RACCOON POLICE DEPARTMENT
The local police headquarters building is a renovated old art museum located almost in the center of the city.
Although it's not so large-scale, it has a special mission unit S.T.A.R.S. as well as a good reputation for mobility.
Chris and other S.T.A.R.S. officers barely came back alive from the "Mansion Incident" and reported the situation with a thorough review, but Chief Irons turned a deaf ear.
As he was going to leave the case evidently unsolved, they began to suspect the Chief had a dark relationship with Umbrella.
Chris then opted for an independent investigation, left Raccoon and flew to Umbrella's stronghold of Europe.

The whole city already lost its urban functions and Zombies had begun to roam.
The police personnel furiously tried to fulfil their duties, but against such an abnormal and unexpected situation, they've almost been wiped out, unable to take effective countermeasures.
That day was the rookie Leon S. Kennedy's first day, but he arrived in town significantly late at sunset. He was embroiled in the chaos.
He met Claire Redfield who similarly came to the town to visit her older brother, and with the same purpose, the two go to the police station.

Later, Chris decided to conduct his own investigation into Umbrella and travelled to Europe -- to the main branch of the Umbrella Corporation.
