On September 15, 1998, Allman sent an internal message to William Birkin regarding a shortage of a product known as "APL-14". In this message, he requested that Birkin return five cases of the product. The reason behind this shortage was due to repeated negligence of the which was under the command of Alfred Ashford. 1
