HISTORY
Raccoon City, a city in the American midwest.
A tragedy occurred in Raccoon City, where the giant pharmaceutical company, Umbrella, has its roots.
There was an unexplained plague and bizarre murder cases stemming from the "Mansion Incident".
In the blink of an eye, the plague spread throughout the city, and the rampaging living dead turned Raccoon City into Hell on Earth.
When police and special forces were no longer able to control the situation, the US Government made a nightmarish decision.
A missile attack on their own country. The blinding flash of light instantly wiped out about 100,000 civilians, and the situation seemed to be under control. But that wasn't the end of the story.
Chris, a former member of S.T.A.R.S. who sensed the cause of the strange disease was the Umbrella Corporation's development of biological weapons, chased down the truth of the incident alone.
Meanwhile, his sister Claire also discovers the dark truth in the wake of her brother's investigation...
While all information's being manipulated by an evil, giant corporation, the siblings continue their desperate investigations with a mission to tell the world the truth.
Their battle moves to an isolated island in the middle of the ocean, and the time has come for a new chapter.
Claire's captured after failing to infiltrate Umbrella Corp.'s Paris Laboratory, and Chris goes to rescue her out of concern for her safety.
Will their justice be served, or will the truth be buried in the darkness?
With only a little hope left in Pandora's Box, the two face an immense evil.

Blood Type: O
A former member of S.T.A.R.S., the special forces unit of the Raccoon Police Department as well as a former Air Force pilot, he's a survivor of the Mansion Incident that took place five months ago in Raccoon Forest of the Arklay Mountains. The reason he lost contact with Claire was because he wanted to avoid worrying his sister. After Leon tells him about Claire's imprisonment, he infiltrates Rockfort Island to rescue his sister.
ACTIONS LEADING UP TO "CODE:VERONICA"
He appears in the first game of the series as a tough guy who can use all kinds of heavy weapons. As a member of Alpha Team led by Captain Albert Wesker, he played a remarkable role at the mansion where the bizarre incident took place. He was discharged from S.T.A.R.S. immediately after escaping the mansion and was investigating Umbrella's research in Europe in the second and third games.
► In the second and third games, he was investigating Umbrella Corp.'s research in Europe, and after a long period of investigation, he discovered the truth of Umbrella Corp.'s horrific research.
◄ As a former Air Force pilot, his skills flying various types of aircraft haven't diminished.
Albert Wesker (p.010)
Personal Data
Height: 183cm
Weight: 84.5kg
Age: 38
Blood Type: O
He used to be the commander of S.T.A.R.S. and worked with Chris and the others on various missions, but he had a secret identity as an agent for Umbrella Corp. In this game, he takes his subordinates from a mysterious corporation and attacks the Umbrella base on Rockfort Island. His calm demeanor and toughness haven't changed a bit and he'll stop at nothing to accomplish his mission.
ACTIONS LEADING UP TO "CODE:VERONICA"
He was the leader of S.T.A.R.S. Alpha Team, but behind the scenes, he used his subordinates for experiments. In the first game of the series, he revealed his true identity to Chris and Jill and sent them up against the unfinished B.O.W. Tyrant, but it ended in failure. However, this was merely a farce by Wesker, and he had actually escaped from the mansion under the pretense.

BIO ORGANIC WEAPON B.O.W.
Zombie (p.030)
Humans who were infected with the T-Virus spread across the island during the biohazard, and turned into the living dead. They've lost their sense of reason and ability to think, the only thing controlling their decaying bodies is hunger. Many prisoners, guards, and special forces trainees have been turned into Zombies.
Zombie Dog (p.032)
A military dog zombified from food contaminated with the T-Virus. Even with progressive decay, its agility and ability to leap when it discovers prey exhibit no decline. While the Zombie Dogs in the first game were an artificially created canine B.O.W., this one's based on an ordinary Doberman dog.
Bat
This is a bat that used to live on Rockfort Island, but was infected by the T-Virus that leaked during the biohazard, and became aggressive as a result. They're slightly larger than normal bats, and though they have no eyesight, they're sensitive to sound. When they discover humans, they swoop down in groups to suck their blood. They have a preference for dark and damp spaces.
