Fong Ling was a fiercely loyal agent of the Chinese MSS (Ministry of State Security) who detested democracy and was an expert in hunting traitors, rebels and renegades to the Chinese government. She was highly skilled in kung-fu.
History
Early History
Fong Ling's parents died soon after she was born and as a baby, was taken into the custody of the Chinese government who specially raised her as an agent. At the time, her older brother was a democratic activist. One day, her senior officer said to her, "If you want to help, you have no choice but to arrest him", and persuaded her to arrest her brother. That same day, her brother was executed. Despite this, Ling bore no grudge against her senior officer or the nation and instead merely despised the democratic thoughts and activities that changed her brother. Thereafter, she became a fiercely loyal agent of the Chinese government and an expert in hunting traitors.
Spencer Rain Bioterrorism Incident (Sept. 2002)
In September 2002, the MSS ordered Fong Ling to board the Spencer Rain cruise liner in order to stop an act of terrorism perpetrated by Morpheus D. Duvall, who demanded $5 billion from the Chinese government and threatened to launch missiles carrying the t-virus at major cities all over China if his demand wasn't met. Upon arriving on the ship, she tracked down Duvall to the deck and noticed him about to murder an American agent named Bruce McGivern. Using the opportunity, she threw an explosive grenade at the two and fatally wounded Duvall.
Although she had no intention of doing so, Ling inadvertently saved McGivern and later tracked him down and broke his radio before telling him she will kill Duvall herself and he should go back to America, despite both of them having the same objective. Eventually, the two began to cooperate and saved each other from several dangerous situations. Upon reaching the Umbrella waste disposal site under Duvall's control, Ling received an evacuation order and made her way to the facility's heliport expecting a helicopter extraction. However, the Chinese government had actually submitted to Duvall's demands and deemed her continued presence a threat. As such, a Chinese agent tracking satellite was set to eliminate Ling.
Ling was saved from the satellite's attacks by McGivern, who cut out the tracking device implanted under the tattoo on her arm. Despite the government's intention to eliminate her, she remained loyal. Afterwards, the two ventured deeper into the facility and reached the Umbrella bio-sphere, but were attacked by Duvall again and separated. While looking for the missile silo, Ling was knocked unconscious and taken prisoner by Duvall, but later saved by McGivern. Ling guided him through the missile silo as they attempted to stop them from launching, but they were unable to reach deactivation. Instead, the mutated and extremely bloated body of Duvall exploded, destroying the missile silo and bio-sphere.
Ling managed to escape with McGivern on a submersible craft, and were saved by American helicopters. McGivern requested that Ling come with him to the U.S., but it is unknown whether Ling accepted or if she returned to China.
