGAN
An operator belonging to the U.S. FOS. A clear, calm and composed 33-year-old with dark skin, beautiful features and high-level information processing and hacking abilities. Since the case of the abduction of the President's daughter that occurred nine years ago, she has excelled in charge of supporting Leon S. Kennedy for a long time, and as he takes on a mission, she continues to send instructions to Leon from their homeland through communication terminals. She's a talented woman who can provide accurate and calm support without being shaken under any circumstances, and she has earned a great deal of confidence from Leon. She's a behind-the-scenes contributor who continues to constantly support Leon as he handles many dangerous orders, starting with bioterrorism.

Enemy (p.272-338)
J'avo
A generic term for humans who've been transformed due to C-Virus injection. Intelligence remains and organizational behavior is possible. However there's a flaw in that they only follow commands issued before injection. Due to an effect of the virus, body temperature is very high and if the body is seriously injured, the activated virus produces enough heat to ignite.

Chrysalid
It has been confirmed that when damage to a J'avo occurs, the entire body burns up and then mutates into a hard crust covered with a soft skin. Abrupt mutations have been progressing within Langshiang and it's been reported that a completely new mutated species is born if left as it is.

Glava-Sluz
A creature with a mutated head whose name is derived from Eastern Europe and means head of mucus. The fluid that constantly drips from the huge mouth is extremely sticky and it seems to have a habit of spitting it on humans and trapping them from escaping.

Glava-Smech
One of the variants of the J'avo with a head resembling a huge insect jaw. Glava-Smech means grinding, and as the name suggests, it has been confirmed that the foe holds the power to crush its prey. Unfortunately if you get caught in its jaws, you will suffer a severe and painful death.

Glava-Begunats
One of the mutation forms of the J'avo, Begunats means runaway. It has a head that seems as if three insects have been combined, and is so violent that it neglects itself in pursuit of the enemy, once it finds its prey it continues to attack until death.

Glava-Dim
A variant with a giant bee attached at the head known by the name of Dim, meaning smoke. They don't aggressively attack by themselves, but rather have been found spreading a smoke that blocks sight of surroundings to aid other creatures in combat.

Ruka-Srp
A J'avo mutation that gives it a sickle-like arm. In an Eastern European language, Ruka means arm and Srp means sickle. By swinging its arms wildly, it tries to cut and tear at foes. In addition, this haunting figure has also been witnessed using its rigid arm as a shield.

Ruka-Khvatanje
A variant of the J'avo with a whip-like tentacle it uses to capture targets and attack. The name Khavtanje means capture. The tentacle is its biggest weapon but the tip is fragile. There are many reports of defeating one by attacking this spot.

Ruka-Bedem
A variant of the J'avo named Bedem, meaning wall. The arm has been transformed into a huge shield similar to that of the upper arm and its hardness repels bullets. In addition to being used as a striking weapon, it also excels in battle while using it as a shield and has also been reported to attack by using the tip to impale enemies.

Noga-Trchanje
A variant of the J'avo identified by the name of Noga, meaning legs, and Trchanje, meaning running. It moves with a spider-like body along ceilings or in narrow vents. Their quick movements and flash from their gun muzzle earns them the name of runners.

Noga-Let
A strangely shaped variant of a human torso hanging upside down from a cocoon. The word Let means flying. Specializing in shooting from air assaults, the momentum created by the huge wings can even hold carrying a person.

Noga-Skakanje
A variant of the J'avo that has a leg with an inverted joint for jumping power. Skakanje means jumping, and as the name suggests, it specializes in aerial attacks using high jumping. There are also reports that the mutated lower body is fragile due to the reaction that strengthens its leaping capacity.

Noga-Oklop
A J'avo with strong legs and stiff armor caused by mutation. Oklop stands for armor, and as the name implies, the hard outer shell can repel bullets, a number of witnesses that have challenged them in combat have stated they can jump higher than normal.

Telo-Eksplozija
A variant of the J'avo that has a larval-like insect inside. When the mutated torso is attacked, it engulfs the surroundings and self-destructs. It's named Ekspolzija meaning explosion because of this characteristic, earning it the name of a bio-bomb.

Telo-Krjusht
The meaning behind the origin of the name Krljust is because it is strong enough to repel bullets. It's the same as an ordinary J'avo except for the armor, but it's a troublesome variant in that it's hard to deal a decisive blow because attack points are limited.

Telo-Magla
A mutant with a poisonous fog named Magla. It grows moth-like wings and scattered scales from the chest and returns to the appearance of the original J'avo in moments. The reason it follows this special process is still wrapped in mystery.

Strelats
A Complete Mutation Species with a large lizard-like appearance. The name is of Eastern European origin, meaning an archer, which captures the target of attack with its quick movement and fires needles generated inside its body. The needle, which is fired like a shotgun, usually kills prey.

Mesets
This enemy is given a name associated with moonlight due to its jet black body, reminiscent of a bizarre crow. It has high intelligence along with a strange appearance and has been noted to be able to fly freely with its huge wings and attack by dropping explosive barrels from above.

