Raymond Douglas was the deputy chief of police of the Raccoon City police department.


On September 24, 1998, Douglas spearheaded the R.P.D.'s countermeasures and coordinated evacuations with the National Guard during the t-virus outbreak in Raccoon City. He posted an evacuation notice in Raccoon Zoo and subsequently attempted to evacuate civilians from the vicinity of Warren Stadium.

Kevin Dooley was an R.P.D. (Raccoon Police Department) helicopter pilot. He sometimes participated in operations handled by S.T.A.R.S. (Special Tactics and Rescue Service), although he was not a member of the unit.


Dooley was a skilled aviation mechanic and accomplished stunt pilot hired to fly the R.P.D.'s single-engine Eurocopter AS 350B-2 Ecureuil and Bell Textron UH-1B "Huey" helicopters. During his time with the force, he was instrumental in assisting the members of S.T.A.R.S. in the rescue of lost civilians from the Arklay Mountains and Raccoon Forest. Despite his past in the entertainment industry, he took his responsibility as a pilot very seriously.

This second report continues on from the original, and is written one day following on the 28th September, 1998. The recorder is an officer called Elliot Edward, who reports on the death of "David" - presumably David Ford. Elliot records that zombies overran the operation room, resulting in the deaths of four more officers. A plan is drawn up, regarding the evacuation of the RPD via the sewers. Elliot also states that the only door leading underground is locked, and that the key has been hidden in the western office for anyone who may find the report.

I finally had the chance to see blue skies for the first time in ages, but it did little to lift my spirits. I was reprimanded by the chief for neglecting my duties while I was up on the clock tower. There's only one thing I still don't understand: the chief seemed to be more concerned about the fact that I was up on the tower rather than that I was neglecting my duties. Why was access to the tower prohibited in the first place anyway?
