General Miguel Grandé was the military leader of the Republic of Bajirib. He was the main customer of Frederic Downing and sought to get his hands on the t-virus and later showed interest in the G-virus, as well as the t-vaccine. He was one of the ever increasing number of military leaders around the world interested in the use of biological warfare, as well as sponsoring bioterrorism.
History
In 2002, Grande purchased the t-virus from Downing while the latter was posing as a black market broker. Grande was supporting a terrorist group in India at the time and supplied them with the virus, sparking a bioterrorism incident in India. Later in 2005, Downing sought to demonstrate the use of the t-virus and the G-virus, as well as prove the effectiveness of the completed t-vaccine. These demonstrations culminated in a massive bioterrorism incident in the mid-western American town of Harvardville.
With the capture of Frederic Downing, Grande almost immediately pulled out of the use of bioweapons and participated in a Central Asian disarmament conference in response to an economic blockade placed on him by the nations of the world.