Napad
A J'avo with a strong body covered with a hard shell after the end of mutation. The name means assault in an Eastern European language and it rages with monstrous power. It has been reported that the whole body constantly blows steam to keep the temperature constant.

Gnezdo
A creature that bears a name meaning hive, small bees are densely packed to cover up a queen and form a human figure. The queen and surrounding bees share sensory nerves, allowing them to act in a controlled manner. On the other hand, when the queen disappears, the surrounding bees also vanish.

Lepotica
The gas squirting from the holes in its body has a horrific quality that transforms individuals who inhale it into Zombies, and it has been reported to have been used in the bioterrorism activities that have occurred in America and China. The term "Lepotica" refers to a beautiful woman in an Eastern European language, but in contrast to its name, it has a haunting appearance.

Iluzija
A huge snake-type B.O.W. As the name "illusion" suggests, the color of its skin changes to blend in with the surrounding landscape and attack prey from blind spots. It's not possible to shoot it when it's camouflaged, and it's said that the shell hardens significantly during this time.

Ubistvo
A creature with a living chainsaw attached to the right arm. As the name "killing" suggests, its nature is extremely ferocious, and Zombies and human beings in sight are indiscriminately taken out.

Rasklapanje
A bizarrely shaped creature with a name meaning dismantled, due to its ability to divide body parts. Each divided body part acts independently, searching for prey to attack. The core is attached to the abdominal cavity and appears when it senses danger from predation or fire.

Enemy Attack Chopper - S
A military helicopter operated by Neo Umbrella members. It's designed on the premise of transporting supplies and J'avo. A large amount of them have been confirmed in China during the biological outbreak.

Enemy Attack Chopper - L
A ground support combat helicopter deployed in battle by Neo Umbrella. Attacks with missiles on the ground are unmatched in strength, and due to the bioterrorism attack, China has received multiple aircraft attacks and large-scale destruction activities have been confirmed locally.

Ustanak
A creature created by Carla during an experiment with a Neo Umbrella scientist she aimed to make the perfect "B.O.W.", as a creature in his own body. The best chance to attack is while it's changing the attachment on its right arm into various weapons according to the situation, due to its intelligence being higher than a normal B.O.W. The name stems from rebellion in Eastern Europe, and it was released with the sole purpose of capturing Jake, an obstacle to bioterrorism.

Haos
Neo Umbrella's final weapon with a name meaning chaos, it has a transparent skull and human-like skeleton. The details of its birth process are unclear, but it can generate the concentrated gas that turns humans into Zombies and also has the ability to divide its limbs. It could be called the pinnacle of modern science, created just to turn the whole world into hell on earth.

Carla Spore S
Much smaller than the Carla Spore-L, which is so enlarged it covers the inside of an aircraft carrier due to administration of the C-Virus, this one's a humanoid creature with a resemblance to a human figure. Until the end, the appearance of the woman she was cloned from can be seen, the figure has taken the shape of a woman resembling Ada Wong.

Carla Spore L
A large amount of C was administered. It has undergone astonishing mutation and bloating to cover the inner part of an aircraft carrier with walls of flesh, and the former human appearance can no longer be seen. From anywhere in the body, it can infinitely re-create clones called Carla Spore S.

Zombie
People infected with the C-Virus that attack people as the living dead. The symptoms closely resemble the t-Virus that existed before, but after evolution they can be seen showing new behavior patterns, such as running just like a living person or using guns and blunt weapons.

Bloodshot
Among the Zombies that appeared as a result of this bioterror attack by Neo Umbrella, fatal wounds to the head triggered a considerable number of individuals to undergo further mutations. These mutations include quick movement and higher physical abilities to tear away flesh from their prey, these are called Bloodshots because the whole of their body muscle tissue can be seen.

Shrieker
The Shrieker is a type of Zombie with a special ability to inflate its throat, create a loud pitched scream, and attract Zombies. In addition, this sound directly stimulates the hearing and nerves of surrounding Zombies, and also has the effect of stunning humans.

Whopper & Whopper Supreme
A giant zombie that roams to intimidate and crush the living. It didn't have a large swelling figure prior to infection and its sturdy body covered with thick fat produces enough strength to break through concrete walls. A particularly large individual distinguished from the normal Whopper is called the Whopper Supreme.

Zombie Dog C
Dogs that are infected with the C-Virus and continue on like living corpses. It has become ferocious due to the effects of the virus and when it locates prey it strikes with tremendous momentum. It's a difficult task for the targeted prey to escape the chase.

Brzak
A shark-like B.O.W. In an Eastern European language, it means rapids, and with a huge mouth, it eats anything that moves including people, Zombies, etc. The function of its eyes and ears has degraded, but instead it seems to detect movement to locate prey.

Ogroman
In the civil war in the Republic of Edonia lurked this giant B.O.W. It has low intelligence, able to understand only simple commands and can carry them out, but it's a powerful foe with overwhelming strength that can completely obliterate a target, so it exerts tremendous power when under control. The name is an Eastern European term meaning giant.

