"Raccoon City" is one of the most iconic settings in the history of BIOHAZARD. This is the birth of a new horror gun-shooter that spins a darker and more dramatic tale than ever before. The story's reversed, now from the side of Umbrella, the antagonist of the series, while Raccoon City has been revived in high quality with richly unique characters that adorn the BIO world. With their high ambition, the production staff have condensed and packed in as many new elements as possible that "have never been seen in the series before", so that players can enjoy both the "sense of security" BIOHAZARD has, and the "new stimulation" that comes with it. The six new protagonists, all in black, have been designed to look like special forces. Each of them has a different role in the battlefield and a different set of special abilities, making it possible to play the game repeatedly without getting bored. The presence of Zombies and B.O.W.'s is also different in this game. In addition, the game's tempo and operability have been sped up. One of the things players have said about the BIOHAZARD series so far is that the controls are old-fashioned. However, it's also true there are some players who believe this is what makes the games unique. In such a situation, this game's production team has tried to forge a good hybrid of the two by thoroughly rethinking operability and merging it with BIO's essence. The game was polished while retaining elements of survival horror, such as the physical strength system and finite amount of ammo. September 1998... An unprecedented incident occurred in Raccoon City, located in the midwest of the United States. All communications and human movement were cut off, and the city became an island on land. What has happened to this once peaceful city?
It was a "biohazard", a large-scale biological contamination humanity has never experienced before. Most of the city's 100,000 residents have been infected by a virus and have become Zombies, wandering the city even in death. Raccoon City has become a city of the dead. The Umbrella Corporation, which has a number of facilities in Raccoon City, was the one who developed the t-Virus, the cause of this catastrophe, and was the root cause of its spread throughout the city. Umbrella Corp. secretly dispatches a special unit, the U.S.S. (Umbrella Security Service), in addition to the U.B.C.S. The mission's to eradicate intel scattered throughout Raccoon City and eliminate those involved. In order to accomplish this mission, the U.S.S. begins to operate silently. However, at the same time, the U.S. Government also detects the abnormal circumstances in Raccoon City and decides to send in the special forces "SPEC OPS". Their goal's to protect witnesses related to Umbrella Corp.'s research and recover evidence. The battle between the U.S.S. and SPEC OPS begins in Raccoon City, a city of death overrun by the living dead.

As she's such a tough and brave individual, she often doesn't listen to other people’s opinions and usually chooses her own path in life.
JILL VALENTINE
After returning from the Mansion Incident (the story of the first BIOHAZARD), she pursues Umbrella but is frustrated by the lack of progress in the investigation, and looks into the related facilities on her own. She has an impulsive temperament and her thoughts are immediately reflected in her actions and tone of voice. However, she doesn't just act without thinking, she has an unshakable will. She's serious with a strong sense of justice, continuing to pursue the truth in order to expose the evil of Umbrella Corp.
ADA WONG
A female spy who infiltrated Raccoon City to steal the G-Virus at the behest of Umbrella's rival company. She's calm and unfazed by the most bizarre circumstances, with the skills of a first-rate warrior. Although she works for the organization, she can often be seen acting to further her own goals.
NIKOLAI ZINOVIEV
A former member of the Spetsnaz special forces unit in the Soviet Union, he has completed many top-secret missions with unsurpassed skills as a soldier. He's especially proficient with booby traps. Although he's a U.B.C.S. member dispatched to save lives, in fact he's also secretly assigned to monitor the collection of B.O.W. combat data and medical data. Despite being a platoon squad leader, he's a cruel and brutal man who betrays, abuses and slaughters his friends and subordinates for payment.
SHERRY BIRKIN
The only daughter of William Birkin. She distrusts people because she was raised without love from her parents, and is overcome by the fact she has to do things alone. She doesn't show her emotions easily or talk much. She's an unhappy girl who has grown up not knowing how to handle people who treat her well.
HUNK
A member of the U.S.S. α Team secretly dispatched to seize the G-Virus. He's known as "Grim Reaper HUNK" due to his perfection, and is related to Nikolai of the U.B.C.S. because of his battlefield skills and mission success rate. He's a man shrouded in mystery, but the way he speaks without hesitation shows his strong will to carry out his mission.
CARLOS OLIVEIRA
A member of the U.B.C.S. who was dispatched to Raccoon City to save lives. In his past he was an anti-government guerrilla in South America. With his rough personality he keeps his mouth shut even in abnormal situations. Having grown up in the midst of war, he has the courage to face dangerous situations without hesitation. He's a hot-headed man who'll jump to his death in order to save his friends.

