RACCOON CITY, A SMALL COUNTRY TOWN IN THE AMERICAN MIDWEST
The arrival of Umbrella, a pharmaceutical company based in Europe, brought the city tremendous prosperity.
But this prosperity was merely a minor consolation, obvious to anyone who noticed.
However, the people didn't notice.
Or rather, they didn't want to notice.
The cost was too great for them to bear.
After the bizarre incident in the middle of the Arklay Mountains, the city was slowly morphing in visage to something far out of this world.
However, there's one woman who still refuses to cease fighting.
JILL VALENTINE
She was one of the few people who'd returned from the incident a few months ago.
In order to expose the true nature of Umbrella, the culprit behind this incident, she has once again thrust herself into Hell.
The time's the end of the century.
The history of the small city of Raccoon's about to enter a dark clouded era...

BIZARRE MONSTERS THAT THREATEN THE HEROES' LIVES (p.112-117)
Zombie
The "T-Virus," a bioweapon secretly developed by the scientific pharmaceutical company Umbrella, was leaked into Raccoon City in an accident at a research facility, infecting the citizens and turning them into the "living dead." The body ceases to function once the brain marrow's destroyed or the head's cut off.
Raccoon City has been turned into a city of the dead by the T-Virus, a bioweapon developed by Umbrella Corp. Let's take a look at some of the monsters stirring in the city, along with effective ways to deal with them.
Crow
A crow that used to live in the forest surrounding Raccoon City. Perhaps because it has been eating corpses containing the T-Virus, it has become so rabid it attacks not only corpses but also living people. Their attack power's weak but they move quickly and always attack in flocks.
Zombie Dog
A Doberman introduced as a police dog at the suggestion of Raccoon Police Chief Brian Irons, but turned into a Zombie due to the T-Virus' effects. It leaps at you from a low stance, so you'll have to use a low attack to hit it at close range.
Sliding Worm
A larva of the mutant Grave Digger created due to environmental contamination caused by the T-Virus. It's about one meter long when it hatches and latches onto its prey like a leech to suck blood.
Spider
A giant spider with a body length of four to five meters. Its abnormal growth's believed to be caused by sewage from Umbrella's pharmaceutical factory. It attacks its prey by spitting out a powerful venom. It has an egg sac in its abdomen from which small spiders crawl out when it dies.
Drain Deimos
A small insect that has developed abnormally as a result of ingesting nutrients from animals zombified due to viral contamination. They use their powerful hind legs to jump and capture their prey.
Brain Sucker
A small insect mutated by feeding on the dead flesh of zombified animals contaminated by a virus. It's similar in nature to the Drain Deimos, but a bit more docile. However, it feeds mainly on humans, and when stimulated, it turns rabid, catching its prey with its flared forelegs and, as its name implies, eating their brains. It's physically as tough as the Drain Deimos.
Hunter β
A genetically modified version of the Hunter α bioweapon that Jill and her comrades once fought in the mansion, aiming for higher mobility. Its model number's MA-121, and while its individual offensive strength's inferior to that of the Hunter α, its ability to work in groups is far superior. It was first manufactured at Umbrella Corp.'s Chicago Laboratory then brought to Raccoon City for final testing.
Hunter γ
A bioweapon developed by an Umbrella Corp. European laboratory. Its model number's MA-124γ. A fertilized amphibian egg containing human genes and the T-Virus. Perhaps because of this, it's vulnerable to direct sunlight and dryness, lacking versatility. In terms of capabilities, it's almost on the same level as the "Hunter β" type, so care must be taken when fighting it. It has the same physical strength as Hunter β.
Grave Digger
A worm that mutated due to environmental contamination caused by the T-Virus permeating the soil. It can grow up to ten meters long and attacks its prey using its powerful jaws.
Helicopter
A military helicopter Nikolai rides to escape from Raccoon City. After defeating the Grave Digger, select "Jump" in the Live Selection when you're attacked by the "Pursuer" on the suspension bridge, then select "Return fire on the helicopter" when Nikolai appears in the control room. A missile weapon's quite powerful.
Nemesis
An experimental T-Virus bioweapon sent by Umbrella to eliminate S.T.A.R.S. Formally named "Nemesis-T02 Type". Nemesis is a parasitic organism with the power to greatly amplify a bioweapon's capabilities, especially its intelligence, and when this is implanted in the Tyrant bioweapon, it's referred to as "Nemesis-T Type". It's highly intelligent, capable of using weapons, and can self-regenerate through secretions produced by the Nemesis, even if it's severely damaged. At the same time, its appearance morphs to become more aggressive.

THE DAILY RACCOON
THE WHOLE STORY OF THE CHEMICAL POISONING CASE BEGINS TO UNRAVEL
TROUBLE WITH A VIRUS!?
The United States government has launched an investigation into the massive chemical poisoning incident that occurred in Raccoon City at the end of September.
The city's closely associated with the Umbrella Corporation, a major pharmaceutical company, and many officials believe drugs developed by the company may be the cause of the problem.
"There are rumors Umbrella's involved in developing biological weapons such as viruses. The government's believed to have obtained some information from the company and sensed the danger of the incident, which is why they took swift action such as quarantining the city," the official pointed out.
Government intelligence officials also appear to have taken survivors of the incident into custody. It will be interesting to see what happens next as the investigation progresses. (Related article on page 3)

A SPREADING WAVE OF CORRUPTION
ARE THERE NO HONEST OFFICIALS LEFT!?
The collusive relationship between the Umbrella Corporation and key figures within the Raccoon City municipal government has become a major problem.
According to an investigation, it was found that the annihilation of S.T.A.R.S. deeply involved the unit's currently missing commander. This person was reportedly dispatched by Umbrella Corp., and city police chief Mr. Brian is being blamed for allowing this to happen. Mr. Brian's relationship with Umbrella Corp. has been under scrutiny for some time.
▼ Mr. Brian in question has also been missing since the chemical poisoning incident.

