Concerning the matter of the "t-Virus" outbreak, we roughly estimate the damage to far exceed the initial reports.
The first problem is that more than half the researchers have been infected with the t-Virus and died, and additionally the specific symptoms of t-Virus carriers have already appeared in most survivors. The second problem is that our secret security unit has almost been annihilated and confidential research matters belonging to our company are unguarded and exposed to the outside world. For this point in particular, countermeasures should be undertaken without a moment's delay.
And the third problem is that many of the test subjects have gone out of control and are running amok. Although one could say the dead were appropriately slaughtered and oddly enough support the success of our research, this is also likely to provide the press with alarming material.
In our view, what we should be aiming for is an "urgent and radical solution."
There will likely be swift intervention from the state police and S.T.A.R.S., particularly in Raccoon. Some measures should be undertaken in this area as well.

There is a high possibility that most of the specimens are running loose inside the compound. We expect many casualties to follow.
However yet unfortunate, these casualties underscore the success our research results. Actions must be taken to prevent our research results from being made public.
