HELENA'S CRIME
Helena's younger sister was taken as a hostage and she promised to lend a hand to Simmons' plot to assassinate the President.
Helena fed false information using the line of the USSS (United States Secret Service) to Ivy University where the President went to give a lecture, saying "a group aiming to kill the President is hiding on campus." Through this, a change occurred in the President's security structure. Several individuals from the USSS were tasked with quickly searching the yard to ensure the security of the lecture. An opportunity presented itself.
But could she say the threat on her darling sister's life justified aiding in terrorism that would shake the nation...? After agonizing, Helena marched into the university desperately appealing to restore the security arrangements. However, the USSS, aware of her blunder during her time as an agent, flatly turned her down. As Helena emotionally appealed, her words were made light of even further.
Then the incident happened. The collapsed security arrangements around the President fell behind in evacuating and the situation barreled down the worst possible direction.
Just before the incident, the state of the event was written in a note left by one of the USSS.

At any rate, Helena Harper nagged at us a little while ago. In a very upset state she's been ranting and raving at us saying "Simmons is targeting the President", "restore the security arrangements", "my sister was threatened as a hostage and I fed false intel."
By "Simmons", does she mean Derek C. Simmons, the President's advisor? Ridiculous. To claim someone who's also the President's close friend could be conspiring something.
To begin with, Helena's the CIA's problem child sent to us after being labelled too unfit to defend the nation because "she doesn't know what to do when her emotions run high." I don't know what her hysteria's about, but put yourself in our shoes.
We'll be in massive trouble if we listen to her and fail to catch an assassin. We've decided to continue the search and let her calm down in some small remote room.
...Even so, this dry cough hasn't gone away for some time. Wonder if I caught a cold?"

妹を人質に取られたヘレナは、シモンズが計画する大統領暗殺に手を貸すことを約束してしまった。
ヘレナは、大統領が講演のために赴いていたアイヴィ大学に向けて、「大統領の命を狙う一団が大学構内に潜んでいる」とUSSS（アメリカ合衆国シークレットサービス）の回線を使用して嘘の情報を流したのである。これによって、大統領の警護体制に変化が起きた。講演の前までに安全を確保するべく、急遽USSSからも数名が構内の捜索に回されたのだ。スキが生じたのである。
しかし、最愛の妹の命がかかっているとは言え、国家を揺るがすテロに手を貸すことが、許されるのだろうか...？苦悶の末、ヘレナは大学へ乗り込み、警備体制を戻すよう必死で訴えかける。しかし、彼女のエージェント時代の失態を知るUSSSは、それを一蹴した。ヘレナが感情的に訴えれば訴えるほど、彼女の言葉は軽んじられていったのだ。
そして事件は起こってしまった。警備体制が崩れていた大統領周辺は退避が遅れ、事態は最悪の方向へと転がり落ちていった。
事件直前、USSSの一人が残したメモに、そのときの様子が記されている。

Derek Simmons coerced Helena Harper into helping him assassinate President Benford when he kidnapped her sister Deborah. Helena had no choice but to send out an alert over the Secret Service's radio that a group had entered Ivy University with the intent to kill President Benford.
The president was on the campus to deliver a speech, and the Secret Service made sure the president was secure before his speech. A number of agents were dispatched to look for the suspects. This created the opening Derek needed.
Helena loved her sister, but she couldn't let herself be party to a terrorist attack. She rushed to the campus to entreat the agents to give up their wild goose chase and protect the president. Many of the agents were aware of her past infractions, so they were disinclined to believe her. Then the attacks came.
Because half the agents were out looking for assassins, the Service was slow in evacuating President Benford, and was unable to save his life.
Below is a memo left behind by a USSS agent before the incident.

Several of us have been ordered to search the college after receiving a report that the president may be in danger of assassination. I hope it's just some kind of prank. I haven't seen anything suspicious so far though, except for Harper going on and on about how she thinks that Derek Simmons is the one trying to kill the president and that we should get back to our posts. Simmons is a friend of the president! She also said that she was forced to report false information after her sister was taken hostage. How can she expect us to believe her when everything she says is crazy? Why did we have to get the CIA's problem child?
If we listen to her and it means we let a possible assassin go, the shit's gonna hit the fan. I think I'll give her some time off in a room somewhere to relax and get her head straight while we continue with the search.
I wish this cough would let up. I must be catching something.
