Leon Scott Kennedy was an agent for the U.S. Government and a former police officer assigned to Raccoon City. Upon arriving into Raccoon City on his first day as a police officer, he became entangled in the biohazard caused by the t-virus and the illegal activities of its creator, the Umbrella Corporation. After surviving the incident, he was scouted by a U.S. intelligence agent named Adam Benford and recruited into a secret military agency under the direct control of the U.S.

"The Organization" was the rival company of the Umbrella Corporation which secretly operated behind the scenes of world events. Little is known about its origins and history outside of its involvement with Albert Wesker, but it is believed to have been a pharmaceutical company with access to highly advanced technology. It also commanded a Special Forces unit known as "H.C.F." (Hive or Host Capture Force) for the purpose of capturing organisms for use in biological research. Its actual name and true nature remain unknown.

Jill Valentine was a former member of the Special Forces S.T.A.R.S. (Special Tactics and Rescue Service) of the Raccoon City police. She had years of tactical experience and certification and had received training in a training program of the U.S. Army Delta Force where she earned high grades in bomb disposal, making her an extremely competent and experienced member of any unit.

BIOHAZARD Operation Raccoon City (バイオハザードオペレーションラクーンシティ, Baiohazādo Operēshon Rakūn Shiti) is a team-based TPS (third person shooter) game which reinterprets the events of BIOHAZARD 2 and BIOHAZARD 3 LAST ESCAPE, developed jointly by CAPCOM and Vancouver based studio Slant Six Games. It focuses on the actions of the Umbrella Corporation during the Raccoon City incident, and is played from the perspective of members of the company's Special Forces and a U.S.

The Nemesis-T Type (Nemesis-Tyrant Type, also called "Pursuer") was a third-generation B.O.W. developed by the European branch of the Umbrella Corporation through the use of the artificial "NE-α Type" parasitic organism, generally called "Nemesis". By combining the parasite with a host Tyrant body, a B.O.W. with superior intelligence, combat abilities and a higher capacity for following orders and carrying them out independently is created. Its improved intelligence gives it the capacity to follow orders as well as the ability to operate a variety of weaponry.