Bandersnatch (p.033)
A mass-production prototype of a bioweapon developed based on the B.O.W. Tyrant. Its name comes from the fierce beast that appears in "Through the Looking-Glass, and What Alice Found There". It was designed with practicality during combat in mind, but its lower body's degenerated, making it slow on its legs. It wasn't designed to be disguised as a human, exposing its ugly appearance and unusually enlarged arm.
Hunter (p.034)
It's based on the "Hunter," a practical bioweapon developed based on humans, and enhanced by the mysterious organization Wesker belongs to. Unlike the original, it can be controlled via a self-propelled surveillance drone, and there's also a variation called the "Sweeper" that has toxic claws.
Moth (p.035)
A mutated moth used for experiments at the Antarctic Base which was secondarily infected as a result of T-Virus infected people who had evacuated from Rockfort Island. It's incomparably larger than moths in the natural world, and the scales it scatters are toxic. In its larval stage, it grows by parasitizing living things, and once it detects a creature, it attempts to lay its eggs on it.
Albinoid Baby
The T-Virus was administered to salamanders that live in abundance on Rockfort Island. This is a genetically engineered bioweapon. It has the ability to electrically charge its body, accelerating its growth from a juvenile to an adult.
Albinoid (p.036)
A juvenile Albinoid becomes a full-grown salamander in just a dozen hours, at over two meters long. Compared to its juvenile form, it can generate more electricity within its body and unleash powerful electric shocks against people in water. Juveniles are amphibious, but adults don't like land and are mainly active underwater.
Tentacle (p.037)
Giant tentacles that appeared upon Alexia's resurrection. They're part of Alexia, who was turned into a creature by T-Veronica, and she can manipulate them at will. Its flexible body can stretch up to several kilometers.
Black Widow
A B.O.W. developed based on a poisonous spider called a Black Widow using live combat data from Raccoon City. It has amazing vitality, and even if its abdomen's destroyed, it continues to function as normal.
Giant Black Widow (p.038)
A mutant spider that was to be transported from the Antarctic Base to each branch of Umbrella Corp. After escaping its transport capsule, it appears to have grown to an enormous size in response to its environment.
Gulp Worm (p.039)
A large bioweapon created by Umbrella Corp. as a result of administering the T-Virus to modified earthworm genes. Since it's still in the experimental stage, it has been undergoing a series of simulated battles at the training facility on Rockfort Island. Normally it lives underground, but as soon as an outside enemy intrudes, it leaps out of the ground with great force and swallows the target whole.
Tyrant (p.040)
The ultimate form of a B.O.W., having been genetically engineered while administering the T-Virus to the human body. It's a weapon with a strong body and overwhelming destructive power, and the one that appears on Rockfort Island is believed to be a mass-produced version of the type documented in Raccoon City. It's completely unfazed even when its life's in danger and attacks with fierce rushes.
Nosferatu (p.041)
A human who was injected with T-Veronica by Alexia and became aggressive. Its true identity's that of Alexander, the former master of the Ashford family who suddenly mysteriously disappeared and has been locked up in an underground cell for 15 years because he was so aggressive. The virus caused him to grow tentacles and he even had the ability to produce a poison within his body. This poisonous liquid vaporizes when released from his body, spreading over a wide area. Its heart was exposed from the chest where the ribs were cracked. Although it has no freedom of movement with its limbs, its defensive instincts allow it to attack with its tentacles and poisonous mist keeping hostiles at bay. Incidentally, "Nosferatu" means immortal or vampire in Romanian.
Monster Steve (p.042)
Alexia woke up from a long sleep after 15 years and administered the virus T-Veronica to Steve, who she captured in the base. This caused Steve to transform into a bizarre-looking creature similar to the test subject Nosferatu. As his body rejects the virus, his skin turns green and his spine protrudes out of his back. With his sense of reason lost, he attacks, unable to distinguish between friend and foe. He doesn't appear to be fully developed yet however, and once close to death he briefly regains his human memories.
Alexia First Form (p.043)
This creature was created by Alexia after injecting T-Veronica, which she developed herself, into her own body and allowing it to mature over a period of 15 years. Its appearance is human-like, but it's not human at all. It has already begun evolving beyond human comprehension, and the blood circulating within its body has a peculiarity of igniting when exposed to oxygen. The tentacle-like structures covering its body formed under the virus' influence.
