REPORT AFTER RACCOON CITY'S COLLAPSE

Report 1 from U.B.C.S. Investigation Team Member
The biohazard that occurred in Lord Spencer's mansion and biological weapons laboratory on May 11th was tentatively brought to a close when S.T.A.R.S. Alpha Team officers Chris Redfield and Jill Valentine blew up the facility on July 25th. As of now, on August 5th, we have been unable to confirm any leakage of the T-Virus to the surrounding area.
However, further caution and attention will be required.
Though unconfirmed, S.T.A.R.S. Alpha Team leader Albert Wesker, a former employee of our company, is believed dead. We have obtained information that Chris Redfield and Jill Valentine appear to be preparing to extensively publicize this incident to law enforcement officials and the media. I hope headquarters will undertake swift political action on this matter.

I'm currently in the clock tower in a nook of Raccoon City. With Zombies having already overrun the city, it's no exaggeration to say the biohazard has completely destroyed Raccoon City.
But this time, unlike the accidental biohazard in the mansion, this occurrence is strongly suspected to be a man-made accident resulting from the treachery of Dr. William Birkin, one of our company's researchers and inventor of the T-Virus and G-Virus.
After investigating these two biohazards, I firmly feel we need to strengthen the virus control systems in our company's facilities dotted around the world, and that we must be thorough in re-educating employees.
In the future, bioweapon viruses will be valuable commodities that'll serve as our company's chief provision.
I would ask that all employees be mindful of the need to ensure a biohazard doesn't occur in future.

During the Raccoon City biohazard, we faced extreme difficulties in collecting T-Virus infection data, as well as data up against B.O.W.'s.
Especially when it came to acquiring combat data on a new B.O.W. we call "Pursuer", a modified Tyrant, the U.B.C.S. squadsmen we dispatched were forced to make considerable sacrifices, as the target was more ferocious and intelligent than we could've imagined.
We sincerely hope all you researchers will analyze the combat data from this event to develop supreme B.O.W.'s that are even more advanced.

As of 8/5/98, there are no signs of viral leakage in the surrounding area. However; we must continue to monitor the area with extreme caution.
Our secret operative Albert Wesker, is M.I.A. and is presumed dead. However, we have just received information that Jill Valentine and Chris Redfield are preparing to report the incident to the press and their police chief.
I request that this matter be addressed with the utmost urgency.

At this moment, I am in the clock tower situated above Raccoon City. The city is overrun with zombies. It is safe to say that

This situation is different from the accidental biohazard in the mansion. We suspect that it was intentionally caused by one
of our company's researchers. Dr. William Birkin, the creator of both the T-virus and G-virus.
I have researched both biohazard incidents, and noticed that two issues need to be addressed immediately. The security
of the virus stored in our worldwide facilities must be improved. Also, we need to re-educate our workers.
Biological weapon viruses will surely become our primary product, so they should be handled as such. All personnel should take extreme care not to allow any more biohazards to happen.

The new B.O.W. we call "Nemesis" was more ferocious and intelligent than we had expected. As a result, many U.B.C.S. members sent to the area have been sacrificed in the process of collecting combat data.
I expect the researchers to analyze the combat data and use it to develop an even more evolved, ultimate B.O.W.
