The Mansion Incident, the tragic incident in Raccoon City, the incident in the Umbrella Antarctic Laboratory starting from Rockfort Island, the incident in the Russian Caucasus Laboratory, and the abduction of the U.S. President's daughter.
The presence of one man has been confirmed in the limelight and behind-the-scenes of all these incidents.

It'd be no exaggeration to say his actions even sparked this incident.
Up to this point, Wesker had obtained a number of viruses and living organisms, including the t-Virus, G-Virus, t-Veronica, and the Plaga.
Armed with these, he rose through the ranks of Umbrella's rival company and acquired status, wealth and honor.
Materially, he was fulfilled.
He'd always harbored a certain feeling of discomfort, however.
That was the founder of Umbrella, Oswell E. Spencer.
Wesker had long been unable to fathom Spencer's true goal.
He'd noted the abnormality in his superfluous investment of capital into Bio Organic Weapons (B.O.W.).
The initial merit of biological weapons was that they could be developed cheaply.
Taking into account joint-use with conventional weapons systems, such extreme B.O.W. development was thus far unnecessary.
Why was he so obsessed with B.O.W.'s?
In the past, Wesker had placed himself in Umbrella's intelligence division in order to find the answer.
The question had come back to haunt him.
To find the answer to this question, Wesker searched for Spencer's whereabouts.
However, after Umbrella's collapse, and even before that, Spencer had vanished from the public eye and was nowhere to be found.
He used everything he had.
Using all his money, time, and his organization's power, Wesker finally managed to locate Spencer.
In an old castle in Europe, on an endlessly thunderous early autumn night, Wesker paid Spencer a visit.
Spencer felt startled to be greeted by Wesker, but once he laid eyes on him, a dark delight gleamed from the depths of his shriveled eye sockets.
"You've returned..."
Spencer grinned and chuckled with a dry cough.
Once again, Wesker couldn't gauge this old man's true intentions.
He'd experienced this feeling many times, ever since his time at Umbrella.
A heavy, sticky presence emanated from the old man, his body as feeble as a withered branch.
An absolute force of will that swallows up everything and had made even him dance in its hands.
This was the source of his irritation, the true nature of the greatest sense of discomfort nestled within him.
As if he could see through his inner thoughts, Spencer began to speak.
For him, Bio Organic Weapons development was merely a means for allowing him to achieve his true goal.
His true goal being the forced evolution of humanity by means of a virus.
The end of Homo sapiens, who'd lasted 200,000 years, and the birth of a neogenetic human race.
His true goal was to create a utopia with this new humanity and become a god there.
There were three things he required to realize this twisted ideal.
First was the "Progenitor Virus."
Without the Progenitor Virus, forging his utopia would be nothing more than a dream for him.
It was the existence of the Progenitor Virus that dragged his dream into the real world.
Second was "Umbrella."
Development for weapons application purposes was the perfect way to advance Progenitor Virus research without anyone realizing his true intentions.
This was what Umbrella was for, and for him, any profit from it was merely secondary.
And the third was "Wesker."
Spencer's vision of an ideal world.
The people living there also had to be ideal humans.
So, what was an ideal human?
A nascent humanity whose evolution has been stimulated by the Progenitor Virus.
That was a prerequisite, of course.
However, what happens if a person whose evolution has been stimulated is someone who doesn't comply with Spencer's own will?
Even if they evolved to obtain superhuman bodies and intelligence, the person's knowledge, moral values and common sense wouldn't change.
What if lazy and incompetent people were chosen as reborn humans?
They would become a permanent stain polluting his utopia.
It was a situation he needed to avoid at any cost.
Spencer therefore decided to implement a single plan.
The plan was to be called the "Wesker Project", named after the chief researcher.
In accordance with the plan, they assembled several hundred children from all walks of life around the world.
They were all children born to gifted parents.
He figured if he couldn't alter their knowledge, moral values and common sense, he should endow them with these things he demanded as early as possible.
The children brought together in this fashion were each given the name "Wesker" and released into the world.
Naturally, they were subjected to strict unnoticed surveillance.
Though they were in different fields, each would grow up in an environment where they could receive the best possible education.
Some years later, a young man recognized as particularly talented was sent to the "Umbrella Executive Training School" in Raccoon City.
This was the Wesker who was given the name "Albert."
Albert Wesker's subsequent conduct pleased Spencer.
He could tell that, by his standards, this Wesker possessed all the qualities of a neo-human.
Moreover, the same might've been true for other Weskers.
Spencer thus decided to take the project to the next level.
He decided to administer an experimental phase virus to all the Weskers.
This was a "screening", so to speak, to ascertain the truly gifted Weskers.
Some were administered the experimental virus as part of their treatment, others at the recommendation of close friends, and some had it forced upon them.
Albert Wesker was of course no exception.
He received the experimental virus from his rival, William Birkin, and injected it himself for his own scheming purposes.
As it turns out, this screening may have been too strict.
Most of the Weskers died with only a few surviving.
One of the survivors, Albert Wesker, then disappeared into thin air.
That was "Spencer's presence."
That was the true nature of the unease Wesker had been feeling.
Wesker wasn't worried about Spencer, his concern had been encouraged.
And, just as Spencer had hoped, Wesker had returned.
Spencer made just a single miscalculation however.
The safeguard imprinted into Wesker's unconscious mind was effective only because he was a mystery.
Once his true nature became known, there was also no reason for Wesker to be docilely tied down by it.
Much less so when it was an elderly man, decrepit and at death's door from old age.
"A god... I see. I'll take it from here."
With those words, Wesker broke his own chains.
Perhaps it was a mere coincidence that his former subordinates Chris Redfield and Jill Valentine had stepped in.
To Wesker, it appeared like a revelation.
The Homo sapiens who'd thwarted his own plans many times.
There appears to surely still be some room for evolution.
Wesker muttered to himself.
Managing to make it out of that situation, Wesker then went underground once again, leveraging a position he held at a certain pharmaceutical company to take research results, viruses, and finally funds.
He began ascending the steps to become a next generation god, with the aim of carrying out the veritable "Uroboros Project."

