The forest's alive at night.
A disorderly symphony played by a myriad of insects, nocturnal birds and beasts in the Arklay Mountains, located in the midwestern United States, coyotes and wildcats roam on the surface and owls dominate the sky, noises of the hunt. Then, from somewhere in the trees, an animal lets out a beastly roar. In the summer, the darkness of the sea of trees is full of life and noise.
But this night, sometime after 8pm on July 23, 1998, a corner of the Raccoon woodland was strangely tranquil.
The only difference was silence from the flapping of the crows swaying the treetops, as well as the noises of nests made by the carnivorous beasts patrolling the land. Even insects kept quiet and only a heavy silence lay in the space. It was such an empty silence, as if all life was exhausted and the dense darkness itself had gained life.
The inhabitants of the night-time forest knew. Tonight, something else must rule over this land. Sensitive to the arrival of horrific things they could never confront, they had abandoned the territory and fled.
And in fact, all the living creatures had been eaten at this point. By an impossible existence. By new rulers who have crawled out of the hell.
8:17pm. In a silent world where fear reigns, the sound of the arrival of unfamiliar individuals echoes, shattering the silence.
A pair of steel strips laid across the mountains in the rugged forest. There's a subtle railway that's still in service and not abandoned. A noise sounds at the seams of the tracks and coming from beyond grew rapidly.
The approaching train was marked "Ecliptic Express." Just like a thunderbolt cutting through dark clouds, a huge mass continued to rush through the trees like a lightning bolt — it runs through the area instantly with unbelievable momentum.
However, no passage through was permitted.
The appearance of the train changed in this moment.
Giant leeches wrapped in a myriad of scales with a slimy luster and much movement — so many monsters clung to the outer walls of the vehicle. They were rushing all at once from the treetops to the train in a passing moment.
Guided by a single evil will, a group of blood-sucking leeches carrying a horrifying poison inside their bodies began to invade the cars in search of any life-forms. Originally relaxing on a comfortable journey on a luxury vehicle isolated from the outside world, the passengers were being pushed into Hell with panic and cries. To transform them into something that isn't human.
The train continued to race while the horrible feast unfolded, gradually slowing down and eventually stopping as if it were exhausted. In the midst of the deep forest sinking in-between.
At the rendezvous point of destiny.
For Rebecca Chambers, who'd just been assigned to the special mission unit S.T.A.R.S. of the Raccoon Police Department, this first mission, which had been delayed until night, was a terrifying initiation.
Bizarre incidents in which victims of murderous homicide frequently occurred in the outskirts of Raccoon City, the victims were eaten alive and this filled the mundane local city with anxiety and suspicion. The citizens were calling for a resolution to the case as soon as possible, and it was decided the elite unit S.T.A.R.S., originally primarily tasked with counter-terrorism and hostage rescue, would put an extraordinary wide-area investigation into it. In response to this, a seemingly urgent dispatch order was issued and at about 10pm on July 23, a helicopter with six Bravo Team members departed for Arklay.
But then-.
Their destiny changed rapidly. The helicopter flying over Raccoon Forest suffered an engine problem and crash landed.
Bravo Team began exploring the surroundings to find out where they were, spotting a military prisoner escort vehicle that had rolled over and finding a miserable scene, two MPs who were fixed with a desperate expression of agony. They were corpses. There was no time to investigate the cause of death in detail and they discovered a transfer instruction license with an ominous description.
It was a death row prisoner who was being transported. A military officer in the rank of second lieutenant, whose name's Billy Coen. His body's missing and only the military personnel can be found. Frightened by the fact an army-trained soldier has escaped, appearing to be a criminal, they spread out and began searching for the individual.
Holding a pistol, Rebecca divides up with the team and heads into the forest. She struggles to go deep into the darkness in a tense situation, trying to cope with circumstances too severe for an 18-year-old rookie to experience.
The trees in front suddenly scatter. In the open space, there were railroad tracks and oddly she finds a stalled train in the forest. Despite feeling suspicious, Rebecca decides to investigate inside because the fugitive may be hiding. The side of the vehicle's marked as Ecliptic Express.
It's here that a mysterious incident, the first stage of the biological disaster that'll be later described as the "Mansion incident", began. The door opens to a feast filled with malice and insanity.

It was built in the backwoods of Raccoon Forest and had a laboratory just like the "mansion." At the personal request of Umbrella founder Lord Spencer, his friend Dr. James Marcus was appointed first director. He advocated the motto "Discipline, Obedience, Loyalty" consisting of three elements, and despite being a measure of each candidate, the training school was closed down twenty years ago and he himself disappeared ten years later. Reclaiming the laboratory began to be examined recently and an investigation aimed at the training school's currently in progress.
S.T.A.R.S. (Special Tactics and Rescue Service)
A special forces unit under the jurisdiction of the Raccoon Police Department (popularly called the R.P.D.). It was formed in 1996 as part of urban planning for the purpose of responding to urban terrorism and new crimes rapidly increasing with Raccoon City's growth. It was mostly comprised of individuals scouted from the private sector with an emphasis on ability, and it receives funding from private companies including Umbrella, a position unique within the R.P.D. To solve the frequently occurring bizarre murder cases, this time it has been decided to dispatch the two-unit formation of Alpha Team's six and Bravo Team's six.

