SEABED LABORATORY
The seafloor base owned by Neo Umbrella was used as a research facility for manufacturing B.O.W.'s. By pulling up magma from the ocean floor, Neo Umbrella studied germs and microbes capable of functioning even under the high-temperature environment, then incorporated that characteristic into the C-Virus in a bid to create B.O.W.'s also capable of surviving under harsh environments.
It's unknown where Neo Umbrella acquired the vast funds to build a base on the ocean floor.
The memo was found belonging to a researcher who was in the seabed base.
"It's been a week since I got the order to come here. Truly, nobody could believe such a facility was located on the ocean floor. What's most surprising is the fact that this facility was constructed solely for "Haos."
In other words this entire base is an incubator for Haos. Even for the sake of fulfiling our organization's dearest wish, it's an incredibly extravagant use of money."