驚くかと思われたスペンサーは、ウェスカーの姿を見ると、その干からび落ち込んだ眼窩の底で暗い歓喜を光らせた。

スペンサーは、そう眩くと乾いた咳混じりに笑った。
ウェスカーは、またもこの老人の真意を測りかねていた。
アンブレラにいた当時、何度も味わったこの感覚。
この枯れ枝のように弱々しい体を持つ老人から発せられる重く、粘つくような存在感。
全てを飲み込み、この自分さえも掌で踊らせてしまうような絶対的な意思の力。
これが自分をイラつかせる元凶であり、内に潜む最大の違和感の正体だった。

An all too familiar sense of trepidation continued to gnaw at him. The source of this uneasiness being Umbrella's founder, Ozwell E. Spencer.
During his time at Umbrella, Wesker could never ascertain what Spencer's true intentions were. Spencer's extensive funding of B.O.W research was unheard of in the field.
The whole reason for producing bioweapons was that it could be done relatively and inexpensively when combined with a normal weapons delivery system.
Spencer's extreme investment in B.O.W.s seemed unnecessary. Why would Spencer need such B.O.W.s in the first place? To find the answer to that question, Wesker joined Umbrella's Information Department.
Even after the downfall of Umbrella, these doubts continued to haunt Wesker.
To find the answers he needed, Wesker began to search out Spencer. The only problem was that before Umbrella's dissolution, Spencer had removed himself from Umbrella's day-to-day operations. Wesker had to use every resource at his disposal - all his time, money, and connections. Eventually, he ascertained Spencer's long-hidden whereabouts.
On the first night of autumn, as thunder and lightning raged in the skies above, Wesker arrived at the ancient castle in Europe where Spencer resided. Wesker expected the old man to be surprised by his presence, but instead the withered old eyes of Spencer light up with dark delight as he spoke:
"You're back..."
The words were barely audible amidst his cough-racked laugh.
If Wesker had his doubts about Spencer before, he didn't know what to make of him now. He only knew at that moment that this seemingly feeble old man had been in control of everything that had transpired at Umbrella. Even Wesker's own actions through the years had been controlled and manipulated by this decrepit old man.
With this sudden realization, Wesker now knew the source of his anxiety for all those years. Appearing to read Wesker's thoughts, Spencer laid out everything to him.
The development of bio-organic weapons was only a means of achieving his true goal - the forced evolution of mankind via viruses.
It would be the end of the current form of humanity and the bird of a new superior human race. With this new race, he would build upon his Utopia, with himself as a god on Earth.
In order to realize this dream, he required three things.
1. The Progenitor Virus. Without this key component, his dreams would be no more than abstract ideas. Once he discovered the Progenitor virus, he had the foundation on which all his subsequent plans would be built.
2. The Umbrella Corporation The manufacture of bioweapons was the perfect method of conducting his research on the Progenitor virus. Any profits gained through Umbrella's research were secondary to his true goal.
The third thing that Spencer needed in his grand vision was Wesker himself. Spencer knew what was required for his Utopia. He also knew he would need a new human race. But what would that new breed of humans be like?
The Progenitor virus would spur natural selection upon the population. That was the fundamental premise behind Spencer's plan. But if the new breed of humans brought about by this selection process were unwilling to share in his vision, then there would be unwanted complications.
