LEON AND ADAM
Leon S. Kennedy and U.S. President Adam Benford have a relationship that could be referred to simultaneously as friends and comrades. It was Adam, then serving as a high-ranking U.S. government official, who headhunted Leon to become a U.S. agent in the first place. Since the incident in Raccoon City, the two of them have burned with a common sense of duty, "the eradication of bioterrorism."
Adam's a straight-talking politician who sticks to his belief in justice through his words and deeds, and Leon's an agent who's calm, cool and collected while suppressing bioterrorism head-on. Although their personalities could be said to be polar opposites, with Adam a bureaucrat and Leon an agent, fighting bioterrorism together led to them forming a strong bond over the course of a decade.
Ironically however, under circumstances closely resembling the devastation of Raccoon City, Leon was forced to shoot Adam dead.
A large-scale bioterror attack occurred in Tall Oaks in the northeastern United States. Although the damage was extensive throughout Tall Oaks, most severely damaged was Ivy University where Adam was visiting to give a lecture, so it's safe to assume some kind of biological weapon was used primarily at the university with the apparent intent of assassinating the President.
Shortly after information from FOS conclusively confirmed Adam's death, U.S. Special Forces entered Tall Oaks. Their orders were to assess the situation, gather intelligence and secure the President's corpse. They were issued several other kinds of orders as well, but the details are classified. The following's part of a communication between headquarters and the Special Forces that entered the panic-stricken Tall Oaks during the bioterror attack.

レオン・S・ケネディと合衆国大統領アダム・ベンフォードは、友人とも、同志とも呼べる関係であった。そもそも、レオンを合衆国のエージェントとして引き抜いたのは、当時、合衆国の政府高官を務めていたアダムだった。ラクーンシティでの事件以来、二人は「バイオテロの根絶」という共通の使命感に燃えていた。
歯に衣着せぬ言動で己の正義を貫く政治家のアダムと、冷静沈着にバイオテロを直接制圧するエージェントのレオン。二人の性格は正反対といえるものだったが、アダムは官僚として、レオンはエージェントとして共にバイオテロに立ち向かい、十年来の固い絆を結ばせるに至った。
だが皮肉にも、ラクーンシティの惨状と酷似した状況下で、レオンはアダムを撃ち殺すことになってしまった。
アメリカ合衆国北東部・トールオークスで発生した大規模なバイオテロ。被害はトールオークス全域に及ぶが、アダムが講演を行うため訪れていたアイヴィ大学が最も甚大な被害を被っていることから考えると、何かしらの生物兵器は、明らかに大統領暗殺を目的とし、大学を中心に使用されたとみて間違いない。
FOSからの情報によってアダムの死が決定的となって間もなく、合衆国の特殊部隊がトールオークスへ入っている。指令は、状況把握・情報収集、そして大統領の遺体の確保。その他にも数種の指令を受けていたが、詳細は機密である。以下は、バイオテロでパニック状態のトールオークスに入った特殊部隊と本部との交信の一部である

Leon Kennedy and U.S. President Adam Benford are not only close friends, but champions of similar causes.
When President Benford was a high-ranking government official, he handpicked Leon, elevating him to his high-ranking status. The two men were both motivated by a righteous desire to root out bioterrorism following the events that transpired in Raccoon City in 1998.
Adam had a reputation for being one of the few politicians with integrity, a man of his word, and Agent Kennedy found himself able to trust a man who had never directly faced the evils of bioterrorism. With mutual goals and a mutual respect, they grew close during their ten years of fighting bioterrorism together.
Unfortunately, their friendship is abruptly ended during a biohazard outbreak - one with eerie echoes that mirror the tragedy of Raccoon City - when Agent Kennedy is forced to shoot and kill President Benford.
The focus of the biological attack was set on Ivy University where the president had been visiting to give a talk, leading most to believe this was an assassination attempt. Not only did it succeed, but it also cost the lives of nearly all of those residing in the Tall Oaks area.
Just after word of the president's death was made official by the FOS, U.S. special forces where brought in with orders to obtain the president's body and assess the situation - along with other orders that still remain confidential. Below is a partial transcript of a radio transmission between those special forces and their headquarters.