Deborah
Sister of USSS (United States Secret Service) agent Helena Harper, having been given a virus and turned into a creature. Her form leaves strong impressions from pre-infection, but her physical abilities transcend humans far enough that she can attack any targets with a huge tentacle that has grown from the back.

Simmons
Derek C. Simmons mutated due to the effect of an enhanced strain of the C-Virus. It has been reported that he can mutate freely into multiple forms while retaining his sense of self, and his own skin and internal organs harden and transform into powerful weapons. In addition, he has acquired a self-regenerating system that compensates for physical losses by capturing surrounding Zombies, and it's predicted that in a field of bioterrorism where a large number of Zombies have been generated, he'll be able to exhibit a resilience that could be referred to as infinite.

Background of BIOHAZARD 6 (p.456-463)
Bio Terrorism
THE FEAR OF BIOWEAPONS LEADING THE WORLD TO RUIN
ECLIPTIC EXPRESS INCIDENT / MANSION INCIDENT
July 1998

An incident with the Umbrella Corporation as the culprit which was the inception of all bioterrorism. At that time, a large-scale virus leak was artificially caused in the Arklay Mountains outside Raccoon City where a secret laboratory of Umbrella Corp. was located. Due to the onslaught of released bioweapons and mutant organisms, all passengers and crew members aboard the Ecliptic Express were killed while traveling through the Arklay Mountains. In addition the laboratory was also disguised as a mansion owned by the Spencer family, one of Umbrella Corp.'s founders, and was destroyed by out-of-control bioweapons being developed. Around the same time, officers of the special mission unit S.T.A.R.S. belonging to the Raccoon City Police were dispatched into the Arklay Mountain range to investigate consecutive bizarre murders that occurred, but they were also embroiled in the disaster and several died. However, the survivors of S.T.A.R.S. had brought the two incidents mentioned above under control and made the first accusations against Umbrella Corp.

RACCOON CITY'S DESTRUCTION
September 1998

Although it was believed that Umbrella Corp. would be charged with dangerous virus development by the returning S.T.A.R.S. officers, their investigation only progressed slowly through the maneuvering of the Raccoon City mayor, Raccoon City police chief etc who were in collusion with Umbrella Corp. at the time. Then in the midst of that, an internal dispute over a new in-development virus caused a virus to leak throughout all of Raccoon City. Umbrella Corp.'s biohazard countermeasure team and survivors of S.T.A.R.S. attempted to control the situation, but were unable to prevent the spread of the virus. As a last resort, the United States Government decided to launch a tactical weapon into Raccoon City. This inhumane strategy, called the Sterilization Strategy, was implemented and Raccoon City vanished from the land. After this incident, the government issued a business suspension order against Umbrella Corp., but Umbrella rebelled against it and it developed into a large-scale legal struggle.

ROCKFORT ISLAND INCIDENT
December 1998

The incident that occurred on Rockfort Island owned by the Ashford family, one of Umbrella Corp.'s founders, is one case that did not become public. It is believed to have been a virus leak act of terror caused by agents of a rival organization to deliver a fatal blow to Umbrella Corp., which had been losing power since the incident in Raccoon City. This destroyed the facilities on Rockfort Island, but the director Alfred Ashford fled to the Umbrella Corp.'s Antarctic base. Then bioweapons also rampaged. The incident was finally brought under control through the activities of a former S.T.A.R.S. officer, but a new virus strain, which had been completed at this time in the Antarctic, later triggered another incident.

JAVIER INCIDENT
2002

A virus leak incident in South America. Originally, Umbrella Corp. continued research with the aim of recombining human genes with the power of viruses to impart superhuman abilities. This incident began when drug lord Javier Hidalgo acquired viruses through a back channel to use them to save his wife and child who contracted a local incurable disease. The first virus he obtained merely turned his wife Hilda into a bizarrely-shaped monster. After that, the virus he acquired through another route succeeded in treating the local disease in his daughter Manuela, but he robbed organs from several dozen girls to suppress the virus from going out of control. The above-mentioned facts were revealed because an agent of a U.S. secret military agency visited the site searching for a former Umbrella Corp. researcher, who had provided the first virus to Javier, and a virus leak was caused over a wide area around the hiding place of Javier's illegal organ trading organization, the "Sacred Snakes." Javier eventually died. His organization was eradicated as well, and the situation was brought under control.

CAUCASUS LABORATORY INCIDENT
February 2003

While the Umbrella Corp. trial was drawn out, the Caucasus Laboratory secretly operating in Russia was developing bioweapons to advance Umbrella's revival. It was the Private Anti-Biohazard Service, established at the time, who obtained the information. The organization also included former S.T.A.R.S. officers who survived the Raccoon City incident, and their unit led the operation on the Caucasus Laboratory. The Umbrella Corp. database, previously held in Raccoon City, had been relocated to the Caucasus Laboratory and capturing the data was one of the mission objectives, but the database was stolen by a third force in conflict with Umbrella Corp. But later, Umbrella Corp. lost their case due to part of the database being leaked.

