Nicely done. There were a couple of things, as far as real-life BW incidents go, that even I was unaware of.
One comment - there is an incident that appears to be duplicated, appearing both on May 10, 1997 and May 10, 1998. It regards a treatment plant operator becoming fed up with the amount of waste he has to process.

Had to keep the November 31 date unfortunately. Didn't want to confuse the date with Trevor's Notes, which aren't canon evidently.

I mostly just read over the Raccoon City incident as a start. While I appreciate that this is to the point, and therefore it's quick and easy to reference something, I was expecting there would be more thorough references (footnotes per entry as to where specific information comes from, such as the time of day of certain RE2 events, etc.)
There are also some estimates that confuse me, such as the US Army SF arriving at the Dead Factory on the 23rd, only to wait around for nearly a week before being killed by Tyrants. This seems like a long time to be there while the city falls apart around them - is this a concrete date from Archives or is this estimation?
I was also hoping to see more elaboration on the Outbreak characters, what paths that they may take, etc. I completely understand though if the idea was to not make decisions that the player is supposed to have some level of control over when playing the games though.
Overall, this seems like it is a great read. I really appreciated the intro to the history of bio-warfare, and I'm looking forward to the addition of more content with future releases such as Revelations and Damnation

1) As I explained elsewhere, the original intention was to add footnotes, but these ended up taking up more space per-page than the entries themselves, so I have to build up an entire bibliography section. It will be included in the next revision.
2) The U.S. Army arrival on the 23rd is in the Raccoon City Case Details timeline from the old biohazard site. They were sent to rescue Birkin, obviously they would be sent when he was alive. They were around for the G-virus too, so they were probably conducting another operation to retrieve it once Birkin was dead. http://projectumbrella.net/articles/Raccoon-City-Case-Details
3) Outbreak is a nightmare and completely pointless to include outside of the first and last two scenarios (Outbreak, Hellfire, Decisions, Decisions and End of the Road)

Thanks for the response. I must have missed the info about the footnotes, but I can understand they'd take up quite a bit of space. I also completely understand the Outbreak nightmare. Still something I'm working out in my personal notes, haha.

I would be curious to know what sources you've been using for some of the biological warfare stuff, particularly as regards 731. Also, might it be relevant to include the 2001 anthrax attacks?

I think that Wild Thing takes place day 25 to the night.
It is not possible that the police initiated an evacuation the day 24 to the 10 A.M., when not yet the Outbreak had taken place. Although the soccer party would have been in the morning, is impossible that the police ordered an evacuation order to the 10 A.M. The police are not fortune-teller. They can`t know that later would take place a horde of zombies in the soccer party and the Outbreak in the city.
In addition, the zombies arrive until bar J in the night, and it is possible to be deduced that the soccer party was in the evening. It is more logical to think than this scene (wild thing) takes place day 25
Another thing. I have read this in the chronology:
Tuesday, September 15, 1998:
“The U.B.C.S. receives a dispatch order to rescue the civilians of Raccoon City”
I don`t understand because the U.B.C.S went to Raccoon City to rescue citizens when the Outbreak taken place 9 days later. Because they want rescue the civilians of Raccoon City?
