Title

Javier Hidalgo

Javier Hidalgo was a drug lord and head of the "Sacred Snakes," a notorious South American crime syndicate involved in drug dealing and manufacture, as well as black market organ trafficking. Known for his extravagent lifestyle, Javier was infamous for his immoral philosophy in which he would do anything to get what he wanted yet placed the protection of those he loved above all else. Seen by some as a tyrant and loved and respected by others as a hero, he held a ruthless intolerance of treachery, but was extremely generous and compassionate to his followers and supporters. He was the subject of a secret U.S. military detachment known as "Operation Javier" in the Summer of 2002. 1 2

History

Early History

Javier got his start in the drug dealing business after turning to it early on in his life, as only a teenager. Through viciously and mercilessly murdering his enemies in the trade he soon found himself on top of a massive criminal empire. Eventually, his power and wealth spread to the point where he easily took de-facto control over a region of jungle in the Amazon, with the small South American country of Amparo in his pocket. Due to the massive wealth and armed might of the syndicate, its actions went largely unchecked with the local government providing no intervention. Among the developments in the region made by Javier were the building of Javier Dam, giving him complete control over the region's water supply, as well as the construction of his own private mansion. The wealth of Javier and the Sacred Snakes mostly came from the drugs they manufactured and exported all over the world.

At some point, Javier married Hilda Hildago and together they had a daughter, Manuela Hildago in 1986. Javier's relationship with both Hilda and Manuela was nothing short of pure love.

Contact with Umbrella (1991)

In 1991, Hilda contracted a fatal and cancerous disease which quickly took away much of her strength and left her in a coma. In his desperate search for a treatment, Javier came into contact with a researcher from the Umbrella Corporation with ties to the Ashford family who told him about the t-virus and virus therapy. After purchasing a t-virus variant from the researcher, he promptly administered it to his wife on February 25. Initially, the virus appeared to work bringing back much of Hilda's strength and and destroying the cancer in her body, but leaving her in a coma. In May, after the researcher attempted to raise the price on the t-virus, Javier heard rumours of the t-Veronica virus but had no means by which to obtain it. As Hilda remained in her coma, the repeated injections of the virus ended up turning her into a monster. With Hilda's "death", Javier told his 5 year old daughter that she had gone to paradise, and he had sent her there himself. 3

CODE:Remnants

Following Hilda's death, Javier formed an intense distrust of outsiders, particularly Umbrella. However, he continued to purchase samples of the t-virus along with B.O.W.s from Umbrella as part of his covert "CODE:Remnants" biological weapons development and operation program. Due to his distrust however, he intended to become more independent with his program by having people within his own organization research and verify the usability of his more primitive B.O.W.s which his own organization began to develop. Because of the lack of high-level research facilities and equipment, primitive experimentation on human test subjects was his main method of data acquisition. He had also begun to use the "Zombie" creatures as propagators of terror against hostile forces in Amparo, such as communist insurgents. The second part of the backbone behind the Remnants program was Javier's desire to control the entire Amazonian ecosystem, being ready, willing and able to destroy the environment on a global scale by ravishing the Amazon's ability to process CO2. This earned him the ire of the United States, the local government and other foreign nations who sought to keep him in check through brute force intervention and economic sanctions. 4

Contact with Wesker (2001-2002)

At some point, Manuela was also diagnosed with the same disease that killed Hilda. In desperation while searching for another treatment in order to ensure that his beloved daughter would not suffer the same fate as Hilda, Javier came into contact with Albert Wesker in 2001. In order to save his important daughter he purchased the t-Veronica virus from Wesker and was given specific instructions to regularly replace Manuela's organs for 15 years in order to keep the virus at bay, or she would also become a monster. This sparked the Sacred Snakes sudden turn to human and organ trafficking, as well as the kidnapping of around 50 local young girls. From Wesker, he also purchased new B.O.W.s, such as the Jabberwock S3 which was developed by The Organization, the opposing organization of Umbrella. Javier also come into contact with an Asian spy of Umbrella, posing as a broker before being revealed by Wesker. 5 6

Animosity continued to build between Javier's cold and merciless organization and the locals in Amparo, who were waiting for a chance to rebel. A coalition was formed between the United States government, the government of Amparo and the powerful and influential figures of Mixcoatl village, and military strength was amassed which later led to a U.S. military detachment operation.

Operation Javier (Summer 2002)

In 2002, a former researcher from Umbrella U.S.A. managed to escape from the custody of the U.S. Government and promptly made his way to South America to Javier. After a rumoured meeting with the researcher, Javier disappeared completely. At the same time however, Javier's daughter Manuela became worried that she would eventually turn into a monster too from the Veronica virus and its mutations, and was told that she would suffer from it eventually by her doctor. Unable to take this cruel blow, Manuela ran away from Javier's mansion. In his anger, Javier unleashed an attack upon the village she escaped to by releasing countless B.O.W.s, including the monstrous Hilda. He also raised the water levels, flooding the village as well and completely decimating its population.

Everyone within Javier's vicinity felt his wrath as he murdered Manuela's doctors, the workers at Javier Dam, the former Umbrella researcher and infected his own mercenaries with the t-virus. After failing to bring Manuela back due to the intervention of Leon S. Kennedy and Jack Krauser, his love for his daughter and hatred for the men who took her away from him caused him to resort to merging with the Veronica Plant, in which he descended into madness.

After being defeated as the V Complex, Javier's last words were "kill... me..." before his wish was fulfilled by Krauser.