LOS ILUMINADOS CULT INCIDENT
2004

An incident that occurred in Europe. It began with the abduction of Ashley Graham, the U.S. President's daughter. The kidnappers were the Los Iluminados cult which operated mainly around a ghost town in Europe, but this cult used the "Plaga" parasite, which had propagated in the village since the Middle Ages, to manipulate the villagers. There, it became a three-way battle between the agent sent to rescue the President's daughter and a third force conspiring to utilize the Plaga as a bioweapon. The agent successfully rescued the daughter and destroyed the cult, but Plaga samples ended up in the third force's hands, and afterwards left behind a grudge.

QUEEN ZENOBIA INCIDENT
2005

An incident involving a new marine virus strain which occurred on the Queen Zenobia, a luxury cruise ship that was supposed to have been scrapped two years prior. Contact was lost with members of the BSAA, a private anti-bioterrorism organization established by the Pharmaceutical Industry Association, and a conspiracy was unravelled on the cruise liner that had become this ghost ship. It later became clear, but this incident was caused by the bioterror incident that happened in 2004, the Terragrigia Panic. This was due to the crime of the terrorist organization "Veltro", and the Mediterranean Sea's artificial marine city of Terragrigia was wiped out. Behind both cases, the U.S. anti-bioterror organization, the FBC, was involved as deeply as Veltro, but the FBC was dissolved with the resolution to the Queen Zenobia Incident. At the time, the BSAA, a private sector organization, was later upgraded into an organization under the jurisdiction of the United Nations.

OSWELL E. SPENCER MURDER CASE
August 2006

Although it wasn't bioterrorism, the case of Oswell E. Spencer's murder has become a major milestone in a series of Umbrella Corp.-related incidents. Lord Spencer, one of Umbrella's founders, had been out of sight before and after the company's losses, but a BSAA team, at this point under UN jurisdiction, ascertained his location and were dispatched to secure his position. However, Spencer had been killed just before the team arrived and the objective failed. The murderer was Albert Wesker, a former Umbrella researcher and simultaneously someone who gained superhuman abilities as a subject of human experimentation. Wesker was believed to have plunged to the bottom of a gorge and died along with a certain BSAA member, but his survival was confirmed in the subsequent Kijuju Autonomous Zone Incident.

KIJUJU AUTONOMOUS ZONE INCIDENT
March 2009

An incident that occurred in the Kijuju Autonomous Zone, Africa. At the Africa Laboratory once owned by Umbrella Corp., Excella Gionne, director of the TRICELL Inc. Africa Branch, developed a new type of biological weapon in tandem with the missing Albert Wesker. They conspired to disperse the Uroboros Virus, which mercilessly transforms non-adapters into rampaging monsters, all over the world in order to create a new world only for chosen individuals. The end and aim was prevented by BSAA members on the case, just before it was carried out.
---and then in 2013...

Organization
(UMBRELLA CORPORATION)

A pharmaceutical company founded by three individuals, Oswell E. Spencer, Edward Ashford and James Marcus. The opportunity of its foundation was the plant "Stairway to the Sun", written down in the "Natural History Conspectus" (ref. later description of TRICELL Inc.). Learning of this plant's existence, Spencer advanced an investigation and research with Ashford and Marcus, discovering the Progenitor Virus. Scheming military use of this virus, the pharmaceutical company Umbrella was established as camouflage. With its business performance as an ostensible pharma-company rising, Umbrella also matured into a giant international corporation, but in 1998 management began to decline under the influence of the Ecliptic Express Incident, when a struggle for power between the founders became the inception of a subsequent series of incidents. After a legal struggle lasting many years, they lost and the case was settled by evidence leaked out after the Caucasus Laboratory Incident. This led to its bankruptcy.

In addition, although it was the source of many biohazards, it had a special team within the company in the event of disasters. It was a unit called the Umbrella Biohazard Countermeasure Service, abbreviated U.B.C.S. The unit consisted of mercenaries hired by Umbrella in exchange for reduced criminal sentences, such as war criminals and former military personnel who committed serious crimes, and in the case of the Raccoon City incident they were sent to rescue citizens. However, the true purpose of Umbrella's deployment was to collect B.O.W. combat data samples. Some members tried returning alive, but in addition to B.O.W.'s, there were also other special forces dispatched to destroy evidence, and most of them lost their lives. There seems to be only a few survivors but the details are unknown, hidden behind secrets.

(TRICELL INC.)
A conglomerate with three main departments in shipping, resource development and pharmaceuticals. Travis Trading Enterprises was the company's origin, and in the middle of the 19th century, the youngest of the Travis family, Henry Travis, wrote down a travelogue of his exploration of Africa, the "Natural History Conspectus", and based on those records, they began exploiting resources in Africa and grew significantly. Furthermore, in the mid-20th century they utilized the resources to advance pharmaceutical development, and the Pharmaceutical Department was established at this stage and became a major department of TRICELL Inc. Continuing to expand, TRICELL Inc. later becoming a primary sponsor of the BSAA described below, but acted to apply pressure on them in order to conceal facts that were inconvenient for the company.

