STORY
Beginning
The Eastern Slav Republic has been ravaged by civil war due to an independence movement led by anti-government forces. There, biological weapons known as B.O.W.'s are reportedly being deployed in combat. To investigate the truth, Leon's dispatched by the White House as an agent. Upon his arrival though, he learns the U.S. has withdrawn and the mission's been canceled. Despite this, Leon can't ignore the B.O.W.'s and decides to continue his investigation on his own. Leon heads to the rendezvous point with the CIA who'd arrived earlier. There, he's confronted by a B.O.W. called the Licker. Leon skillfully corners the Licker, but during the battle, he's caught in an explosion and loses consciousness. When he awakens, he finds himself captive.
Buddy
Leon was captured by an anti-government force. The main members were Buddy and JD, along with an elder-like man called Ataman. As he found himself acting alongside them, Leon learned of their purpose. They planned to storm the presidential palace to achieve independence—the key to which was the "power to control Lickers" obtained by absorbing the parasitic Plaga. Buddy approved of this plan and set out to retrieve the Plaga the elders supplied. Meanwhile, JD was conflicted. He didn't want Buddy to become a monster—driven by this desire, he turned to Leon for help. After receiving weapons from JD, Leon followed Buddy. However, waiting for him at the retrieval site was Ada, a woman he'd once fought alongside.
Truth
The church, which had been a base for the anti-government forces, was destroyed by an attack from Ganado, a human infected with Plaga. Leon confronts Buddy at the church, but is unable to stop him before dawn breaks. The anti-government forces launch their assault on the presidential palace—by the time Leon arrives, it has already been overrun by Lickers. Leon searches for Buddy and makes his way deeper into the palace. Meanwhile, Ada had infiltrated the presidential mansion for her own purposes. Eventually, the two of them reached the underground facility, where they saw a cluster of cylinders arranged like a beehive. It was a facility for cultivating Plagas. As they closed in on the truth hidden in this place, President Svetlana and the government forces surrounded Leon and Ada.

Leon attempts to escape, but is confronted by government troops intent on eliminating him. Suddenly a massive horde of Lickers rushes in. Buddy's the one controlling the Lickers.

Emerging from it is a government-owned Tyrant, an overwhelmingly powerful enemy sent to eliminate the intruders. The Tyrant deflects bullets and dispatches Lickers with a single blow. Leon and Buddy join forces to confront the formidable foe. Though they manage to escape to the ground, their pursuers don't stop. Determined to fulfill his mission, Leon firms his resolve and raises his gun—.

EXCLUSIVE STAFF INTERVIEW
In the late summer heat, we sat down with director Kamiya, screenwriter Suga, and producer Kobayashi to discuss the making of biohazard DAMNATION and its highlights.
—--Could you tell us how the idea to make a second CG film with the same staff as the previous “Degeneration” came about?
KOBAYASHI: Around the end of the year when the previous film was released, the topic of “What's next?” came up. Although it was only shown in three theaters, it was sold out even on weekdays during the day. The DVD and Blu-ray sales were also strong worldwide, so we decided to go ahead with the next one.
KAMIYA: It was around the end of 2008, I think. I remember being approached about a sequel at a hot pot restaurant. At that time, Suga wasn't part of the team yet.
SUGA: That's right. I wasn't part of the team initially. Kobayashi-san and Kamiya-san had the initial discussion, and the director said, "Let's do it again with Suga-san included," so I joined the team.
KAMIYA: I can't remember if it was Kobayashi-san or Sony who suggested, “If we do the next one, how about keeping the same staff?” Since we had a good understanding of each other's styles from the previous film, we all agreed to continue with the same team.
KOBAYASHI: I'd worked with Kamiya-san and Suga-san separately before “Degeneration,” but that was the first time the two of you worked together, right?
KAMIYA: That's right.
SUGA: It was good though. Earlier, Kamiya-san said at the opening day stage greeting, "If everyone supports us, I'll come back!" So if I hadn't been in the sequel, it would've been awkward (laughs).
EVERYONE: (laughs)
——Why'd you choose Eastern Europe as the setting?
KAMIYA: I was the one who first suggested Eastern Europe. Since the previous film was set in the United States, Kobayashi-san mentioned wanting to set it in another country.
KOBAYASHI: That's right. We wanted to avoid the United States.
KAMIYA: After considering various options, Eastern Europe came up as a candidate. Eastern Europe has many old buildings, and it was part of the Soviet Union until recently. Even now, there are small conflicts between independent countries, and there have been independence movements within them. I thought the atmosphere of a battlefield and the fact that old buildings still remain would be good. Also, 13 years ago, I worked as an assistant director on Mamoru Oshii's "Avalon" and visited Poland. I liked the atmosphere there, so I suggested Eastern Europe. From there, we asked Suga to create a fictional country in Eastern Europe.
