Leon Scott Kennedy was an agent for the U.S. Government and a former police officer assigned to Raccoon City. Upon arriving into Raccoon City on his first day as a police officer, he became entangled in the biohazard caused by the t-virus and the illegal activities of its creator, the Umbrella Corporation. After surviving the incident, he was scouted by a U.S. intelligence agent named Adam Benford and recruited into a secret military agency under the direct control of the U.S.

Jill Valentine was a former member of the Special Forces S.T.A.R.S. (Special Tactics and Rescue Service) of the Raccoon City police. She had years of tactical experience and certification and had received training in a training program of the U.S. Army Delta Force where she earned high grades in bomb disposal, making her an extremely competent and experienced member of any unit.

Albert Wesker was one of the most promising subjects of the Wesker Project. Following his education, he became a head researcher and prospective executive for Umbrella Corporation. He was an expert in bioengineering and became directly involved with research on the t-virus. He later became the leader of S.T.A.R.S. as Captain of Alpha and Bravo team in Raccoon City.

The Progenitor virus was the foundation retrovirus on which all of the molecular engineering research of the Umbrella Corporation was built upon, later leading to the company's research and development of Bio Organic Weapons. The unique quality of the virus to dramatically modify a host cell without also killing the host led to many additional viral discoveries and creations including the t-virus and t-Veronica virus.

A former member of the United States Air Force, Chris Redfield was scouted to join the Raccoon City Special Forces team, S.T.A.R.S. He is a highly skilled marksman and an accomplished pilot.