Alexia Second Form (p.044)
Alexia was rapidly evolved by T-Veronica and underwent a second evolution. The reason it looks like a queen ant is because ant genes were incorporated into the virus. A large oviduct's visible on the body's lower half, but the reproductive organs aren't yet fully functional and the attacking organisms it produces are immature with weak vitality.
Alexia's Baby
A larva produced from an incomplete oviduct by Alexia's second form. Perhaps because the mother's womb isn't complete, it has a simple shape like an amoeba. Its long tentacles are due to the influence of plant genes.
Alexia Third Form (p.045)
Alexia's main body after detaching from the oviduct segment of Alexia's second form. Influenced by the genes of plants and ants, it has a form that resembles a mixture of the two. Like a winged ant, it flies freely using four wings on its back, dispersing its flammable blood to burn everything.

1998 RACCOON CITY - THE EVENTS LEADING UP TO THE LAUNCH OF THE "STERILIZATION STRATEGY" (p.164)
In October 1998, the world was shaken by the annihilation of Raccoon City. This is the story of a tragedy that was never meant to happen, its progression, and its consequences.
A DISASTER CAUSED BY COLLABORATING WITH THE LOCAL COMPANY UMBRELLA
Raccoon City, a rural area in the midwest of the United States, rapidly developed into a prosperous city by attracting a factory of Umbrella, a giant multinational corporation. With about 30% of the population employed by the company and its donations generously invested in welfare and construction of public facilities, the city and Umbrella were in a honeymoon state. Behind the scenes, without the private sector's knowledge, they set up laboratories in the Arklay Mountains, at the executive training school and beneath Raccoon, where the development of Bio Organic Weapons (B.O.W.) steadily progressed. In addition, they paid bribes to the chief of the police force to cover up incidents, restrict investigations, silence the media, etc.
Then came the virus outbreak beneath Arklay. This was a disaster caused by a personal grudge of Dr. Marcus, a founding member of Umbrella, but they took advantage of the chaos and planned to blow up the laboratory in order to collect live combat data on the new B.O.W.'s then destroy the evidence. That was X-DAY, July 24th.
A TRUTH NEVER ALLOWED TO COME TO LIGHT, A CITY NO ONE COULD SAVE
Members of S.T.A.R.S. (Special Tactics and Rescue Service), a unit under the jurisdiction of the Raccoon Police Department (R.P.D.) that dealt with urban terrorism and special crimes, took on the cunningly devised X-DAY and lost seven of their twelve members. However, they succeeded in blowing up the sites of the former executive training school along with the Arklay underground laboratory, the sources of the virus. Its encroachment appeared to have been brought to a halt, however...
The surviving members appealed for an investigation into the truth, but their activities were restricted by the R.P.D. chief's attempts to cover up the incident. In the meantime, Dr. Birkin's "G-Project", which would create a new virus, was on the verge of completion. Umbrella, however, had become fed up with Dr. Birkin's unilateral approach to the project and were attempting to rectify the problem. Umbrella detected the doctor's movements and his plan to defect taking the G-Virus as a gift.
Then came late September. The T-Virus leaked into the city as a result of a skirmish over G. As if to make a mockery of the conflicting parties involved, Raccoon collapsed.
■ WHAT HAPPENED IN RACCOON CITY IN 1998 ■
May 10th
The industrial waste treatment plant dedicated to Umbrella dumps far more waste than it can handle, discharging untreated contaminants.
May 11th
A massive virus outbreak occurs at the Arklay Laboratory, which is ostensibly an Umbrella recreational facility.
May 20th
A local newspaper reports a woman's body was found with marks that looked like she'd been bitten by a beast. Since then a variety of bizarre murder cases have frequently occurred.
July 9th
Since many people have been lost or gone missing in the Arklay Mountains, the mountain roads are closed. S.T.A.R.S. is mobilized to investigate the truth.
July 21st
Before S.T.A.R.S. is dispatched, Umbrella vacates the Arklay Laboratory. They move their base to the Raccoon City underground.
July 23rd
Bravo Team's dispatched, but engine trouble causes them to crash-land in the mountains. The team encounters a biohazard in the mountains and at the site of the former executive training school.