(S.T.A.R.S.)
A special mission unit of the Raccoon City Police which was active at the forefront of a series of biological disasters triggered by the Ecliptic Express. It is an abbreviation of Special Tactics and Rescue Service. It consisted of Alpha Team and Bravo Team with 12 members in total, but as a result of the incident all but 5 were killed (Brad Vickers among the survivors died in Raccoon City's subsequent destruction). The survivors continued to actively struggle against bioterrorism and some became major members of the BSAA established later.

(PRIVATE ANTI-BIOHAZARD SERVICE)
A private biohazard countermeasure unit established after the large-scale Raccoon City disaster due to the investment of pharmaceutical companies other than Umbrella Corp. Although not a public organization, tactic specialists were gathered in order to bring situations under control in the case of emergencies before the damage spread. Due to the companies that invested, it could probably be expected that they would secretly obtain Umbrella Corp.'s research results.

(BSAA)
Abbreviation of Bioterrorism Security Assessment Alliance, an organization formed to combat the frequent occurrences of bioterrorism. If bioterrorism occurs anywhere in the world, they are issued cross-border investigation and arrest rights, as well as allowed the use of armed force. Combat against dreaded biological weapons is also envisioned, so their equipment has battle power by no means inferior to that of a nation's army. At the time of its establishment, it was a private sector organization funded by the Pharmaceutical Industry Association and it was only possible for them to engage in some incidents in an observer-like capacity, but due to incidents occurring frequently, a quick-response task force was requested and it became under the jurisdiction of the United Nations. However, since its operations are still only maintained through investment from the Pharmaceutical Industry Association, there are also many issues such as the inclinations of specific companies being reflected in its activities. The early founding members are known as the Original Eleven and include Chris Redfield and Jill Valentine, survivors of the aforementioned S.T.A.R.S.

(DSO / FOS)
The DSO (abbreviation of Division of Security Operations) is a crisis management organization under the direct control of the U.S. President. In response to the frequent occurrences of bioterrorism, a team with readiness and flexibility was sought and established by then President Adam Benford. The activities of agents belonging to the DSO consists of the President's intentions and are regarded as absolute justice. In addition, having made many accomplishments within two years of its formation it was referred to as "The President's Sword." FOS, an abbreviation of Field Operations Support, was an organization established around the same time as the DSO. Its main function was to support the coordination of the various organizations in the United States operating in different systems, and the fact that the DSO is able to operate smoothly under the President's direct control is also due to the work of FOS.

Bio Organic Weapon
THE HISTORY OF B.O.W. DEVELOPMENT

(INITIAL B.O.W. DEVELOPMENT PROGENITOR VIRUS ~ t-VIRUS)
The history of B.O.W. (Bio Organic Weapon) development began in the 1960s when the aristocrat Oswell E. Spencer had his eyes set on the characteristics of a documented plant known as the "Stairway to the Sun." He initiated a search for the plant along with the aristocrat Edward Ashford and acclaimed virologist James Marcus and discovered something stunning. From Marcus' research, a new virus strain with the ability to mutate genes, named the Progenitor Virus, was extracted from the Stairway to the Sun (later named the "Progenitor flower"). Spencer thought of using this virus to create powerful new organisms based on existing creatures, which could be utilized as biological weapons. But in order to attain standards as a weapon, such as realizing stable control and high intelligence, a long period of time was necessary.

Afterwards, by combining the Progenitor Virus with leech DNA, Marcus strengthened its characteristics and created the t-Virus. Organisms infected with the t-Virus appeared with effects such as an increase in size, significant enhancement of muscle strength and increases in vitality and regeneration, and he planned to thereby produce strong bioweapons. Later, Marcus tried to enhance his position within the company using the results of his research as a shield, but it resulted in him being killed through Spencer's stratagem, and t-Virus research was handed over to William Birkin. He created numerous successes in B.O.W. development and with completion of the humanoid B.O.W. "Tyrant", development of the t-Virus finally caught a break.

(NEMESIS PROJECT & G-VIRUS)
In the early stages of development, it was pointed out that the Tyrant could reject external control and rampage. In order to resolve this, a new project was considered, the Nemesis Project, to use a parasite as a second brain for control. The humanoid B.O.W. "Nemesis-T Type", capable of operating under complete control, was developed with the parasite "NE-α;" which was created by this research.

However, this Nemesis Project produced an unexpected by-product. At the Arklay Laboratory, there was a girl named Lisa Trevor who was subjected to repeated virus doses and exhibited immortality. When the prototype of the NE-α parasite was transplanted into this girl, the parasite vanished in her body. Subsequent testing once again led to the discovery of a new virus. The G-Virus, developed from this virus, has the power to evolve infected individuals into a G-Creature, totally different from its original visage, and furthermore the horrible creatures are capable of reproducing. The discoverer was Dr. Birkin, mentioned above. However, as a result of indulging his personal desire to sell the research results to the government, he caused a biohazard throughout Raccoon City that occurred as a result of a battle with Umbrella Corp., which was attempting to clean up.