SUGA: When you say Eastern Europe, it's a very broad area, spanning from one end of the former Soviet Union to the other. Within that, I proposed a country that could capture Kamiya's vision along with the gothic atmosphere of the original BIOHAZARD game Kobayashi mentioned.
KAMIYA: I wanted the setting to be a battlefield, a country in the midst of civil war, so we opted for a fictional country. It would be too difficult to create a real country.
SUGA: That's right. If you set it in a real country, the political message becomes too strong. So we first considered common issues from real-world problems. We based it on the challenges faced by countries that have gained independence from Russia. The result's a structure of a major power and smaller nations beneath it, set in Eastern Europe.
KAMIYA: Based on Suga's research, there were parts that reminded us of Ukraine, so we decided it'd be a good idea to do location scouting. The underground tunnel that appears at the beginning of the film actually exists, and it's mentioned in the script. It was a tunnel where partisans took refuge during battle against the Nazis in World War II. We also looked at various other places for reference, including a nuclear missile launch base that's open to the public. We visited places like a decommissioned silo turned into a museum, a town with a secret submarine base, and underground shelters that can withstand a nuclear attack.
SUGA: Are those places reflected in the underground facilities in this film?
KAMIYA: Yes, they are.
KOBAYASHI: I saw the location scouting report, and I think it was put to good use.
——Was Leon being the main character decided from the initial concept?
KOBAYASHI: Yes, it was. We wanted to establish a clear position as a sequel to the film, so we didn't want to change the protagonist. Since the production team's the same, we felt we could revisit Leon with a deeper understanding of him. Of course, we did confirm with Director Kamiya, "How about Leon again?" and it was decided smoothly. After deciding on the main character, we discussed how to portray Leon, and it was memorable when the director said, "I wanna make him suffer." (laughs)
KAMIYA: In the previous film, Leon was like Superman, so this time I talked about the idea of hurting Leon. I also mentioned that if Leon was going to appear, I wanted Ada to appear as well. I even talked about doing a love story between the two of them, if possible...
KOBAYASHI: No love stories, please (laughs).
KAMIYA: (laughs) There were various lessons learned from the previous film. The Leon from the last film was kind of brooding...
KOBAYASHI: He didn't talk much.
KAMIYA: For this film, we asked Suga-san to return to the feel of the game biohazard 4.
SUGA: In the previous film, I felt the difficulty of acting through CG. Especially expressions. There are things that can't be expressed even if you imagine them as regular acting. The staff told me it was impossible, but since it was my first time, I really felt I needed to incorporate more dialogue to express those emotions. That's when I think I understood how Leon from the BIOHAZARD games was created. By having him say those harsh lines with that expression, the character comes to life. By grasping that, this version of Leon has turned out to be a good old-timer. Writing the dialogue was a lot of fun.
KAMIYA: The original idea was to use dialogue to complement the limited expressions of CG characters. However, with the technical advancements in this installment, we can now achieve richer expressions, so I think it's a better form of expression.
——Could you tell us about the circumstances behind Ada's appearance?
KAMIYA: I just felt if Leon was appearing, Ada had to be there too. We decided to include Ada, but since she’s tied to the games, we had to figure out how to handle her.
KOBAYASHI: Ada's in a pretty tough position. We had to make a lot of adjustments because of what happens in BIOHAZARD 6. She’s a mysterious character, so we didn’t want to set her up too much. Kamiya-san made a lot of suggestions, but we ended up saying no since it'd lock in her character. I feel like we spent more time on Ada than Leon, the main character.
SUGA: It starts with the question, "Who is she?" Also, there are gaps between each work, so it's unclear what she's been doing. We can't write about that time. In this film, we just mention it casually, like a conversation had recently.
KOBAYASHI: That's the only way we can say it. We can't say anything definite about what happened a year ago. So it becomes vague.
SUGA: I think what fans want from Leon and Ada's relationship is basically "neither too close nor too distant." Ever since they met in BIOHAZARD 2, Leon's been handling field work and really coming into his own, but when Ada appears, he's pulled back to his younger self. I think we were able to capture that unique atmosphere between the two of them.
KOBAYASHI: This film naturally has the atmosphere of the game "4," and both of you also have a deep understanding of "4." Since "6" is also coming out, we need to consider that as well, but the official setting isn't rigidly fixed. If either of you ask, "Did Leon and Ada meet up?" I can only answer they probably met after "4." Since they don't meet that often though, we decided to position this as a reunion. If they hadn't met at all, it'd be way too long.