July 24th
X-DAY: Alpha Team's dispatched to search for the missing Bravo Team. They find the helicopter, but face the biohazard.
July 25th
Early in the morning, the virus-infested Arklay Laboratory's blown up. Despite heavy casualties, five S.T.A.R.S. members survive.
August 8th
Despite appeals to the R.P.D. chief to get to the bottom of the situation, they aren't taken seriously. Federal investigators and the media begin investigating Umbrella.
August 24th
Chris and Barry leave for Europe after learning about the G-Virus. Jill stays behind in Raccoon to search for the underground lab.
September 23rd
The virus is leaked when special forces attack Birkin. A biohazard occurs throughout Raccoon. The city's outer perimeter's sealed off by the U.S. military.
September 29th
Leon S. Kennedy arrives at his post at the R.P.D. On the same day, Claire Redfield, looking for her brother, also arrives in Raccoon City.
September 30th
Early in the morning, Leon and Claire defeat the G-Organism and escape Raccoon City with the rescued Sherry Birkin.
October 1st
With Dr. Birkin and the G-Virus no longer attainable, the U.S. Government's Sterilization Strategy moves into the execution phase.
October 2nd
Early in the morning, right after Jill and Carlos escape, the Sterilization Strategy's executed. The U.S. military launches a missile strike. Raccoon City vanishes from the face of the Earth.

AFTER OCT. 1998 - THE SURVIVORS' REDEMPTION (p.165)
What could those who survived X-DAY & the Sterilization Strategy do against Umbrella? Let's follow what each got up to.
TAKING LESSONS FROM RACCOON CITY TO TACKLE THE GIANT EVIL, ANTI-UMBRELLA SENTIMENT GROWS
Due to X-DAY in July, S.T.A.R.S. lost Enrico, Kenneth, Richard, Forest, and Edward from Bravo Team. They also lost Joseph of Alpha Team. Of the five who survived, all but Brad, who was afraid to stand up to them, refused to give in to the R.P.D.'s cronyism and started their own investigation. On the other hand, Wesker, who was stabbed by a B.O.W. in front of Chris and Jill's eyes and appeared to have died, gained new power and moved on to his next course of action.
Then in September. Leon, a rookie cop, and Claire, who came to find her brother, visited Raccoon, where the T-Virus was spreading. Seeing the city in a state of disrepair, they did the best they could and rescued a young girl named Sherry. They defeated the looming G-Organism.
After each of them escaped Raccoon, they were aware the culprit behind all this is Umbrella, and that it has enormous power. But they must confront it, for the sake of all they've lost...
Chris Redfield
After surviving the mansion, he discovered the R.P.D. wouldn't mobilize to find out the truth and decided to start acting alone. In mid-August, he caught wind of the G-Virus. In order to investigate further, he beat up Elron of the Juvenile Division and was suspended, leaving him free to move about. That night he contacted Barry and Jill informing them about going to Europe, where Umbrella Headquarters is located.
Claire Redfield
Concerned for her brother who hadn't responded to any of her letters, she arrived in Raccoon only to be confronted with an unprecedented catastrophe. She learned of her brother's current circumstances through information obtained during her escape. After escaping, she left the rescued Sherry in Leon's care and decided to track down her brother. She infiltrates the Umbrella Europe Branch Paris Laboratory, but is captured.
Albert Wesker
On the surface he was Captain of S.T.A.R.S., but in reality, he was an executive candidate who devoted himself to Umbrella since the age of 17. On X-DAY, his mission was to lure S.T.A.R.S. into the laboratory to fight B.O.W.'s and obtain live combat data. Collect two B.O.W. embryos per species, including mutants, but discard the Tyrant. Then "dispose of everything in the laboratory, including personnel and test animals, by making it look like an accident." However, while pretending to follow these orders, he was planning to take the Tyrant, which was expected to be mass-produced as an active weapon, then defect to a rival company he'd been invited to join for some time. On X-DAY, Chris and the others showed him their unexpected strength, and he himself was infected with an unidentified virus. However, he succeeded in synchronizing with the virus and gained superhuman capabilities. He then pretended to have lost his life and moved to the other company.