This forced stage of human evolution would give the surviving humans increased strength and intelligence, but it would not affect a person's knowledge, logic, or general character. If any indolent or unsavory individuals survived to be a part of the new race, it would be a blight on Spencer's Utopia.
Spencer was not about to have his vision stained, so he enacted a plan to ensure that would not happen.
This plan was called the Wesker Plan, which was named after the chief researcher at the time. According to this plan, hundreds of children born of parents of superior intellect from all nationalities would be collected.
If their knowledge, logic, and self-will could not be altered by genetic manipulation, then Spencer himself would instill his values into these children by whatever means he deemed necessary.
These children were all given the surname Wesker, and after competition of their indoctrination/manipulation, they were placed into select controlled environments in various locations around the world, ever under Umbrella's watchful eye.
The children themselves were to be kept unaware they were being monitored. With Umbrella's concealed aid they all received the best education available in the fields they pursued.
After a few years, one child who showed particular promise was sent to Umbrella's Training Facility in Raccoon City. This Wesker child's name was Albert.
Spencer was quite pleased by all of Albert's actions, and if the other Wesker children were like him, Spencer would have nothing but quality individuals for his new race of humanity.
Spencer then enacted the second phase of his plan.
All the Wesker children would be administered an experimental virus.
This virus was administrated to screen out the more gifted of the Wesker children. Some took the virus on the recommendation of a friend; others were given the virus as part of their medical treatment; still others had it forcibly administered to them.
Albert Wesker was no different. His partner, William Birkin, gave him the experimental virus, and he administered it to himself.
This screening process turned out to be a little too selective.
Most of the Wesker children died, leaving only a few survivors. Albert Wesker was one of those survivors, and he disappeared shortly after.
Spencer was unconcerned by this development. There was a failsafe device attached to every Wesker - Spencer's existence.
This was the discomfort Albert had felt throughout his life. All Wesker children were programmed to seek Spencer out, which manifested itself as a growing anxiety within each of the subjects. Just as Spencer had predicted, Albert soon came to him.
Unfortunately, Spencer had made one miscalculation. His failsafe only worked for as long as it remained a mystery. As soon as the mystery was revealed, Wesker no longer had a need to restrain himself. All that was impeding Wesker was a feeble old man on death's doorstep.
"The right to be a god... That right is now mine."
With these words, Wesker broke from the shackles that Spencer had laid on him.
It was only random chance that brought his former subordinates Chris Redfield and Jill Valentine to Spencer's mansion at that exact time, but Wesker took it as a sign.

With renewed purpose, Wesker reflected on his own evolution and the evolution of the human race. After the incident at the Spencer estate, he went underground and used the news of his death to veil his activities. He had achieved his goal of obtaining the virus and capital he needed from his position at Umbrella.
Next he put all of his efforts into bringing his Uroboros Plan to fruition, and thereby setting himself up as a god over the new generation of humanity.
