BSAA
In 2003, due to the bankruptcy of the pharmaceutical company Umbrella, B.O.W. (Bio Organic Weapon) development technology secretly studied by the company leaked into illegal channels.
As a result, many subversive activities utilizing B.O.W.'s were carried out by organized crime and terrorist organizations around the world. For this reason, the Pharmaceutical Industry Association feared the public would hold them responsible and so formed the anti-bioterrorism special ops unit "BSAA (Bioterrorism Security Assessment Alliance)."
The BSAA's initial formation was a mere non-governmental organization of an elite few with knowledge on bioterror countermeasures, but as the years passed and the bioterror threat expanded, it was reorganized as a special ops unit under United Nations jurisdiction in order to make immediate response to situations possible.
Due to becoming an official agency, they were issued power and authority in government-led foreign nations, such as use of force and the rights to conduct investigations and make arrests. In many cases however, the BSAA doesn't intervene in incidents within the United States.
These circumstances can be verified from a note Chris left in 2005.

"We've concluded our investigation into Harvardville Airport. However, the U.S. Government had mostly cleaned up the incident within a day, so we didn't learn much. All we've confirmed is that the t-Virus and G-Virus were involved in the incident.
In the U.S., they've got their own special counter-bioterror forces that've been fighting bioterrorism for quite a while since the Raccoon incident. Therefore, we at the BSAA are often forced to stand by when an incident occurs in the U.S.
In the case of the incident at the airport, it wasn't until the day after the incident that we were able to get to the scene. From our investigation I found out Claire was caught up in this incident. I contacted her in a panic but there didn't seem to be a problem, so I'm relieved. There's no telling when a bioterror attack comparable to the Raccoon Incident could happen in the United States. I wonder if there'll ever come a day when the BSAA and U.S. reach a compromise..."

結成当初のBSAAは、バイオテロ対策の知識を持つ少数精鋭の民間組織でしかなかったが、年を経るごとにバイオテロの件数や脅威が増していったことで、事態への即応が可能な、国連管轄の実働特殊部隊として再編される。
公的機関になったことで、彼らには政府が存在する他国での捜査権や逮捕権、それに伴う武力行使などの権限が与えられた。ただ、BSAAも、合衆国での事件には介入しないケースが多い。

THE BSAA
In the wake of the Umbrella Corporation's dissolution in 2003, many other pharmaceutical companies saw their bio-organic weapons research enter the black market.
Whether in the hands of organized crime or terrorists, bioweapons were destroying lives around the world. In response to voices calling for action to be taken, the Global Pharmaceutical Consortium formed the antiterrorist task force known as the Bioterrorism Security Assessment Alliance (BSAA).
Initially, the BSAA was just a civilian organization with only advisory status,but as the threat posed by bioterrorism spread, the United Nations decided tosponsor the group in order to have a quick-response force that could deal with threats around the world. With its new sponsorship in place, the BSAA gained the authority to carry out investigations in countries the world over, and to make arrests wherever it is dispatched.
However, the BSAA is often asked not to intervene with incidents within the United States. The reasoning behind this can be seen in a note written by Chris in 2005.

The U.S. government has finished cleaning up the outbreak at Harvardville Airport. They didn't come up with much to help make sense of the incident other than the fact that the T-Virus and G-Virus were the cause of the zombies. They did a good job of cleaning up though. Only took them a day.
Not a big surprise, I suppose. The government has been dealing with these kinds of incidents ever since Raccoon City. I guess that's why the BSAA is never invited to the party. They've got their own bouncers. I just hope they give us a call when things get to be too much for them to handle on their own.
Claire was involved, but I got in touch with her and she seems to be OK. Had me worried.
