A rookie policeman, he was interested in the incidents that frequently occurred around Raccoon City and volunteered to be assigned to the Raccoon Police Department. He was ordered to wait at home just before the date of his arrival, after which he lost contact with the local police. On his way to Raccoon City alone, he meets Claire Redfield. They're embroiled in the biohazard in Raccoon City.

SHERRY BIRKIN (p.009)
A girl who ran away to the police station after the biohazard, and the daughter of G-Virus developers William Birkin and Annette Birkin. She spends days estranged from her parents, who are constantly wrapped up in research activities. After meeting Claire in the police station, they work together to find her mother.
MARVIN BRANAGH (p.010)
A police officer of the Raccoon Police Department. His rank's Lieutenant and he's Leon's superior. He's a courageous individual with a strong sense of justice. In the police station invaded by the biohazard, he gives advice to Leon and Claire and encourages them to escape, while he suffers from a serious wound and dies.
BRIAN IRONS
Chief of the Raccoon City Police Department. While being chief of the city police, he was secretly in contact with the pharmaceutical company Umbrella as well as G-Virus developer William Birkin. In exchange for a significant amount in bribes, he obstructed investigations and covered up cases.
ANNETTE BIRKIN
One of the G-Virus developers. Sherry's mother, and the wife of development chief William Birkin. Although she has a reasonable and calm personality, she's been obsessed with research for many years.
WILLIAM BIRKIN (p.011)
General director of G-Virus development. A talented scientist who harbors a cold-blooded insanity, such as making his colleagues test subjects for virus development. He continued his research at his own discretion, but was surprise attacked by the Umbrella Security Service.
BEN BERTOLUCCI
A freelance journalist who was investigating Umbrella at Ada's request. Contrary to his flippant attitude, he has an intelligent and cautious personality. He uncovered the connection between Irons and Umbrella, as well as the G-Virus' existence.
ROBERT & EMMA KENDO
The owner of Kendo Gun Shop and his daughter. His custom-made handgun the "Samurai Edge" was adopted by S.T.A.R.S. His wife died in the mayhem caused by the biohazard, and his daughter Emma was infected.
HUNK (p.012)
Player character of "The 4th Survivor." A member of the Umbrella Security Service. As he always survives even the harshest missions that annihilate his unit, he has earned the nickname "Grim Reaper."
TOFU
A mysterious creature with a tofu body that's the player character of "The Tofu Survivor", and is very realistic? It wears a S.T.A.R.S. cap and makes full use of the suspicious Kansai dialect "Nanisun!"

A scenario of a member of the "U.S.S." virus seizure unit annihilated by "G." His real name's J. Martinez and it's unknown whether he belongs to the same "Alpha" team as HUNK.

ZOMBIE (p.200)
Humans who've been infected with the "t-Virus" then died. Due to their horrifying appearance they're referred to as Zombies, meaning "the living dead." Skin congestion and deterioration of muscle tissue are visible throughout the body. Intelligence has significantly declined and they lack human reason. They're driven solely by a powerful appetite wandering in search of human flesh.
LICKER (p.202)
A zombified human whose body's been further invaded by the t-Virus and undergone a mutation. Since it has completely lost its visual organs, it can't detect targets visually. As an alternative however, its sense of hearing developed abnormally and it attacks prey who approach with slight sounds using its tongue and claws.
ZOMBIE DOG (p.203)
A Doberman raised by people, which was infected with the t-Virus. Although skin necrosis has progressed significantly under the t-Virus' influence, its movement speed, endurance, jumping power and ferociousness are much improved. It has an excellent ability to attack a target in packs due to the dog's habits.
IVY (p.204)
The end result of a human caught by "Plant 43", which was being studied in the Umbrella underground laboratory "NEST." By implanting seeds into humans, Plant 43 bestows them the role of "mobile fruit" as a means of dispersing its seeds. In order to protect the seeds, it has extremely strong vitality.
G-ADULT (p.205)
A creature born when an organism has been implanted with G's "embryo" and undergoes severe rejection. A new pseudo-reproduction of "G-Cells" generates a new body that breaks out of the host body. It expels "juveniles" one after another and attacks.
TYRANT (p.207)
A "B.O.W." developed with the aim of becoming the "ultimate life-form." It has astounding combat abilities with extremely high vitality. Many B.O.W.'s under the t-Virus' influence have a significant decline in intelligence, but unlike them, it has a certain amount of thinking capacity to execute orders.
SUPER TYRANT (p.208)
The Tyrant's figure when the protective coat with the limiter function's been removed. With the limiter's release, its capabilities as a ferocious and agile weapon have dramatically improved despite being irregular.
G STAGE 1 (p.210)
Commonly known as "G", William Birkin was surprise attacked by the Umbrella Security Service and mutated by injecting his own body with the G-Virus. By gaining tremendous vitality and powerful strength, he killed and eliminated his assailants. However, he gradually loses his reason and personality and becomes violent.
G STAGE 2 (p.212)
Unlike the t-Virus which ends with a single generation, the G-Virus is a devilish invention that allows infected organisms to evolve and transform at the genetic level and pass it to offspring. In the second form, the first evolution, the G Cell invasion has progressed throughout the upper body and a new head has appeared, separate from William's. The right arm has enlarged further.
G STAGE 3 (p.214)
In the G third form, which completed the second evolution, G Cell invasion progressed throughout almost the entire body and William's appearance no longer remains. New wing-like arms appear from the shoulder positions. In addition to the right shoulder, multiple eyes formed near the heart and left foot. In addition, its physical capabilities have dramatically increased as well.
G STAGE 4 (p.217)
The G third form was on the verge of death and the fourth form transformed further while overcompensating. Tentacles have developed seemingly to protect the countless eyeballs in the chest, with its whole body also becoming huge. It may also act primitively, such as rushing on four legs like a beast.
G STAGE 5 (p.218)
In order to obtain a large amount of energy to recover, it absorbs countless organic matter such as nearby Zombies and Lickers to enlarge itself, rendering the fifth form a mass of flesh that no longer retains its original shape. It moves with countless tentacles and crunches objects in its huge mouth. A huge eyeball that acts as a core is hidden in its mouth.