S.T.A.R.S. GO TO EUROPE
THE KEY TO THE CASE LIES IN EUROPE
Members of this unit, survivors of S.T.A.R.S.'s annihilation, are headed for Europe. Umbrella Corp. has a laboratory in Europe, and the key to the incidents so far is believed to lie in this lab.
One survivor, Jill, remains in Raccoon City to continue her investigation.
DIRECT INTERVIEW WITH A FIGURE IN THE MIDDLE OF IT ALL!!
It turns out Jill (23), one of the survivors of S.T.A.R.S.'s annihilation, is still in Raccoon City. She appears to be conducting her own investigation of Umbrella Corp.
Therefore, this newspaper interviewed Jill. Although she refused to say anything about the case she was currently investigating, she was willing to answer our questions about the key people involved in the incident. From this interview, we can see how deep-rooted this case is.
▲ Although Jill agreed to be interviewed, she refused to talk about the annihilation incident.
UMBRELLA CORP.'S HIDDEN SECRETS
A CLOSER LOOK AT THE MYSTERIOUS T-VIRUS!!
THE TRUE NATURE OF THE VIRUS SPREADING THROUGHOUT RACCOON CITY!?
This time we have succeeded in obtaining documents related to Umbrella Corp.'s research on chemical weapons. The T-Virus described in these documents is believed to be central to the chemical contamination incident that occurred in Raccoon City. So what exactly is the T-Virus? It's a type of Clay Virus developed by Umbrella Corp. for the purpose of developing biological weapons.
The T-Virus has an effect of placing an organism into a coma and augmenting its instincts (and possibly appetite). In addition, an infected person's metabolism is severely slowed and the body gradually decomposes.
These symptoms are consistent with the people who've been observed in Raccoon City. From this, we can probably infer the T-Virus is what's spreading in the city.
▼ The documents we obtained independently clearly describe the research contents.
► The symptoms of those seen in Raccoon City are the same as the T-Virus!?
ADMINISTERING THE T-VIRUS TO DEVELOP BIOWEAPONS
Numerous new organisms have been created by administering the T-Virus to animals and plants. However, all of them seemed to lack intelligence and weren't put to practical use. Surprisingly, it was also administered to humans during the research stages, and repeated genetic manipulation was conducted. As a result, the "Tyrant T-001 Type" was successfully developed. It had a human-like appearance and great combat prowess, but its intelligence wasn't satisfactory. After this, the "T-002 Type" was developed with the aim of further improving intelligence, and it was deployed in battle on an experimental basis.
▲ In addition to T-Virus administration and genetic manipulation, "T-001 Type" was also physically enhanced.
▼ There have been sightings of plant weapons able to walk on their own, as well as those with some intelligence.
A SPECIES-PRESERVATION INSTINCT
THE NEWLY CREATED G-VIRUS
Dr. William Birkin, the T-001 Type's primary researcher, developed the G-Virus on his own. Creatures infected with this virus are altered at a genetic level, transforming into monsters whose original forms are indistinguishable. In addition, the G-Virus harbors a species-preservation instinct, a major difference from the T-Virus. However, since it's imperfect as an organism, it appears the only ones capable of surviving are those with genetic information close to the host.
▲ The G-Virus appears capable of causing dramatic physical changes.
EFFECTS OF T-VIRUS INFECTION ON LIVING ORGANISMS
T-Virus symptoms are as described above. These symptoms are especially pronounced when infection occurs in humans. Additionally, as the T-Virus continues to invade the body, the skin peels off and eyesight's lost along with it. However, hearing becomes abnormally developed to compensate for the lost sight, allowing the individual to react to even the slightest noises. This monster's called "Licker" because of the tongue and claws it has developed, and it no longer looks human with an exposed brain. Similar cases include the "Zombie Dog" seen in the police station.
Other noteworthy cases are of bodies becoming larger. This symptom's often seen in animals. The Alligator (alligator about 10m long) and Large Roach (cockroach 30-40cm long) have been documented in the sewers, all of which with bodies several times normal size. There are two types of mutations: mutations caused by T-Virus infection and mutations caused by feeding on T-Virus carriers.
▼ The person who discovered it named it Licker due to its long tongue.
▲ Perhaps because appetite has increased, large creatures are also rabid.
NEMESIS PARASITE CELLS PROVIDE EXTRA INTELLIGENCE
Nemesis is a parasitic cell implanted in a bioweapon's brain and spinal cord to enhance their intelligence.
When these are administered to a bioweapon's spinal cord, they absorb the T-Virus in the main body. This is how it continuously proliferates and becomes an independent living organism. It also affects the body from the spinal cord to the brain stem, destroying the frontal lobe and taking total control of the brain and body. The body's mobility and healing ability are augmented as a result, and its intelligence is also remarkably elevated. Emotions appear to emerge in some cases, and surgical procedures are even implemented for "limiting consciousness."
▼ Are the yells of a bioweapon parasitized by Nemesis proof of emotion?
▲ In addition to the main body's sensory organs, Nemesis has tentacles as sensory organs.
DEALING WITH THE T-VIRUS
Theoretically, destroying the spinal cord and other parts of the brain responsible for instinct should cease their activities. However, this isn't enough to deal with contamination that spreads to the soil. The only thing left to do would be to burn the land to the ground with missile attacks. However, there's a risk that soil blown upward by the blast will mix with the rain and cause yet another tragedy.