EVERYONE: (laughs)
KOBAYASHI: We don't mention it much in the story, but the setting of the game "4" is 2004, and this one's set in 2011. If nothing happened in between, it'd be seven years since they last met, which is way too long.
SUGA: In fact, there was a scene with Ada in America.
KOBAYASHI: That was in the script at one point.
SUGA: The director said we should start with Ada in America since she’s an American agent. We were shown a single scene, and it was a great opening for the movie. That’s when we came up with the idea of "Ada finding a dead body of a Licker in a warehouse in the middle of nowhere in America. Its back had been completely hollowed out from the spine down." Leon rushes to the scene, deliberately glances back at the surveillance camera, and spots Ada leaving. Essentially, it's a message saying, "Can you find something from this corpse connected to me?" But it was all cut out (laughs).
EVERYONE: (laughs)
KOBAYASHI: Initially that was Leon's reason for going there.
KAMIYA: Actually, it was because Ada invited him.
SUGA: It was a great scene and looked cool, we could've gone ahead keeping that setting. However, that would've resulted in lines the audience wouldn't understand. So we completely cut it out, and in this film, Leon and Ada just happen to meet at the scene by chance.
——This film has the feel of a buddy movie. Could you tell us why you chose the buddy movie theme?
SUGA: I thought it'd be interesting to introduce an element of questioning or judgment regarding what Leon believes in and does. Doing it too grandly wouldn't work though. That's why we made Buddy, as a mirror image of Leon. That's why Buddy and Leon are the same age.
KOBAYASHI: We've been wanting to do a buddy movie since the early days.
KAMIYA: It started with the idea of a character who uses a Licker, then the concept of a character who contrasts with Leon emerged... From there, the plot developed into a story where Buddy fights alongside the true enemy, leading us to conclude a buddy movie was the appropriate genre.
——Buddy's best friend JD is a great character.
KOBAYASHI: Actually, he's a combination of two characters.
KAMIYA: During production, one character was dropped. In the script there was a character named Irina, who was Buddy's fiancée, but she was cut during production. Going back even further, Irina wasn't even in the original concept, but the producer decided we needed a young female character (laughs). There was a discussion about whether the film would only feature older men and women, so we created Irina. Since we'd already created her, we decided to give her a more intense relationship with Leon, so she was written as a more complex character in the script.
SUGA: That's right. Through Irina, the anti-government JD comes to understand Leon, and in the end, so does Buddy. Her role was also to advocate for the legitimacy of her fiancé, Buddy.
KAMIYA: After Ataman dies in the film, Leon reunites with JD, right? In the original script, all of JD's role after that scene was originally Irina's.
KOBAYASHI: The roles of advocating for the anti-government side and defending Buddy's legitimacy were combined into JD, which is why he has such a wide range of actions. He really turned out to be an amazing character.
SUGA: Maybe that's how good characters are made (laughs).
KAMIYA: Due to various circumstances, she was removed, and Suga had to rewrite it at the last minute. How last minute was it? Well, there was a casting audition in the US, and at the time of the audition, Irina still existed, so auditions for her role were also held. There was talk Irina might be cut, but she was officially canceled after we returned to Japan. In the end, I think Irina and JD came together to form a broad, deep character. JD's the one I'm most attached to.
——The image of the Licker being used as a weapon against civilians was shocking to fans. Where'd you get that idea?
KAMIYA: Since the setting's a battlefield, I wanted to treat the “B.O.W.” as a proper weapon. They were being researched as weapons, but they failed and became uncontrollable, leading to disastrous consequences. This time though, since they're weapons used on the battlefield, the underlying idea was that "a weapon that can't be controlled by itself is nonsense." This is a line from "Mobile Police Patlabor 2 the Movie," but it's true that without some form of control, a weapon's useless. So we started from there, asking, "How can we make it work?"
KOBAYASHI: That's right. When we created the creature Ganado in the game "4," there was a setting where there were dominant and subordinate species, so we decided to use that to control the Lickers.
SUGA: In the game BIOHAZARD 5, everyone ends up using them, right? The one with the speaker says, "Go," and the parasites obey that command.
KAMIYA: From the start, Kobayashi asked us to use Ganados and parasites instead of the T-Virus, following the recent trend in the games. We thought this might enable control of the monsters as well.
KOBAYASHI: After all, they can control humans too.
SUGA: The Lickers turned out surprisingly cute, didn't they? (laughs)
KAMIYA: In this film, players can empathize with the creatures. This is a new attempt, isn't it? I don't think we've ever done that before.
