The female protagonist the player controls. One of the members of S.T.A.R.S., a special forces unit in Raccoon City's police department. She was caught up in the virus contamination incident just before heading to Europe and her goal is to escape the city.

Born in South America. His exact nationality's unknown, but he's said to be of Indio descent. A soldier belonging to the Umbrella Biohazard Countermeasure Service D Platoon, A Squad. He's responsible for heavy weapons support and logistics. As well as maintenance and local procurement of firearms.
▼ Mikhail Victor
Born in St. Petersburg, now the Russian Federation. Captain of the Umbrella Biohazard Countermeasure Service D Platoon. As the leader of a guerrilla organization, he successfully carried out many acts of terrorism in the past.

Born in Moscow, now the Russian Federation. A mercenary who leads the Umbrella Biohazard Countermeasure Service D Platoon, B Squad. He also belonged to Spetsnaz before the Soviet Union's collapse and seems to have conducted a number of special ops and covert missions.

▼ Model Number MA-121β (Hunter β)
A variation of the Hunter that once fought Jill and her team at the mansion.
It has adequate intelligence and powerful combat abilities. Its sharp claws and agility are its weapons. They'll often work in groups and are proficient with coordinated attacks. This time around they were sent to Raccoon City for both testing and live combat. Incidentally the one that appeared in BIO1 is called Hunter α.
▼ Model Number MA-124γ (Hunter γ)
Based on amphibians, Hunter γ or "Frogger" as it's known by the development team is a departure from the α and β types. It's an intensely voracious carnivore with a large mouth it's able to use to devour a person whole. However, since it's an amphibian, it appears to have difficulties with direct sunlight and dryness, making it less versatile.
▼ Irregular Mutant (Grave Digger)
Environmental contamination caused by the T-Virus has permeated the soil in Raccoon City, with the heavily polluted and hazardous soil creating the mutant Grave Digger. It chews through concrete with its powerful mouth and a gigantic body reaching nearly ten meters, attacking prey from the earth.
▼ Irregular Mutant (Sliding Worm)
Grave Digger eggs are laid by the hundreds in the sewer and soil, incubating for two hours before hatching as Sliding Worms. Approx. one meter in length. Like a leech, it attaches to an animal, burrowing into the skin and sucking blood. It'll molt repeatedly for about one week or so before it becomes an adult Grave Digger.

Originally a small parasitic insect that rapidly grew and transformed by ingesting nutrients from infected animals that became Zombies, eventually reaching the size of a human. Preferring dark and humid places, they attach themselves to walls and ceilings like spiders with their clawed limbs, waiting for prey. Sometimes they stand up on two legs and approach menacingly.

An insect that transformed and grew to a massive size by feeding on the flesh of animals the t-Virus turned into Zombies. Its body is colored green and it has two heads. Like DD, it prefers dimly lit areas.

September's arrived Raccoon City, a small industrial town located in the American midwest.
The citizens have buried the memory as they return to their day to day lives.
The bizarre incident that occurred in the Arklay Mountains.
The annihilation of the special forces unit S.T.A.R.S.
The infection of man and animal at the Umbrella Corporation bioweapons laboratory in the mansion.
The evil power of the "T" virus that transforms them into hideous monsters.
It was impossible for the citizens to believe the survivors.
After all, it was they who experienced the terror, and the existence of many bioweapons like Zombies sounded imaginary.

The survivors didn't wait for people to believe, instead they traveled to Europe to expose the massive evil.
