Now that Chris Redfield's participation in the op's been decided, we needed to select his partner.

As this is an op in a region Mister Redfield's unfamiliar with, it's better to choose from the SOAs of the West Africa Branch han the North America Branch. AMADI shares the same opinion.

The restrictions regarding disclosure of that information are far too strict for a single SOA unit member.

I wonder if that has anything to do with it.