KOBAYASHI: I feel bad telling the director this every time, but when we create new creatures, they may turn out to be very appealing, but since they're new to the world of BIOHAZARD, I think the audience's reaction will be lukewarm. That's why we ask him to use existing creatures. We don't mind if he changes the design depending on the creature. All fans know the Licker, but using it as a weapon is a new idea in this film, so it's something new.
——The Tyrant made a long-awaited return as a boss character.
SUGA: In the early stages, there were a lot of creatures. At that time, it felt like all the creatures were going to appear. It was like everything except Zombies was going to show up. Among those, the Licker and Tyrant were the ones that remained, or rather, they were the ones that made it through the selection process.
KAMIYA: Also, we wanted to use them as weapons. The Tyrant is the most weapon-like, and when you put clothes on it, it looks military, right?
SUGA: In the game "2", the Tyrant was already being used by humans, right?
KOBAYASHI: In "2", six Tyrants were deployed in Raccoon City.
KAMIYA: The Tyrant's vibe had a military feel to it, so we wanted to have a lot of them swarming around. Not like "Neon Genesis Evangelion," but more like mass-produced Tyrants swarming around. In the end they didn't appear that much.
KOBAYASHI: Multiple Tyrants did appear though. I'm sure Tyrants are expensive. That's why we couldn't afford to have that many. We didn't have the budget (laughs).
SUGA: Even for the wealthy (laughs).
KAMIYA: In that context, we talked about how cool it'd be to have Tyrants and Lickers fighting each other. I come from a monster movie background, so I find monster battles more exciting.
SUGA: The scene where the Tyrant and the Lickers fight is great, isn't it?
KOBAYASHI: I think it's pretty rare to have creatures fight each other.
KAMIYA: But that made the filming process really tough.
KOBAYASHI: The Tyrant also fights a tank, after all.
——Is the Tyrant done with motion capture?
KAMIYA: The Tyrant is, yes. Since it's human-shaped, it's obviously motion capture, but we also used motion capture for the Lickers.
KOBAYASHI: After all, the Lickers were originally human.
KAMIYA: At first, I thought we’d do all the Licker movements by hand, but by capturing them, we could add a sense of noise or natural, biological movement to their motions. So we filmed as much as possible within the range of human movement and combined that with hand-drawn animation to create the Licker movements.The action team had to run around the capture studio on all fours, jump, and perform various other movements. Running on all fours is actually quite challenging. In old monster movies, they used to crawl on all fours with their knees on the ground. But if the Licker crouches down, it can't move quickly, so we directed the actors to run as fast as possible without crouching and keeping a low stance. After doing that for a while, their arms started shaking (laughs). Plus, the production team schedules similar scenes back-to-back. So the morning would be all about the Licker's movements, and the action team would start complaining. We had to mix in other scenes in between to get through it. (laughs)
KOBAYASHI: I think all that effort paid off in the final product.
——The Tyrant on-screen looked bigger than the original design.
KOBAYASHI: That was the director's intention—to make it bigger.
KAMIYA: Well, in my opinion, it was because of Suga's script (laughs). We were struggling with how to defeat the Tyrant in the end, and we discussed it with Suga for a long time. Through brainstorming, Suga-san came up with the idea of blowing its head off with a tank. We verified how big the Tyrant would need to be to interact with a tank. That said, it was a simple process of preparing a tank model and several figures, finding the right size, then calculating the Tyrant's size. Since the verification tank was a 1/35 scale model, we multiplied the figure size by 35 to get the Tyrant's size on-screen. So, we didn't just arbitrarily make the Tyrant bigger; we needed that size for it to interact with the tank. Initially though, Kobayashi-san said, "This is way too big for the Tyrant!" (laughs)
KOBAYASHI: It was way too big, wasn't it? (laughs)
KAMIYA: I explained this size was absolutely necessary to interact with the tank, and somehow convinced him.
SUGA: The Tyrant seems impossible to defeat no matter what you do.
KOBAYASHI: In this film, it was good that it felt like you couldn't win.
KAMIYA: Otherwise, we couldn't make Leon suffer. Also, when the Tyrant interacts with the Lickers, I had this image of the Lickers jumping onto the Tyrant and climbing up its body, so the size was necessary. The Lickers are also bigger than humans, after all. For these reasons, we decided the Tyrant should be different from the ones that appeared in previous games, so we were given free rein to design it from scratch.
——The design of that black coat is really cool.
KAMIYA: The Tyrant's costume was designed by Dango Takeda, who has worked on costumes for "Gekidan Shin Kan-sen" and other productions. He's the one who designed the "Gantz Suit" for the movie GANTZ. It turned out to be a cool costume that's very much his style. Maybe we should make it and sell it? (laughs) By the way, the design of the interior was done by Hyakutake Tomohiro, who designed “G (Curtis)” in the previous film.
