LEON AND THE RACCOON INCIDENT
In 1998, a massive virus outbreak accident occurred in Raccoon City. 100,000 citizens were infected with the virus and turned into Zombies, as the worst biohazard in history became commonly known as the "Raccoon Incident."
Leon S. Kennedy, a rookie police officer just assigned to Raccoon City, was unlucky enough to be caught up in the incident as well. Despite being attacked by Zombies and B.O.W.'s (Bio Organic Weapons), Leon successfully managed to escape Raccoon City with a few survivors.
However, the many lives lost in front of Leon's eyes due to virus infection and hostile attacks later affected him. The horror and tragedy Leon experienced in the Raccoon Incident triggered an intense resentment against biohazards.
Although Leon became a United States agent not long afterwards, it was rare for him to open up about the Raccoon Incident. Knowing Leon had survived from Raccoon, government officials curious about the circumstances of the incident asked him about it out of interest, but he merely evaded their inquiries.
At one time in a conversation several years ago with Adam Benford, a high-ranking government official who later became President, he recalled the following about the Raccoon Incident.
