Ingrid Hunnigan was an intelligence liason and member of the "FOS" (Field Operations Support) team of the DSO (Division of Security Operations) under the direct control of the President. She was an operator responsible for communicating orders from the White House to agents in the field. She worked with Leon S. Kennedy for a long time, and they formed a mutual trust.
History
Ashley Graham Abduction Incident (2004)
In Autumn 2004, Ingrid Hunnigan worked with Leon S. Kennedy in tracking down Ashley Graham - the missing daughter of the U.S. President. With an international search conducted, Ashley was believed to have been last sighted in Europe. Working in tandem with Spanish authorities, Ashley's specific whereabouts were tracked down to a rural mountain region in Europe where Leon travelled with police escort. After being attacked by one of the locals, Leon reported to Hunnigan about the local population being hostile. Throughout Leon's mission, Hunnigan assisted Leon and called in an initial rescue helicopter once Leon had reacquired Ashley. This helicopter was also shot down and destroyed. Half-way through this mission, Hunnigan had her connection cut off by Ramon Salazar. Only after the mission's success did Hunnigan re-establish a connection.
Harvardville Outbreak (2005)
In November 2005, Hunnigan was assigned again to communicate White House orders to Agent Leon Kennedy during an outbreak of the t-virus at an airport in Harvardville. During the operation, she formulated a plan to send U.S. Marines to the airport and submitted it to the President, who pushed it through Congress via the Special Emergency Act.