——Finally, please share what you think are the highlights of this film.
KAMIYA: For me, it's everything (laughs). I really focused on every single scene. Especially the firearms—I'm a gun enthusiast, so I tried to choose guns that fit the battlefield. Since the setting's Eastern Europe, we used guns that don’t often appear in Hollywood movies. On the other hand, that made it difficult as there wasn’t much reference material, but (laughs) as I mentioned earlier, we placed the highest priority on the battles between the creatures, and in terms of details, the explosions. When the CG team presented the effects, I pointed out things like, "This material wouldn’t explode like that."
SUGA: The explosions were mentioned in the script (laughs).
EVERYONE: (laughs)
SUGA: "That explosion's different." It's not common for the script to be rejected that much at the script stage (laughs). In the script, when describing an explosion, it's just "an explosion," but there are details like "this building won't collapse" or "the explosion won't put them in this kind of danger" (laughs).
——How about you, Suga-san?
SUGA: For me, it's the key dialogue between Leon and his partner in their scenes together. How to push Leon to the limit was one of the themes the director presented to me from the start, so I put a lot of effort into that. Also, while it might sound odd to say, I tried to capture the essence of Leon audiences want to see, which is slightly different from Leon in the previous film, especially in the small dialogue scenes. I hope people will pay attention to that.
——Kobayashi-san, please.
KOBAYASHI: For this film, I’d say Leon and Ada. The scene where Leon and Ada meet is probably something fans are looking forward to. Also, both Kamiya-san and Suga-san really like Ada, so they worked hard to make her dialogue and action scenes feel good. That’s another highlight I think.
SUGA: Speaking of Ada, that scene was decided from the start, right? The content wasn't decided at all, besides “I'm Ada Wong from BSAA” (laughs)
KOBAYASHI: That was the only thing we decided on. We absolutely had to do it (laughs)
SUGA: Kobayashi told me, "We're using this for promotion, so it's a must!" I was like, "You're already talking about promotion!?" (laughs) That was a done deal.
KOBAYASHI: Let's have her say “BSAA” to mislead the audience (laughs)
In the late summer heat, we sat down with director Kamiya, screenwriter Suga, and producer Kobayashi to discuss the making of biohazard DAMNATION and its highlights.
—--Could you tell us how the idea to make a second CG film with the same staff as the previous “Degeneration” came about?
KOBAYASHI: Around the end of the year when the previous film was released, the topic of “What's next?” came up. Although it was only shown in three theaters, it was sold out even on weekdays during the day. The DVD and Blu-ray sales were also strong worldwide, so we decided to go ahead with the next one.
KAMIYA: It was around the end of 2008, I think. I remember being approached about a sequel at a hot pot restaurant. At that time, Suga wasn't part of the team yet.
SUGA: That's right. I wasn't part of the team initially. Kobayashi-san and Kamiya-san had the initial discussion, and the director said, "Let's do it again with Suga-san included," so I joined the team.
KAMIYA: I can't remember if it was Kobayashi-san or Sony who suggested, “If we do the next one, how about keeping the same staff?” Since we had a good understanding of each other's styles from the previous film, we all agreed to continue with the same team.
KOBAYASHI: I'd worked with Kamiya-san and Suga-san separately before “Degeneration,” but that was the first time the two of you worked together, right?
KAMIYA: That's right.
SUGA: It was good though. Earlier, Kamiya-san said at the opening day stage greeting, "If everyone supports us, I'll come back!" So if I hadn't been in the sequel, it would've been awkward (laughs).
EVERYONE: (laughs)
——Why'd you choose Eastern Europe as the setting?
KAMIYA: I was the one who first suggested Eastern Europe. Since the previous film was set in the United States, Kobayashi-san mentioned wanting to set it in another country.
KOBAYASHI: That's right. We wanted to avoid the United States.
KAMIYA: After considering various options, Eastern Europe came up as a candidate. Eastern Europe has many old buildings, and it was part of the Soviet Union until recently. Even now, there are small conflicts between independent countries, and there have been independence movements within them. I thought the atmosphere of a battlefield and the fact that old buildings still remain would be good. Also, 13 years ago, I worked as an assistant director on Mamoru Oshii's "Avalon" and visited Poland. I liked the atmosphere there, so I suggested Eastern Europe. From there, we asked Suga to create a fictional country in Eastern Europe.
SUGA: When you say Eastern Europe, it's a very broad area, spanning from one end of the former Soviet Union to the other. Within that, I proposed a country that could capture Kamiya's vision along with the gothic atmosphere of the original BIOHAZARD game Kobayashi mentioned.