MONSTER
ZOMBIE (p.054)
If a human's exposed to the t-Virus, the body will undergo a mutation within a very short time. The skin will start to decay with brain cells containing memories being completely destroyed. Meanwhile the carrier's metabolism will be highly augmented, enabling a Zombie to possess great strength much more powerful than regular people. Thus these monsters are referred to as "living dead risen from the grave." Even though the functions of their hearts, lungs and brains have ceased, they can still rise as a Zombie. Their appearance will however be changed completely, turned into horrifying living dead. During this incident the people who turned into Zombies are supposed to be infected by leeches carrying the t-Virus created by Dr. Marcus.
CERBERUS (p.056)
A B.O.W. developed by administering the t-Virus to the Doberman pinscher, the codename "Cerberus" referring to the guard of hell in Greek myth. These were first-class military trained dogs administered the t-Virus to enhance their strength and combat abilities. Unlike the slow Zombies, these dogs have very high speed and agility as well as a habit of attacking prey as a pack. If the objective's to clear a small area then they can be considered a successful model that's cheap to produce. However the problem's the dog's excessive aggressiveness, which makes them very difficult to control. These creatures are constantly hungry with the resulting killing impulse making them impossible to secure. Among the bizarre murders that occurred in the outskirts of Raccoon City, roughly more than half the cases were committed by these killers that escaped from the mansion.
MIMICRY MARCUS (p.058)
A creature formed by countless leeches gathering together then turning into the figure of their "father" James Marcus. The occurrence of this phenomenon is normally nigh impossible, but the cuticles covering their body are inferred to be special with high permeability, through which they can glue together to form a humanoid shape then function under mutual understanding. Under normal conditions the Mimicry Marcus must stay in a stationary state but when it encounters its victims it quickly turns into a form more convenient for movement. This creature can use its "hand" as a whip to attack. As stated before, the leeches' skin is highly permeable so this creature's quite weak to fire, acid or other chemicals.
LEECH (p.061)
A large blood-sucking leech reaching 20cm in length used for Dr. Marcus' varietal improvement of the Progenitor Virus and raised with paranoid love. It features a huge mouth not found in common leeches that slices flesh more than sucks blood, dealing injuries to a human that usually result in death. During this predatory action it additionally injects a fluid held in its body containing a high concentration of the t-Virus, so a victim also has a very high probability of becoming a Zombie. The heterogeneous life-form seems to have achieved "evolution", including the capability for organized attacks and something similar to a perceptual organ akin to an eye, leaving no traces of lowly Annelids.
CROW (p.062)
While not creatures developed as biological weapons, these wild crows were infected with the t-Virus by eating the flesh of an infected animal's corpse, causing secondary infection. Due to being covered with feathers, a change in appearance can hardly be seen. They're not afraid of gunshots and always attack people first, all common features of greatly increased ferociousness in creatures influenced by the virus. Considering infected creatures are sufficient food for them, it's believed a large amount of crows were infected. What's more, due to their ability to fly, these crows are very likely to be vectors for spreading the virus.
PLAGUE CRAWLER (p.064)
An insect-type B.O.W. based on many species of insects experimentally developed in the early stages of Bio Organic Weapons research through repeated gene manipulation and virus administration. MANSION INCIDENT
The main story of BIO1. A t-Virus leaked out at an Umbrella research facility (commonly known as Mansion incident) in Raccoon Forest, staff and nearby creatures were infected, attacking nearby residents, it caused a bizarre incident. S.T.A.R.S. was deployed to solve the incident, but their true purpose was for Umbrella to collect experimental B.O.W. combat data, and Umbrella's agent Captain Wesker deliberately guided his subordinates to the mansion. Eventually, more than half of S.T.A.R.S. were killed. In addition, due to the collusion between the Raccoon Police Department and Umbrella, the truth of the incident remains undisclosed.
RACCOON CITY
A small city in the midwestern United States, which is the setting for "BIO0-3." It achieved development by attracting Umbrella's facilities and has a strong bond with the company. In BIO2, William Birkin conflicted with Umbrella's top brass. As a result, the t-Virus spilled into the sewers and the contamination was spread throughout the city via rats, and almost all inhabitants became Zombies. It vanished due to the U.S. military's Sterilization Operation on October 1st.

By the time Rebecca visits the train and training school stages, they've already been contaminated by the t-Virus. It was all one man, an Umbrella executive betrayed by Umbrella - it all began with Marcus' revenge.

