Although I haven't met him yet, several months ago some son of a bitch called Vincent became this town's commander.
On the surface he's an elitist dispatched from Umbrella HQ, but as outrageous as it sounds, apparently behind-the-scenes he's someone who has no qualms even with murdering colleagues to further his career. Well, doesn't matter much to me, as I live in this dark basement all year round...
September 20th
I've heard an appalling rumor. Supposedly the newly appointed Commander Vincent orders the factory workers to perform daily savage procedures on young people from around the world. I wasn't told why these young people were brought to this city in the first place, but I've got a bad feeling about it...
Meh, as long as I don't get caught up in the middle of all this, there won't be a problem...
October 10th
I hear there was a big incident above-ground last night.
I don't know the details, but there's a rumor Commander Vincent's committed another atrocity.
November 9th
Commander Vincent finally came down here today for an inspection.
We just chit-chatted, but he seemed like a vicious guy, he got real angry when I took a photo of him as a memento. He's as nasty as they say.

俺はまだ会った事はないが数ヶ月前からビンセントって野郎がこの街の指令官になったそうだ。
表向きはアンブレラ本社から派遣されてきたエリートらしいが、裏じゃ出世のために平気で同僚さえも殺すとんでもない奴らしい。まあ、年中この暗い地下室で暮らしている俺にとってはあまり関係のない話だが・・・。
９月２０日
嫌な噂を聞いた。赴任してきたビンセント司令官の奴、工場の連中に命令して毎日、世界中から連れてきた若者達に残虐な行為をしているらしい。元々あの若者達が何の為にこの街に連れてこられたのか、その理由自体知らされていない俺だが、あまり気持ちのいい話じゃねえな・・・。
まあ、この俺にそのとばっちりがこなければ何の問題もねえのだが・・・。

昨日の夜、上で何か大きな事件が起きたらしい。
詳しい事は知らないが、ビンセント司令官がまた何か残虐なことをしでかしっていう話だ。
１１月９日
今日、とうとうビンセント司令官がここへ視察へやってきた。
たわいもない世間話をしただけだったが見るからに残忍そうな奴で、記念に１枚ってノリで写真を１枚撮ってやったら、すごく怒りやがった。噂どおりの嫌な奴だった。

The new commander Vincent, orders the facility personnel to do savage experiments every day on kids brought in from all over the world. I don't know why those kids were brought to this city, but it sure is disturbing. Well, I don't want to get involved, so long as it doesn't affect me...
