Since failing to revive Hilda, Javier could no longer trust others (Umbrella) and made his own organization study the virus, deciding to utilize it while verifying its usability. (As they didn't possess sophisticated research facilities etc., primitive human experiments were their main method of data collection)
t-Series B.O.W.'s (mainly Zombies) were used to spread fear to neighboring hostile forces such as Communist guerillas.
The United States and other foreign nations became aware of his readiness for global-scale environmental destruction (depriving the Amazon of its capacity for processing CO2) and sought to keep him in check through intervention by means of armed force and economic sanctions.