After returning from the Mansion Incident (the story of the first BIOHAZARD), she pursues Umbrella but is frustrated by the lack of progress in the investigation, and looks into the related facilities on her own. She has an impulsive temperament and her thoughts are immediately reflected in her actions and tone of voice. However, she doesn't just act without thinking, she has an unshakable will. She's serious with a strong sense of justice, continuing to pursue the truth in order to expose the evil of Umbrella Corp.
ADA WONG
A female spy who infiltrated Raccoon City to steal the G-Virus at the behest of Umbrella's rival company. She's calm and unfazed by the most bizarre circumstances, with the skills of a first-rate warrior. Although she works for the organization, she can often be seen acting to further her own goals.
NIKOLAI ZINOVIEV
A former member of the Spetsnaz special forces unit in the Soviet Union, he has completed many top-secret missions with unsurpassed skills as a soldier. He's especially proficient with booby traps. Although he's a U.B.C.S. member dispatched to save lives, in fact he's also secretly assigned to monitor the collection of B.O.W. combat data and medical data. Despite being a platoon squad leader, he's a cruel and brutal man who betrays, abuses and slaughters his friends and subordinates for payment.
SHERRY BIRKIN
The only daughter of William Birkin. She distrusts people because she was raised without love from her parents, and is overcome by the fact she has to do things alone. She doesn't show her emotions easily or talk much. She's an unhappy girl who has grown up not knowing how to handle people who treat her well.
HUNK
A member of the U.S.S. α Team secretly dispatched to seize the G-Virus. He's known as "Grim Reaper HUNK" due to his perfection, and is related to Nikolai of the U.B.C.S. because of his battlefield skills and mission success rate. He's a man shrouded in mystery, but the way he speaks without hesitation shows his strong will to carry out his mission.
CARLOS OLIVEIRA
A member of the U.B.C.S. who was dispatched to Raccoon City to save lives. In his past he was an anti-government guerrilla in South America. With his rough personality he keeps his mouth shut even in abnormal situations. Having grown up in the midst of war, he has the courage to face dangerous situations without hesitation. He's a hot-headed man who'll jump to his death in order to save his friends.

ZOMBIE
Once a human's infected with the corruptive t-Virus, there's little that can be done. With the shutdown of the heart and lungs as well as the loss of ego that accompanies infection, they turn into monsters that attack living things with only pure appetite. This is the "Zombie". Their intelligence is significantly lower than that of humans, and their movements are slower, but they've lost their sense of pain due to the cessation of all but their autonomic nervous system. As a result, Zombies themselves don't feel fear and threaten to attack humans without a care in the world.
CRIMSON HEAD
A Zombie infected with the t-Virus that has undergone an even more powerful metamorphosis after functions cease. The decomposing skin's reddened and sharp claws are produced by the activation of cells, which weren't present in the case of Zombies. It attacks everything that moves with a mobility and ferocity incomparable to that of a normal Zombie.
ZOMBIE DOG
A being born from a dog accidentally infected with the t-Virus. It retains many influences from its life, including its movement speed, leaping ability, and offensive strength, as well as its pack nature. When it takes aim at a target, it'll sprint after it, pounce on it, and finish it off, posing a threat to anyone who encounters it that human Zombies do not.
LICKER
A mutated form of Zombie with enhanced muscle cells and increased mobility. It's characterized by an exposed brain that occupies about half its head and an abnormally long tongue, with mobility and aggressiveness that far surpass those of Zombies. Its abnormally developed skeletal structure allows it to move using the ceiling, and it exhibits other peculiar behaviors.
NEMESIS
A newly developed parasitic life-form, NE-α, that has been injected into a Tyrant at a cellular level to enhance its intelligence and combat capabilities. Since it has excellent self-judgment as a B.O.W., it's capable of handling complex heavy weapons. Once it recognizes a target, it won't stop pursuing them until it's sure they're dead, earning it the nickname "Pursuer."
TYRANT
The T-103 Type Tyrant was completed as the ideal form of a B.O.W. It possesses an extraordinary thinking ability capable of complying with orders, as well as overwhelming offensive capabilities and extreme resilience. When its life support function reaches the limit, it releases its power limiter and becomes Super.
G-BIRKIN

Although he still retains some semblance of his human form, his personality and reason have been lost, rendering him violently aggressive. He crushes everything with his seemingly immortal vitality and powerful arm strength.

It tracks opponents with its astounding agility and leaping ability, overwhelming them with its powerful claws as weapons. It can be considered a hunter on the battlefield, as it has the intelligence to carry out simple orders with precision.

An evolved parasite developed by the Raccoon City laboratory based on the NE-α developed by the European branch of Umbrella Corp. Unlike NE-α which is completely dependent upon its host, NE-β's a general purpose parasite capable of directly connecting to its host's medulla oblongata and nerves using special tentacles to control them. It has been confirmed it can act alone or parasitize Zombies, and when it does so, it draws out and strengthens capabilities beyond the limits of the target organism.