(A VIRUS OF ANOTHER LINEAGE, t-Veronica)
Among the viruses developed by Umbrella, t-Veronica belongs to a slightly different lineage. The virus was developed by Alexia, granddaughter of Edward Ashford, one of the founders. Therefore, t-Veronica is also referred to by the alias t-Alexia. t-Veronica was created by combining the Progenitor Virus with queen ant and plant DNA and is characterized by being able to prevent abnormal mutations and going out of control through symbiosis with a host for a long period of time, as well as create B.O.W.'s with preserved intelligence. This was a completely different approach from t-Virus series B.O.W.'s which aimed at control due to a parasite, and it also retained the host's sense of self. However it is not easy, and although currently only two successful cases have been reported, it seems that t-Veronica's characteristic of retaining intelligence was difficult to discard, and there is a possibility that t-Veronica has been applied to the later developed C-Virus.

(AFTER UMBRELLA, t-ABYSS & OTHERS)
When it was rumored that the end of Umbrella Corp. was near, the leak of technology outside the company secretly progressed. Also a result of this leaked technology was t-Abyss used in the 2005 Queen Zenobia Incident, a combination of the t-Virus and the fish pathogenic virus "The Abyss", which was discovered in a trench exploration by the Montpellier Marine University Laboratory. At the time of the incident, several types of organisms mutated by t-Abyss infection (including humans) were identified, but the case was resolved by the BSAA and no examples of military use have been reported since then. Due to the risk of spreading the infection in seawater, not possessed by conventional viruses, it is fortuitous that this virus has been prevented from spreading to the global black market.

Since the bankruptcy of Umbrella Corp. in 2004, B.O.W. development was mainly led by TRICELL Inc. However, most was only based on the t-Virus, G-Virus and t-Veronica, which are Umbrella's legacy, or based on the Plaga, a parasite discovered in the Los Iluminados cult incident. However, TRICELL Inc. had advanced development capabilities and the B.O.W. Uroboros, deployed during the Kijuju Autonomous Zone Incident, had the combat strength to destroy a BSAA unit. One of the characteristics of B.O.W. development during this period was the use of anti-viral antibodies harbored in some humans to reduce the risk of the loss of control issue that has previously been problematic.

Of no exception were B.O.W.'s, including the "J'avo", developed by a certain researcher and utilized in a series of bioterror attacks that occurred in 2013, and C-Virus antibodies were required for its final completion. Among the bioterror of 2013 in Eastern Europe was to secure C-Virus carrier Jake Muller, who was affiliated with Edonian anti-government troops at the time.

Story of Leon S. Kennedy (p.460-461)
FACING A NIGHTMARE 〜Rookie Cop Era〜

The end of September 1998, after 8pm. 21-year-old rookie Leon S. Kennedy was speeding on the highway to Raccoon City with great impatience. He was assigned to the Raccoon Police Department and today was supposed to be his first day on the job, but he overslept due to heavy drinking on the previous day and arrived at this time. Since he worked in Raccoon City, far away from his old place of residence, he had no choice but to break up with his girlfriend and drowned his sorrows in alcohol because of it. However, that reprimandable blunder saved his life and brought him into a nightmare. Once a peaceful town, Leon was welcomed by a city that looked like a battlefield, Raccoon City, a leaked virus had turned many citizens into Zombies and the survivors picked up weapons and resisted by shooting. Leon found a figure being attacked by a Zombie and rescued them with his sense of justice and sense of duty as a police officer. That was when he met Claire Redfield, a female college student who was looking for her lost brother.

Leon and Claire relied on communications equipment to work together and wandered the dying Raccoon City. In the midst, Leon met Ada Wong who'd come looking for her boyfriend while Claire got a partner of her own in the girl Sherry, who was separated from her parents, and Leon and Claire continued to investigate, discovering before long that the cause of this biohazard was the G-Virus developed by Sherry's father, William Birkin. In addition, after they began working together to escape, it was revealed that Ada was a spy sent by an opposing organization of Umbrella in order to steal that G-Virus. Nevertheless, Leon tried to help Ada and survive together. That was an expression of his earnestness. As a result, Ada risked her own life to save Leon. That may have been Ada's answer to Leon's sincerity.

After dawn, Leon, Claire and Sherry safely escaped. Having been deeply involved in the incident, Leon and Sherry were later taken into protective custody by the US Government and embroiled in a new fate.

REUNITING WITH PHANTOMS 〜Secret Military Agent Era〜
In the protective custody of the US Government, the fact that Leon survived the scourge of Raccoon City was highly valued and he was assigned to a secret military agency under the President's direct control. It's easy to imagine that Ada dying in front of him drove him to begin fighting against Umbrella. Claire fought Umbrella in a different fashion from Leon and worked together with her brother, who had begun fighting Umbrella in the Mansion Incident, and the former rookie cop matured as a powerful agent. In 2002, when he was 25-years-old, Leon resolved Operation Javier in South America and gained the President's trust, eventually being dispatched to Europe to resolve a very serious incident. That was the 2004 abduction of the President's daughter, Ashley Graham.

