ZOMBIE
In 1998, an accident that occurred in Raccoon City leaked the "t-Virus" throughout. Once vital activities cease in humans infected with this, they're confirmed to revive and become ferocious.
Since changes such as eye clouding and skin peeling or falling off were among their visible features, they were called "Zombies", referring to the "living dead."
Although the cause of the bioterror attack in Tall Oaks is unclear, many humans were witnessed who closely resemble t-Virus carriers. They're also identified as Zombies. However, the Zombies documented in Tall Oaks have been observed with different characteristics from t-Virus carriers.

I'll briefly report intel on the carriers resulting from this bioterror attack.
First is their enhanced physical capabilities. Many carriers display swift movements like running or leaping. They also attack using tools, albeit fumbingly, and display the ability to evade or climb obstacles.
We're aware that a small number of Zombies infected with the t-Virus and G-Virus exhibited these behaviors. However, due to their small numbers and uncertain causes, these were never made public outside of records retained by the BSAA and a few U.S. investigative agencies.
This time though, most of the carriers exhibit such behaviors. Unlike the old "dumb shambling corpses", they're clearly ferocious and, to put it bluntly, I'd say they're "resilient." We need to investigate with caution."

その容貌には、目の白濁や、皮膚がただれたように剥がれおちるといった変化が見られたため、"生ける屍"の意味を込め「ゾンビ」と呼ばれていた。
今回トールオークスで発生したバイオテロでも、原因は不明だが、t-ウィルス感染者と酷似した人間が数多く目撃されている。彼らもまた「ゾンビ」として認識されている。しかし、トールオークスで確認されたゾンビには、t-ウィルスの感染者とは違った特徴が見られる。
そのことについては、トールオークスでのバイオテロに巻き込まれ、危険な状況に晒されながらも、レオンがFOSに向けてまとめた報告から読み取れる。

まずは、身体能力の向上。多くの感染者が、走る、飛びかかってくるなど鋭敏な動きを見せた。また、つたないながらも道具を使用して襲いかかってきたことや、障害物を避けたり、乗り越えたりする動きを見せた。
t-ウィルス、およびG-ウィルスに感染したゾンビにこうした行動を取ったものがごく少数ではあるが存在したことは分かっている。しかし、これに関しては数がごく少なかったことと、原因の究明が出来なかったことから、合衆国調査機関のごく一部、そしてBSAAの記録にわずかに残るのみで、公にはされなかったはずだ。
だが今回、感染者の多くがこうした動きを見せた。従来の「愚鈍な動く死体」とは違い、明らかに凶暴で、有り体に言えば「強い」。慎重な調査が必要だ」

In 1998, a biohazard incident involving the T-Virus contaminated the entirety of Raccoon City. Inhabitants infected by the virus succumbed to infection, but their corpses were reanimated by the same virus into shambling, flesh-eating creatures.
Reports from the incident indicated that many of the revenants' eyes were glazed over, and their skin had either decayed or been flayed. As these revenants resemble the walking dead of horror fiction, they were given the decidedly unscientific name of zombies.
The source of the current biohazard event in Tall Oaks remains unknown, but the stages of infection of the victims bear a striking resemblance to those of Raccoon City. For better or for worse, the appellation of zombie has been applied to these victims as well.
The zombies of Tall Oaks, however, have different characteristics than those infected by the T-Virus. This is confirmed in a report sent by Leon to the FOS during his involvement on the scene.

Here's my report on the infected victims.
Most are strong and agile, and they can run and jump. They even make use of nearby objects as weapons and are able to avoid obstacles in their way. Only a very small handful of T-Virus and G-Virus victims showed these kinds of abilities, but these cases were so few that they were never made public and no answer as to why they were different was found.
Records of them only exist with the BSAA and US investigators. These are no longer slow, stupid animals that just want to feed. They are strong and fierce, so extra precautions must be taken in dealing with them.
