Concerning the matter of this "t-Virus" outbreak, our committee's attempted field survey has led us to believe that the estimated damage is far greater than initially reported.
First, although it is currently very difficult to obtain accurate data on the actual numbers, more than half of the researchers appear to have died upon being exposed to the "t-Virus."
Furthermore, almost all of the survivors express severe symptoms unique to t-Virus carriers, and the number of casualties is expected to increase further.
The second problem is that although the security system is barely operational, the secret security unit has been almost completely annihilated, exposing our company's confidential research to the outside world unguarded.
This is a particular point that we must take action on without a moment's delay.
And the third problem, which overlaps with the second one in some respects, is the state of affairs in which many of the test subjects have gone out of control and are running amok.
As a matter of fact, we have observed that the test subjects have killed a significant number of researchers.
Although one could say the dead were appropriately slaughtered and oddly enough support the success of our research, this is also very likely to provide the press with alarming material.
Overall, the situation is extremely dire.
In view of these circumstances, we have no other alternative but to state that it will be completely impossible to conceal the half-completed t-Virus. It is our belief that the best we can hope for is a radical and urgent solution.
It appears that the intervention of the state police and S.T.A.R.S. will be swift, particularly in Raccoon. Some measures should be taken in this area as well.

特にこの点は一刻の猶予もなく対策を講じられたい。
そして第三の問題として、これは第二の問題と重複する点もあるが、実験体の多くがその制御を失って暴走している状況である。
実は、我々が見たところ、研究員のうち実験体に殺害されたと思われる死者が決して少なくないのである。
その死体は惨殺されたというにふさわしいものであり、奇しくも我々の研究の成功を裏付けるものであるが、このままでは報道機関に憂慮すべき材料を提供してしまう可能性もきわめて高い。
総じて事態はきわめて深刻である。
これらの事態をかんがみるに、中途半端な「t-ウイルス」の隠蔽は全く不可能と言わざるを得ない。望むべきは根本的で早急な解決策であると我々は考える。
特にラクーンにおける、州警察やS.T.A.R.S.の介入は迅速なものと思われる。この方面においても何らかの手を打つべきだろう。

First, although it is very difficulty to obtain accurate data in terms of actual numbers, it is thought that more than half of the researchers died after exposure to the "T-Virus". The body count will almost likely increase since nearly all of the survivors show symptoms peculiar to the "T-Virus".
Second, our security system is still in operation. However, our special security guard squad has been nearly destroyed. Because of that, research information considered by our company to be top secret has been made available to outsiders. Counter-measures should be taken as soon as possible.
Finally, many of the "subjects" from the experiments have escaped and are out of control. We believe that some of the researchers were killed by these "subjects" and their bodies were mutilated.
By curious coincidence, these events are proof of the success of our research. However, there is also a very high risk that this news may be leaked to the press if we don't act immediately.
The condition is very serious. Our operation to cover-up the situation is difficult to attain, however we hope the problem will be solved quickly.
We are especially concerned that the State Police and S.T.A.R.S. are intervening too quickly.
We need to act on this situation as well.
