Veteran R.P.D. Officer and Deputy Chief of Police Raymond Douglas was responsible for establishing a series of evacuation zones throughout Raccoon City and coordinating the R.P.D.'s attempts to keep the escalating chaos in the city under control and evacuating the surviving populace. 1 On the night of Thursday, September 24, 1998, after posting an emergency notice just outside of the Raccoon City Zoo's Elephant Restaurant, Raymond made his way back towards the downtown R.P.D. headquarters building. Unable to reach it, he joined up with a small group of survivors in the narrow streets and twisting alleyways behind J's Bar.

Armed with a standard issue Beretta 92F/FS, Officer Douglas helped numerous injured and panic-stricken civilians make their escape by assisting in the defense of a makeshift police barricade. The infected eventually broke through, however, and several of Raymond's fellow officers were killed in the process. Grabbing a Franchi SPAS-12 combat shotgun from a nearby squad car, he led the few remaining survivors through an adjacent fenced-in courtyard. Blasting his way through a thick wooden gate, Officer Douglas turned back to face the oncoming horde. Despite a valiant effort, he was eventually brought down. His body was completely incinerated when a fuel truck exploded just moments later.
