President Graham was the President of the United States of America, beginning his term in 2004.
History
Shortly before taking office in 2004, Graham's daughter Ashley Graham was kidnapped. In order to keep the ensuing operation a secret, Graham ordered detailed interrogations to be carried out on all members of the secret military agency under his control, as well as the Secret Service. Meanwhile, he secretly sent the only agent to have passed all checks, Leon S. Kennedy, on a mission to rescue her. Following the operation, Leon had gained his complete trust, and the two formed a strong friendship.
A year later in 2005, he sent Leon to take control of a bio-terror attack in Harvardville. Meanwhile, he also managed to push an order though to have U.S. Marines sent there using the Special Emergency Act.
