Terragrigia (Italian; lit. "Gray Earth") was an artificial marine city ("aquapolis") constructed on the coast of the Mediterranean Sea. It attracted attention from all over the world for its innovative use of solar power generation for its energy supply via a massive solar satellite matrix known as the "Regia Solis". Its advanced nature caught the eye of the terrorist group "Il Veltro", who opposed its development and caused a large-scale bioterrorism attack known as the "Terragrigia Panic", ending in the complete destruction of the city.
History
Terragrigia was developed jointly by U.S. and European teams to research and develop alternative energy sources. The impetus behind the city's development was twofold: the Europeans wanted to halt climate change, and the Americans hoped to develop energy sources for Africa. To that end the city was placed strategically in the Mediterranean Sea. It took eleven years to construct and enjoyed cooperative administration by both sides, and was held up as a model of successful U.S.-European cooperation. According to conditions stipulated in the treaty outlining Terragrigia's governance, both the U.S. and Europe had equal authority during a terrorist attack. Only "during the event of bioterrorism" would the FBC (Federal Bioterrorism Commission) assume a leadership role.
Terragrigia Panic (2004)
In 2004, a terrorist group named Veltro launched a large-scale bioterrorism attack on the city with many Hunter B.O.W.s and dispersed the t-Abyss virus. The FBC took complete control over the situation and barred the participation of other countries.FBC Commissioner Morgan Lansdale announced that EU involvement would not be tolerated while his organization dealt with the crisis. European authorities pressed Lansdale to respect their rights in the matter, and they were able to convince him to bring in Director Clive R. O'Brian and the BSAA (Bioterrorism Security Assessment Alliance), a well respected international civilian group, to assist the FBC as observers. However, the BSAA was unable to effectively participate in the resolution of the incident.
The FBC was seen as ignorant of the extent of the suffering in Terragrigia. The amount of rescues was overshadowed by the number of casualties. Lansdale used his position of authority to issue the order to use the Regia Solis in order to scorch the city and wipe out the virus and B.O.W.s. The incident, one of the worst tragedies the world had ever seen, became known as the "Terragrigia Panic" among media outlets around the world, and an intense fear of bioterrorism was imposed upon the people of the world.
Truth of Terragrigia (2005)
In 2005, the truth behind the Terragrigia Panic was released by the BSAA. It was orchestrated by Morgan Lansdale, who provided Veltro with three ships as bases of operations, eight samples of t-Abyss, a UAV to disperse it and many Hunter B.O.W.s. The incident was used as an environment to observe the spread and mutation of the virus.