Leon S. Kennedy
Intrigued by the frequent bizarre murder cases with his strong sense of justice, he applied to be assigned to the R.P.D. However, he was greeted by a horde of Zombies on his first day. After escaping, he was accosted by a man claiming to be a U.S. Government intelligence agent, who he handed Sherry over to. After that, he joined a mysterious organization. He also kept in touch with Claire.
Barry Burton
He regretted betraying and losing his colleagues during X-DAY, even if it was against his will. After returning to his life, he joined Chris and the others in order to repay his friends' forgiveness. He escaped with his wife and two daughters to Canada, then followed Chris to Europe. After that, he joined a mysterious organization and became acquainted with Leon.

THE TRUTH OF THE HUGE MULTINATIONAL COMPANY UMBRELLA (p.166-167)
What is Umbrella, the pharma company that's the source and origin of all this? A look at the truth hidden within the massive organization.
A CAMOUFLAGE COMPANY BORN FROM THE "PROGENITOR" VIRUS DISCOVERY, A POWER CAPABLE OF HOLDING THE WORLD IN ITS GRASP
The face of Umbrella Corp. is a clean, internationally high-profile and massive multinational corporation with a company name and emblem meaning "an umbrella" and expressing the wish of "Protecting people's health." It's headquartered in Europe and possesses research facilities, factories and branches around the world. They constantly manufacture medicines protecting people's healthy lives. Raccoon City was also one such place.
Its true nature however is a merchant of death advancing the development and sale of bioweapons utilizing viruses. Its customers also include national governments.
In December 1967, Umbrella founder Oswell E. Spencer, alongside fellow aristocrat Edward Ashford, his schoolmate James Marcus and others, discovered the "Progenitor" virus. This was the beginning of everything. In order to promote research on this virus with untold possibilities and develop B.O.W.'s that could be deployed in combat, Umbrella was formed as a camouflage to the outside world.
Since its establishment, it has constructed many B.O.W. development facilities, one in Paris, an executive candidate training school, the Arklay underground laboratory, as well as one beneath Raccoon City, ostensibly disguised as pharmaceutical laboratories and clean recreation facilities. Passionate and extraordinary researchers were allotted to each, studying the virus' commercialization with nefarious experimental activities using various live creatures and humans.
In September 1977, about ten years since its foundation, commercialization was finally in sight. A member of the "Progenitor" discovery, Dr. Marcus, had fulfilled it while conducting research at the executive candidate training school. Afterwards, the research accelerated and even resulted in realizing B.O.W.'s with intelligence.
Umbrella thus held the initiative with B.O.W. development, but in recent years, a rival company has conducted similar development and started to catch up. They deployed corporate spies and an incident took place in which the Rockfort Island military base was attacked.
BIRTH OF THE "PROGENITOR" CREATED BY HUMAN EXPERIMENTS - THE NIGHTMARE THAT STRUCK THE ARCHITECT'S FAMILY
In 1962, Lord Spencer requested the illustrious New York-based architect George Trevor to construct a mansion for a large reward. The location was the Arklay Mountains of the Raccoon outskirts. It was a difficult order, but he invested all of his power and dispensed various devices while uninformed of their unique uses, and he completed a satisfactory building in November 1967.
To commemorate the completion, the Trevor family were invited to the mansion and his wife Jessica and daughter Lisa arrived early on the 3rd from George, who was late on account of work. However, a terrifying plot awaited there. Jessica was administered the TYPE-A variant, failed and was disposed of. The administration of TYPE-B to Lisa was successful and she led a life of confinement as a test subject until '98. According to the diary left by Dr. Marcus, this TYPE-B was the first referred to as the "Progenitor" virus. In addition, George arrived late and was confined to the mansion where he died of emaciation.
B.O.W.'S FINALLY PUT TO PRACTICAL USE AFTER REPEATED EXPERIMENTS ON LIVING CREATURES
The Progenitor virus alters any creature injected with it, strengthening a host's characteristics and provoking mutations by incorporating other genes, and was it put to practical use as a military weapon. This project was called the "T-Virus Project" aimed toward developing a humanoid combat B.O.W. "T" is the initial of Tyrant and has been identified as a codename tailored to this target.
After conducting live experiments on a great variety of creatures, they stepped into nefarious human experiments and continued research in order to create a B.O.W. with higher intelligence and the ability to execute commands, but prior to attaining that, many prototypes and by-products were spawned, such as the "Zombie."