KAMIYA: I wanted the setting to be a battlefield, a country in the midst of civil war, so we opted for a fictional country. It would be too difficult to create a real country.
SUGA: That's right. If you set it in a real country, the political message becomes too strong. So we first considered common issues from real-world problems. We based it on the challenges faced by countries that have gained independence from Russia. The result's a structure of a major power and smaller nations beneath it, set in Eastern Europe.
KAMIYA: Based on Suga's research, there were parts that reminded us of Ukraine, so we decided it'd be a good idea to do location scouting. The underground tunnel that appears at the beginning of the film actually exists, and it's mentioned in the script. It was a tunnel where partisans took refuge during battle against the Nazis in World War II. We also looked at various other places for reference, including a nuclear missile launch base that's open to the public. We visited places like a decommissioned silo turned into a museum, a town with a secret submarine base, and underground shelters that can withstand a nuclear attack.
SUGA: Are those places reflected in the underground facilities in this film?
KAMIYA: Yes, they are.
KOBAYASHI: I saw the location scouting report, and I think it was put to good use.
——Was Leon being the main character decided from the initial concept?
KOBAYASHI: Yes, it was. We wanted to establish a clear position as a sequel to the film, so we didn't want to change the protagonist. Since the production team's the same, we felt we could revisit Leon with a deeper understanding of him. Of course, we did confirm with Director Kamiya, "How about Leon again?" and it was decided smoothly. After deciding on the main character, we discussed how to portray Leon, and it was memorable when the director said, "I wanna make him suffer." (laughs)
KAMIYA: In the previous film, Leon was like Superman, so this time I talked about the idea of hurting Leon. I also mentioned that if Leon was going to appear, I wanted Ada to appear as well. I even talked about doing a love story between the two of them, if possible...
KOBAYASHI: No love stories, please (laughs).
KAMIYA: (laughs) There were various lessons learned from the previous film. The Leon from the last film was kind of brooding...
KOBAYASHI: He didn't talk much.
KAMIYA: For this film, we asked Suga-san to return to the feel of the game biohazard 4.
SUGA: In the previous film, I felt the difficulty of acting through CG. Especially expressions. There are things that can't be expressed even if you imagine them as regular acting. The staff told me it was impossible, but since it was my first time, I really felt I needed to incorporate more dialogue to express those emotions. That's when I think I understood how Leon from the BIOHAZARD games was created. By having him say those harsh lines with that expression, the character comes to life. By grasping that, this version of Leon has turned out to be a good old-timer. Writing the dialogue was a lot of fun.
KAMIYA: The original idea was to use dialogue to complement the limited expressions of CG characters. However, with the technical advancements in this installment, we can now achieve richer expressions, so I think it's a better form of expression.
——Could you tell us about the circumstances behind Ada's appearance?
KAMIYA: I just felt if Leon was appearing, Ada had to be there too. We decided to include Ada, but since she’s tied to the games, we had to figure out how to handle her.
KOBAYASHI: Ada's in a pretty tough position. We had to make a lot of adjustments because of what happens in BIOHAZARD 6. She’s a mysterious character, so we didn’t want to set her up too much. Kamiya-san made a lot of suggestions, but we ended up saying no since it'd lock in her character. I feel like we spent more time on Ada than Leon, the main character.
SUGA: It starts with the question, "Who is she?" Also, there are gaps between each work, so it's unclear what she's been doing. We can't write about that time. In this film, we just mention it casually, like a conversation had recently.
KOBAYASHI: That's the only way we can say it. We can't say anything definite about what happened a year ago. So it becomes vague.
SUGA: I think what fans want from Leon and Ada's relationship is basically "neither too close nor too distant." Ever since they met in BIOHAZARD 2, Leon's been handling field work and really coming into his own, but when Ada appears, he's pulled back to his younger self. I think we were able to capture that unique atmosphere between the two of them.
KOBAYASHI: This film naturally has the atmosphere of the game "4," and both of you also have a deep understanding of "4." Since "6" is also coming out, we need to consider that as well, but the official setting isn't rigidly fixed. If either of you ask, "Did Leon and Ada meet up?" I can only answer they probably met after "4." Since they don't meet that often though, we decided to position this as a reunion. If they hadn't met at all, it'd be way too long.
EVERYONE: (laughs)
KOBAYASHI: We don't mention it much in the story, but the setting of the game "4" is 2004, and this one's set in 2011. If nothing happened in between, it'd be seven years since they last met, which is way too long.
SUGA: In fact, there was a scene with Ada in America.
KOBAYASHI: That was in the script at one point.
