Michael Warren

Michael Warren was the last mayor of Raccoon City and a figure primarily responsible for the city's quick explosive growth and prosperity, and also its crippling hold by the Umbrella Corporation which doomed it to its destruction.

History

Warren was originally an electrical engineer who worked as a technician and in 1963 succeeded in bringing electricity and power to the once small town in the Arklay Mountains. In 1968 he was also responsible for pioneering the city's cable car system. In 1987, Warren ran for mayor in the city, his contributions having given him immense popularity. In a landslide election, Warren was inaugurated as mayor thanks to his prior achievements and Raccoon City entered an age of growth and development. The source of this development however lay in Warren's collusion with Umbrella, who bribed Warren and began to provide financial aid to the city and build several key facilities which led to rapid growth in the city's economy. This became known as the "Bright Raccoon 21" campaign, of which Umbrella was the main corporate sponsor. To commemorate his dedication to the city, a bronze statue in his likeness was placed in City Hall.

Despite presenting himself as an honest, clean-cut mayor looking out for the city, Warren was guilty of embezzling money and accepting bribes from Umbrella, allowing them to spread their roots within the town in order to line his own pockets. Following the t-virus outbreak in the city, Warren fell into a panic and quickly fled the city rather than stay to help the citizens, leaving his daughter behind and placing himself into the custody of the U.S. Army which had blockaded the city. His subsequent fate is unknown.