Afterwards, they concentrated their know-how and completed the Code No. T-002 Tyrant in the Arklay underground laboratory. In an attempt to control intelligence, a "parasitic organism" for infesting other creatures was artificially created with genetic engineering in the European Sixth Laboratory, leading to the creation of the Nemesis-T Type that acquired capabilities surpassing the Tyrant. The "G-Project" instigated by Dr. Birkin based upon a subsequent unknown concept also progressed further.

THE LIGHT & DARKNESS OF THE NOBLE ASHFORD FAMILY (p.168-169)
The Ashford family used to be known as a prestigious noble family. Now, even after their downfall, they're still bound by their bloodline and struggle to survive.
A PRESTIGIOUS ARISTOCRACY THAT FLOURISHED FOR FIVE GENERATIONS, BUTS ITS DOWNFALL WAS INSTANT
The Ashford family, founded by a beautiful and graceful woman named Veronica, flourished as the position of head of the family was passed down from generation to generation to those in the direct line. When the previous generation passed away, it was handed down to their children or siblings, and it was customary for the butler to present them with pottery as a gift. The family grew steadily as a prestigious aristocratic family and was at its most prosperous during the reign of Edward, the family's fifth generation head. The reason for this was that Edward was the one who, along with Spencer and others, discovered the Progenitor virus, and was a magnificent scientist who laid the foundation for Umbrella and the "T-Virus" project.
However, shortly after Umbrella's founding, Edward died. As is customary, his son, Alexander, took over as head of the family and assumed control of the research, but as a specialist in genetic engineering, he lagged far behind the other researchers in T-Virus research and brought the great Ashford family name to its knees.

THE TRUTH OF CODE:VERONICA THAT GAVE RISE TO T-VERONICA
Alexander was aware his capabilities were limited in advancing research on the T-Virus. He was also aware that at this rate, Spencer would take control of Umbrella, which at this point was expanding into a massive corporation. Therefore he planned to use his knowledge of genetic engineering, his specialty, to artificially create a genius then entrust that person with the Ashford family's future. This was the top-secret project "CODE:Veronica".
The project, named after the illustrious first head of the family, was carried out in secret in a state-of-the-art facility installed underground in the Antarctic base. After many years of research, he succeeded in artificially manipulating the absolute value of intelligence. After obtaining a gene from Veronica's mummy that had been placed in the basement of his estate in Europe, he manipulated its factor and transplanted it into a surrogate mother's unfertilized egg. In 1971, male and female twins were born. The boy was only slightly more intelligent than normal, but the girl was a genius like no other in history. She was Veronica's second coming.
The twins grew up together, but the gap between them widened dramatically. Alexia graduated with honors from college at the age of ten, while Alfred could only blindly love and obey his sister.
Alexia was hired as an Umbrella chief researcher and began working on the T-Virus, and in 1983 she succeeded in developing an ideal virus by transplanting a queen ant's genes. At the same time, Alfred learned the secret of their birth, so they harbored hatred for Alexander and decided to use him as a test subject.
Then in April. The results of Alexia's experiment on Alexander showed the virus had more potential than she'd imagined, so she named it T-Veronica and conducted further research. Then came December. She discovered a way to implant herself with T-Veronica and gain power from it, by using low temperatures to suppress its activity and slow cellular transformation. It would be 15 years before she would be immune and able to coexist with it. Alexia decided to enter cryo-sleep in order to gain immense power and reawaken as a queen.
NIGHTMARES WROUGHT BY T-VERONICA
FIRST FORM
After fifteen years of coexistence with T-Veronica, her figure retains its human form, but has a statuesque quality to it.
SECOND FORM
The queen ant's genetic information, which forms the basis of T-Veronica, transforms her into a robust form. The oviduct gives birth to larvae.
THIRD FORM
A form in which the oviduct has been destroyed and only the body's upper half has been detached. It flies with four wings and spews green blood with the ability to ignite.
NOSFERATU
A pitiful figure who was treated as a tool for human experimentation by the very twins he created.
MONSTER STEVE
Unable to coexist with T-Veronica, his bones protrude, his skin turns green, and he loses his sense of reason.