SUGA: The director said we should start with Ada in America since she’s an American agent. We were shown a single scene, and it was a great opening for the movie. That’s when we came up with the idea of "Ada finding a dead body of a Licker in a warehouse in the middle of nowhere in America. Its back had been completely hollowed out from the spine down." Leon rushes to the scene, deliberately glances back at the surveillance camera, and spots Ada leaving. Essentially, it's a message saying, "Can you find something from this corpse connected to me?" But it was all cut out (laughs).
EVERYONE: (laughs)
KOBAYASHI: Initially that was Leon's reason for going there.
KAMIYA: Actually, it was because Ada invited him.
SUGA: It was a great scene and looked cool, we could've gone ahead keeping that setting. However, that would've resulted in lines the audience wouldn't understand. So we completely cut it out, and in this film, Leon and Ada just happen to meet at the scene by chance.
——This film has the feel of a buddy movie. Could you tell us why you chose the buddy movie theme?
SUGA: I thought it'd be interesting to introduce an element of questioning or judgment regarding what Leon believes in and does. Doing it too grandly wouldn't work though. That's why we made Buddy, as a mirror image of Leon. That's why Buddy and Leon are the same age.
KOBAYASHI: We've been wanting to do a buddy movie since the early days.
KAMIYA: It started with the idea of a character who uses a Licker, then the concept of a character who contrasts with Leon emerged... From there, the plot developed into a story where Buddy fights alongside the true enemy, leading us to conclude a buddy movie was the appropriate genre.
——Buddy's best friend JD is a great character.
KOBAYASHI: Actually, he's a combination of two characters.
KAMIYA: During production, one character was dropped. In the script there was a character named Irina, who was Buddy's fiancée, but she was cut during production. Going back even further, Irina wasn't even in the original concept, but the producer decided we needed a young female character (laughs). There was a discussion about whether the film would only feature older men and women, so we created Irina. Since we'd already created her, we decided to give her a more intense relationship with Leon, so she was written as a more complex character in the script.
SUGA: That's right. Through Irina, the anti-government JD comes to understand Leon, and in the end, so does Buddy. Her role was also to advocate for the legitimacy of her fiancé, Buddy.
KAMIYA: After Ataman dies in the film, Leon reunites with JD, right? In the original script, all of JD's role after that scene was originally Irina's.
KOBAYASHI: The roles of advocating for the anti-government side and defending Buddy's legitimacy were combined into JD, which is why he has such a wide range of actions. He really turned out to be an amazing character.
SUGA: Maybe that's how good characters are made (laughs).
KAMIYA: Due to various circumstances, she was removed, and Suga had to rewrite it at the last minute. How last minute was it? Well, there was a casting audition in the US, and at the time of the audition, Irina still existed, so auditions for her role were also held. There was talk Irina might be cut, but she was officially canceled after we returned to Japan. In the end, I think Irina and JD came together to form a broad, deep character. JD's the one I'm most attached to.
——The image of the Licker being used as a weapon against civilians was shocking to fans. Where'd you get that idea?
KAMIYA: Since the setting's a battlefield, I wanted to treat the “B.O.W.” as a proper weapon. They were being researched as weapons, but they failed and became uncontrollable, leading to disastrous consequences. This time though, since they're weapons used on the battlefield, the underlying idea was that "a weapon that can't be controlled by itself is nonsense." This is a line from "Mobile Police Patlabor 2 the Movie," but it's true that without some form of control, a weapon's useless. So we started from there, asking, "How can we make it work?"
KOBAYASHI: That's right. When we created the creature Ganado in the game "4," there was a setting where there were dominant and subordinate species, so we decided to use that to control the Lickers.
SUGA: In the game BIOHAZARD 5, everyone ends up using them, right? The one with the speaker says, "Go," and the parasites obey that command.
KAMIYA: From the start, Kobayashi asked us to use Ganados and parasites instead of the T-Virus, following the recent trend in the games. We thought this might enable control of the monsters as well.
KOBAYASHI: After all, they can control humans too.
SUGA: The Lickers turned out surprisingly cute, didn't they? (laughs)
KAMIYA: In this film, players can empathize with the creatures. This is a new attempt, isn't it? I don't think we've ever done that before.
KOBAYASHI: I feel bad telling the director this every time, but when we create new creatures, they may turn out to be very appealing, but since they're new to the world of BIOHAZARD, I think the audience's reaction will be lukewarm. That's why we ask him to use existing creatures. We don't mind if he changes the design depending on the creature. All fans know the Licker, but using it as a weapon is a new idea in this film, so it's something new.
——The Tyrant made a long-awaited return as a boss character.
SUGA: In the early stages, there were a lot of creatures. At that time, it felt like all the creatures were going to appear. It was like everything except Zombies was going to show up. Among those, the Licker and Tyrant were the ones that remained, or rather, they were the ones that made it through the selection process.