Umbrella's bankruptcy was already settled at this point in time, but another kind of B.O.W. was connected to the kidnapping. The organization that abducted her, the Los Iluminados cult, used the indigenous Plaga parasite to manipulate followers. Then a female spy was sent to acquire a sample of this Plaga--- Ada Wong, who Leon dramatically reunited with. Confronting each other as professionals, Agent Leon and Ada the Spy continued to fight against the Los Iluminados cult with a relationship that was neither friend or foe. After coming out the other end of a desperate battle, Ada took the Plaga sample, but in return, left Leon a key to a jet ski for escaping. Having succeeded in recovering the President's daughter and escaping the cult's hiding place, Leon said goodbye to the visions of his memorable thoughts of the past.

NEW BATTLE 〜DSO Era〜
Agent Leon continued great services after the Los Iluminados affair, and during the 2005 Harvardville Airport terrorist attack, he reunited with Claire, a member of the NGO TerraSave, and together they were embroiled with the G-Virus. They stopped WilPharma's plot. It may have been inevitable that he was appointed as a member of the DSO, established in 2011. Two years later, 2013 in Tall Oaks, Leon faced bioterror again. Then, a vision of his altered path-- Ada Wong, appeared thrice before Leon. Although she looks the same as before, whether she's an enemy or ally is unknown.

Claire Redfield
The younger sister of former S.T.A.R.S. member Chris Redfield. At the time of the Raccoon City incident, although she was a 19-year-old female college student, she commendably survived from the city of the dead, perhaps due to the teachings of her brother who belonged to a special forces unit. Even after that, she looked for her older brother who'd disappeared with his anti-Umbrella activities, and it's notable that she was far from amateurish, such as infiltrating a European laboratory of Umbrella on her own. She later became a member of the NGO environmental group TerraSave, choosing a path of helping those weeping under the shadow of the tyranny of large corporations, not limited to Umbrella. One such success of hers was seen in the Harvardville incident.

Sherry Birkin
A girl saved from Raccoon City by Leon and Claire just before its collapse. In truth she is the daughter of the virus developer William Birkin and her body was implanted with a G-Virus embryo. She avoided pathogenesis with a vaccine developed by her mother Annette Birkin, William's coworker, but the G-Virus wasn't entirely eliminated from her body, it was merely in a dormant state by virtue of the G-Antibody. Under those influences, Sherry appears to look around 20-years-old as of 2013 when she should be 26, and she has an abnormally high healing capability. Due to her acquired abilities, she was placed under U.S. Government observation immediately after escaping Raccoon City and was virtually under house arrest. However, she has now regained her freedom, subject to becoming an agent who works for the government like Leon.

Ada Wong
Ada Wong is a mysterious woman with a close relationship with Leon. Her age and history are unknown. She is known to be a hired female spy, but her employer is unknown. It seems that she was in love with an Umbrella researcher at the time of the Mansion Incident, and when she met Leon, searching for that lover was her reason to enter Raccoon City, but if there were actually romantic feelings, they were needed to gather information. It's unknown if it was a feint. All that's certain is that she was deeply impressed by Leon's actions to help the vulnerable and, at times, even assisted Leon by deferring her assigned duties. There is nonetheless no doubt that she is a brilliant spy, and within the timeframe confirmed by 2013, she has accomplished nearly all missions with more than sufficient results. What her relationship with Leon holds in the future will be interesting.

Story of Chris Redfield (p.462-463)
ENCOUNTER 〜S.T.A.R.S. Era〜
Former U.S. Air Force pilot Chris Redfield left the military in a clash with his superiors and was subsequently scouted to the special mission unit S.T.A.R.S. of the Raccoon Police Department. It was the beginning of a long destiny between him and a nemesis. Chris had become an excellent point man in S.T.A.R.S. Alpha Team and entered the Arklay Mountains on the outskirts of Raccoon City in order to search for Bravo Team, with whom contact had been lost in the investigation into serial murder cases. However there was a dangerous alien world under the influence of the t-Virus leaked from a hidden laboratory. Military dogs turned violent by a virus--- four members arrived at a mansion in the mountains after being attacked by Cerberus. The only survivors of the first crisis were Chris and his partner Jill Valentine, Air Force colleague Barry Burton and Captain Albert Wesker.

Then, while fighting off ferocious creatures and the mansion's inhabitants-turned-Zombies, Chris was convinced that the Umbrella Corporation which controls Raccoon City was behind this bizarre situation. And the truth became even more apparent. In reality, Wesker, who should've been a respected captain, was actually a former Umbrella researcher, and he dispatched S.T.A.R.S. this time with the aim of collecting combat deployment samples of biological weapons = B.O.W. However, Wesker was killed in the laboratory by the most evil out-of-control B.O.W. Tyrant and the self-destruct system was activated, vanishing into flames. Those who escaped were Chris, Jill and Barry, as well as Rebecca Chambers of Bravo Team who they rescued in the mansion, and they made up their minds to fight Umbrella.

