Raymond Vester was the leading ACE-grade agent of the FBC (Federal Bioterrorism Commission) who quickly distinguished himself in the agency. At some point, he became an agent of Tricell Incorporated. He was a cool and collected individual with a sharp gaze. He appeared to have a firm sense of justice and a desire to help, but his true intentions were unknown.
History
Terragrigia Panic (2004)
Vester joined the FBC sometime around 2004, and was a Cadet during the bioterrorism attack in Terragrigia under the direct orders of Parker Luciani. During the incident, he believed that the attack was too professional and suspected the involvement of another force besides the terrorist group "Il Veltro" at work. When all FBC agents were ordered to pull out, he stayed behind vowing to help the city's civilians. In the process, he was injured in an encounter with "Hunter" B.O.W.s and was saved by Luciani and Jessica Sherawat. Vester expressed his doubts over the incident being the sole work of Veltro, but was dismissed by Luciani. After being escorted to the command room, Vester overheard the conversation between Morgan Lansdale, the FBC Commissioner and the leader of Veltro, Jack Norman, discovering that Lansdale was not what he seemed.
Following the incident, Vester became one of the best agents in the FBC and was known for forceful searches and investigation abilities, and his exclusive and non-cooperative nature with local law enforcement. He also interfered with BSAA (Bioterrorism Security Assessment Alliance) operations on more than two occasions, preventing them from intervening in many incidents by sabotaging their efforts.
Veltro Resurrection Incident (2005)
In 2005, Vester cooperated with BSAA Director Clive R. O'Brian in attempting to uncover Lansdale's motives. Aware that Lansdale had a mole within the BSAA, they enacted an elaborate ruse of "the resurrection of Veltro" and used several BSAA agents to uncover both the mole and the truth behind Lansdale's actions at Terragrigia. According to plan, he was dispatched to the Queen Zenobia by a worried Lansdale along with his female partner Rachael. He masquaraded as a masked member of Veltro and guided the actions of the BSAA agents towards the truth, who included Jill Valentine, Luciani, Chris Redfield and Sherawat.
After he was shot by Sherawat and his identity was uncovered, he feigned his own death. He then reappeared in the ship's bridge with Luciani and revealed Sherawat as the mole in the BSAA sent by Lansdale, and her intention to activate the self-destruct sequence for the ship. After Luciani took a bullet for him, he chased Sherawat. He later reappeared and carried the injured Luciani to safety before disappearing.
Following the incident, Vester delivered a sample of the t-Abyss virus to Jessica Sherawat in a cafe. He had been cooperating with her all along as a triple agent and had saved Parker for personal reasons. He filed the report on the incident to Tricell, and his current whereabouts are unknown.