KAMIYA: Also, we wanted to use them as weapons. The Tyrant is the most weapon-like, and when you put clothes on it, it looks military, right?
SUGA: In the game "2", the Tyrant was already being used by humans, right?
KOBAYASHI: In "2", six Tyrants were deployed in Raccoon City.
KAMIYA: The Tyrant's vibe had a military feel to it, so we wanted to have a lot of them swarming around. Not like "Neon Genesis Evangelion," but more like mass-produced Tyrants swarming around. In the end they didn't appear that much.
KOBAYASHI: Multiple Tyrants did appear though. I'm sure Tyrants are expensive. That's why we couldn't afford to have that many. We didn't have the budget (laughs).
SUGA: Even for the wealthy (laughs).
KAMIYA: In that context, we talked about how cool it'd be to have Tyrants and Lickers fighting each other. I come from a monster movie background, so I find monster battles more exciting.
SUGA: The scene where the Tyrant and the Lickers fight is great, isn't it?
KOBAYASHI: I think it's pretty rare to have creatures fight each other.
KAMIYA: But that made the filming process really tough.
KOBAYASHI: The Tyrant also fights a tank, after all.
——Is the Tyrant done with motion capture?
KAMIYA: The Tyrant is, yes. Since it's human-shaped, it's obviously motion capture, but we also used motion capture for the Lickers.
KOBAYASHI: After all, the Lickers were originally human.
KAMIYA: At first, I thought we’d do all the Licker movements by hand, but by capturing them, we could add a sense of noise or natural, biological movement to their motions. So we filmed as much as possible within the range of human movement and combined that with hand-drawn animation to create the Licker movements.The action team had to run around the capture studio on all fours, jump, and perform various other movements. Running on all fours is actually quite challenging. In old monster movies, they used to crawl on all fours with their knees on the ground. But if the Licker crouches down, it can't move quickly, so we directed the actors to run as fast as possible without crouching and keeping a low stance. BIOHAZARD HISTORY

The Arklay Mountains, located in the outskirts of Raccoon City in the American Midwest. A series of bizarre incidents had been occurring there, with people going missing and being found dead, evidently killed in a brutal manner. In response, the Raccoon Police Department dispatched a special unit called S.T.A.R.S. Bravo Team to investigate. The helicopter carrying the team suffered engine trouble however and crashed in a forest near the scene. There, they found a wrecked convoy vehicle and brutally murdered soldiers. The team begins searching for Billy Coen, an escaped soldier who was supposed to be in the convoy. Meanwhile, new team member Rebecca Chambers searches a nearby train and encounters Zombies, then Billy himself.
• There are numerous reports of people missing or in distress in the Arklay Mountains on the outskirts of Raccoon City. The city decides to call in S.T.A.R.S. to investigate.
• Umbrella dispatches two investigation teams to repurpose the executive training school. The first investigation team's wiped out by B.O.W.'s inside the facility.
• The S.T.A.R.S. Bravo Team's helicopter makes an emergency landing in the Arklay Mountains.
• The Bravo Team investigates Umbrella's Ecliptic Express and former executive training school. After a battle, the training school's destroyed.

The Arklay Mountains, located on the outskirts of Raccoon City. The Bravo Team sent to investigate the area ended up going missing. The next day, the Alpha Team from the same unit set out to search for them but were suddenly attacked by a pack of zombie-like dogs. The team members were urged by their leader, Albert Wesker, to take refuge in a nearby mansion. This was no ordinary mansion though. What Chris Redfield witnessed was the horrifying sight of Zombies devouring his comrades. Chris begins a solo investigation to escape the mansion. Meanwhile, Jill Valentine, who also took refuge in the mansion, conducts her own investigation separately from Chris. During her search, she discovers there's a traitor within the team.
• Alpha Team's dispatched to search for the S.T.A.R.S. Bravo Team and arrives at the mansion.
• Wesker's betrayal is exposed to Bravo Team Captain Enrico Marini. Wesker shoots and kills Enrico.

Approximately two months after the events in the Arklay Mountains and the mansion, another tragedy struck Raccoon City. Most of the citizens turned into Zombies and the city became a living hell. Two young people were heading toward the city: Leon S. Kennedy, assigned to the Raccoon Police Department, and Claire Redfield, who was searching for her missing brother Chris. After meeting by chance, the two fled to the police station and decided to split up to search for survivors. While searching for survivors and an escape route, Leon encountered a mysterious woman named Ada Wong, while Claire met a young girl named Sherry Birkin. As they joined forces with Ada and Sherry, the two began to uncover the truth behind the tragedy—.