BIDING TIME 〜Anti-Umbrella Activities Era〜
After returning from the mansion, Chris and the others began activities to impeach Umbrella, but it wasn't easy. The laboratory and best evidence had vanished in the self-destruct explosion, and the pressure of the police and politicians who'd already been turned by Umbrella forced Chris and the others to give up on direct attacks with no choice but to look for new evidence in their investigation. Leaving his sidekick Jill to investigate Raccoon City, Chris headed to another Umbrella site in Europe. At the time he feared that his precious sister Claire would reach him, and he went to Europe without contacting her at all. But it backfired badly. Claire visited Raccoon City in search of her brother and, after surviving, she sneaked into the Umbrella Europe branch. She recklessly fell into Umbrella's hands and was sent to a prison owned by the company on Rockfort Island.

Knowing that, Chris rushed to the island, but Claire was no longer there and he instead reunited with someone else unexpected. The traitor of his team who was killed by the Tyrant appeared, Albert Wesker. Wesker was also trying to betray Umbrella and spread the t-Virus on Rockfort Island, then in the confusion, he schemed to steal a new virus, t-Veronica, studied by the Ashfords who ruled the island. Chris tried to put an end to the Mansion Incident, but he could not match Wesker, who'd acquired superhuman strength with the power of a virus. In Wesker's words on the way out, Chris learned that Claire was at the Antarctic Laboratory, and although he faced Wesker there once again and couldn't defeat him, he succeeded in rescuing his sister, but the t-Veronica sample was stolen away.

COUNTERATTACK 〜Private Anti-Biohazard Service • BSAA Era〜
After that, Chris and Jill chose to work together with a civilian-owned private anti-biohazard unit to fight bioterrorism and all biohazards, not limited to Umbrella's projects. In 2003 they attacked the Umbrella Russia Caucasus Laboratory to put a stop to the ambitions of former Soviet colonel Sergei Vladimir, who aimed to revive Umbrella. They succeeded in stopping the plan.

...Actually, unbeknownst to Chris and Jill, Wesker's predictions were working behind-the-scenes of this operation. In order to obtain Umbrella's huge database that had been transferred to the Caucasus Laboratory, he informed the private anti-biohazard unit, including Chris and the others, and used them as a feint operation. As planned, Wesker acquired all the data and then leaked a variety of evidence that would be disadvantageous to Umbrella, which had been disputing the US Government's order to suspend operations. As a result, Umbrella Corp. went bankrupt, fulfilling Wesker's primary objective of Umbrella's collapse.

Umbrella Corp. had come to an end, but bioterrorism sprouted and remained in the world. Chris and Jill became core members of the BSAA, a newly-formed counter bioterrorism special mission unit funded by the Pharmaceutical Industry Association, later known as the Original Eleven. Then in 2006, a shocking incident happened to Chris. Umbrella executive Oswell E. Spencer had disappeared, but Chris and Jill were on the way to arrest Spencer and reunited with Albert Wesker, who had infiltrated the Spencer Estate ahead of them. Faced with Wesker who had gained more power, Chris' attacks were completely useless and he was prepared to die--- at that moment, Jill protected Chris and plummeted to the bottom of a ravine along with Wesker.

Jill was declared dead by the BSAA, but Chris bet the faintest hope on the possibility that she survived. His thoughts became known at the time of the Kijuju Autonomous Zone Incident that occurred in 2009. Chris joined with the new Sheva Alomar and reunited with Jill during this operation. But as enemies. And his old nemesis Wesker had equally also survived.

Due to a series of biohazards in the past starting from the Mansion Incident, special t-Virus antibodies arose in Jill's body, and Jill survived with the help of Wesker, who noticed the antibodies. But at the same time, Wesker used Jill as a pawn and test subject for the new drug P30. Chris managed to remove P30's effects and restored Jill's sense of self. Then, teamed up with Sheva, they cornered Wesker once again. Chris and Sheva used teamwork on a volcanic island to knock Wesker, who gained the Uroboros Virus' power, down into the lava. In the end he settled his long-standing feud with his nemesis, Wesker.

Jill Valentine
A female officer in charge of rear security in S.T.A.R.S. She has been Chris' partner for a long time after the Mansion Incident before joining the BSAA. Prior to joining S.T.A.R.S., she also had experience in a training program for the U.S. Army Special Forces Delta Force and possesses various skills, such as explosives disposal techniques and unlocking techniques using a lock-pick. She remained in Raccoon City after Chris headed to Europe and was temporarily infected with the t-Virus, but she was treated with a vaccine. After that however, some special t-Virus antibodies remained within her body that would become roots of evil.

Albert Wesker
He could be called Chris' nemesis. A job of his was the murder of James Marcus, who triggered the Ecliptic Express Incident. In actuality, Wesker was born in an Umbrella experiment to evolve humans with the power of a virus. The reason he survived the Mansion Incident is because he had acquired an astounding regenerative capability due to the virus' power. He probably has an inherent adaptability to the virus. That has been inherited by his son, Jake Muller.