All the virus contamination in this game's the result of Marcus' motivation of revenge against Umbrella. The train that appears at the beginning's a seemingly ordinary transcontinental train, but the passengers are crew are all occupied by people related to Umbrella, and is therefore a target. In addition, the executive training school for 20 years functioned only as a laboratory and was left unattended following Marcus's death, but recently there have been moves toward reusing it. Wesker, who's in charge of the Reclamation Project, dispatched an advance team, which were targeted by Marcus.
S.T.A.R.S. MANEUVERING, WESKER'S EXPECTATION
As will be revealed in the final stage of BIO1, this dispatch of S.T.A.R.S. was conspired by Umbrella to collect B.O.W. data. The reason why the Bravo Team helicopter suffered an engine problem was actually because of Wesker. As a result, the Bravo Team was thrown out into Raccoon Forest with almost no equipment, following a different route from Alpha Team, and finally reaching the mansion. At the same time, Wesker and Birkin were also in charge of the training school reuse plan. They sent instructions to destroy the train from the factory's monitor room.

Friend of Umbrella founder Spencer, discoverer of the Progenitor Virus, first director of the executive training school... There are many words to describe Marcus, but a point deserving of attention is his development of the t-Virus, the foundation of later B.O.W. research.
However the deterioration of his relationship with Spencer darkened his fate. Did the trigger rely on the difference between a scientist emphasizing research and a man dreaming of success in business as Marcus himself talked about in his diary? Moreover it may be due to internal blame developing for the cruel method of using trainees as test subjects. Regardless of the reason, he was secretly murdered ten years ago at Spencer's order.
True Nature of the Handsome Young Man
The true nature of the mysterious handsome young man's James Marcus. He was betrayed by Birkin and Wesker whom he trusted and died taking the Queen Leech's t-Virus and revived... It's just as he himself says. Then it was he who began to seek Umbrella's destruction and by extension, the world, however his transfiguration in the final stage was clearly unexpected. Spencer's behavior's inexplicable in the first place because he placed the laboratory of a dangerous virus, able to infect almost all living organisms, in a forest which is a treasure trove of ecosystems. It looks as if it was daringly installed after completely assuming the probability of an accident. This contamination accident may have been within the scope of Spencer's predictions...
THE TRUTH OF THE "VICIOUS CRIMINAL" BILLY COEN
The Truth Of The "23 Murders"
Although it's a mystery until the end of the story, it can be understood by following the conversations that Billy didn't commit murder. He had a strong sense of justice and opposed his captain, probably being charged with the crimes committed by that very captain (or Billy was blamed for killing a number of teammates). His history of being hospitalized in a psychiatric hospital may be a feat to make the crimes more plausible. However even if he's innocent there's no way to prove it, and since the death sentence has already been handed down, he has no path as a free man.
Concerning The EX File ~"REBECCA'S REPORT"~
Multiple files called "EX Files" can be read in the Nintendo 64 version of BIO2 as a privilege. You want to pay attention to a file called "Rebecca's Report." This is the report Rebecca submitted to the top brass after BIO0, stating "I have verified the body of condemned criminal Billy, but he seems to have become a Zombie afterwards and recovery's impossible." In other words, she kept her word in the ending to free Billy.

A huge multinational corporation with a pharmaceutical konzern as the parent organization. Its headquarters was established in Europe and affiliates/branch offices were set in various places including Raccoon City. Although it widely advocates an image of a bright, healthy top-rated company "protecting the health of the people", its true nature's a merchant of death that develops and supplies bioweapons. As for those involved in its foundation, Oswell E. Spencer, Edward Ashford and James Marcus have been confirmed so far.
t-VIRUS
A military virus developed by Umbrella based on a new virus, the "Progenitor Virus." "t" is the initial of tyrant. Soaked in the rays of the sun, my life-saver, I felt refreshed, as if the malicious drops that clung to my body had been sterilized.
We escaped from that insane research facility and hadn't traveled that far yet. Still, now that I could take a breather on this small hill overlooking the green trees of Raccoon Forest, the heaviness I had last night that seemed so intense had been wiped clean.
Billy took off the handcuffs he'd left on his left wrist since the first encounter I had with him, then tossed them far away. The fugitive's cuffs reflected the sunlight, forming an arc that vanished into the sea of trees below.
Lying on the grass, Billy's face was radiant. He must've been suffering alone for a long time.
I worried about the people we couldn't save and tried to accept the prisoner's circumstances with an unfaithful and innocent sin.
Surviving a deadly struggle against a kind of "evil" similar to the one that had befallen him, he could've managed to shake off his ill-fated past. Despite the fact the law of this country pursues him indiscriminately, the will to survive revived Billy's dying soul.
I'd like to congratulate him. But at the same time, I feel like I'm not cut out for the police.
If you're a police officer, you don't let your personality influence arrests. Even if I believe Billy isn't guilty, he has to be secured and taken to the station since he's a fugitive. It's a jury's place, not the police, to decide who's guilty. Even though he had proven his innocence based on the facts, I knew the only way I'd belong was if I let the Raccoon Police Department choose.
But I didn't feel that way. Regarding Billy, the military ruling's too unilateral and lacking in fairness. Requesting a retrial would probably not subvert his guilt.
Besides, I've already issued a false report to Captain Enrico. In reality, I'd already made up my mind to follow him.
Billy died in the incident, dying as a Zombie, and his body couldn't even be secured — that's the report I intend to write. Then he'll become a dead person in his family register, so he can live without being chased as a death row prisoner.
