Carlos Oliveira was a mercenary, formerly a South American guerilla fighter and member of the U.B.C.S. (Umbrella Biohazard Countermeasure Service). His exact nationality was unknown, but he did possess Native American ancestry. He was a warm hearted joker with a strong sense of justice. He was raised among violence, and had no reserve with throwing himself in the middle of danger. Despite his age, due to his background he was very well versed with weapons from Eastern bloc countries, preferring not to use arms manufactured in the West. 1 2 3
History
Early History
In his youth, Oliveira was an anti-government resistance fighter in South America, fighting against a local regime as part of a communist anti-government guerilla force where he spent most of his life. Due to this Carlos has been a fighter since his childhood and has held a gun for most of his life. It is this background which likely influenced his brave nature and willingness to jump into danger. After a cleansing operation was enacted by the local government against the guerillas, he was left as the only survivor. After attempting to cross the border through the mountains, he was captured, convicted and sentenced to death, spending weeks in solitary confinement.
Prior to his execution, he was scouted and bought out of prison by an Umbrella mercenary coordinator who offered him a contract with Umbrella to join the company's private military unit: the U.B.C.S. After accepting the contract, he was given a new citizenship and recruited into the U.B.C.S. He was assigned as a Corporal to Squad A, Delta Platoon. He served under Mikhail Victor. He was responsible for weapons service, maintainence and on-site procurement, as well as rear support and guard duty. He also possessed experience with driving large vehicles and piloting helicopters and Cessna aircraft. He was recruited at the same time as Murphy Seeker, and both became friends.
Raccoon City Destruction Incident (Sep. 26~Oct. 1, 1998)
On September 26, 1998, Oliveira was deployed to Raccoon City as part of a private rescue mission by Umbrella. He was immediately caught up in a dire situation after being deployed right into the heart of the city in a Zombie concentrated area. After an unexpected defeat, he attempted to radio for help. He was left as the only survivor alongside Mikhail Victor and Nicholai Zinoviev. While looking for an escape route on September 28, he encountered Jill Valentine and encountered the Nemesis-T Type. After initial animosity with Valentine due to his employers, they formed a partnership to reach the emergency extraction point at St. Michael's Clock Tower. Over the course of their interactions, Oliveira became a source of strong emotional support for Valentine.
They managed to operate the cable car, which crashed in the courtyard of the clock tower due to the interference of the Nemesis-T, leading to the death of Mikhail Victor and separating the two. They were able to reunite and ring the bell of the clock tower. However, the rescue helicopter was destroyed by the Nemesis, and Valentine was infected with the t-virus. Over the next few days he cared for the unconcious Valentine until she regained conciousness. He resolved to locate a cure for her infection. After making his way through and witnessing the murder of Tyrell Patrick by Nicholai Zinoviev, he learnt of Zinoviev's true nature as a "Monitor" agent of Umbrella. Using notes left behind by the doctors at the hospital, Oliveira managed to synthesise a t-virus vaccine and escaped the hospital before it was destroyed by bombs planted by Zinoviev.
After administering the vaccine to Valentine, the pair split up once again. Oliveira encountered a Monitor agent who told him that the city was to be destroyed by a missile strike at dawn. He reunited with Valentine at the seemingly abandoned waste plant and informed her of the impending destruction of the city. However, Nicholai Zinoviev managed to steal the helicopter at the facility and escaped, stranding Valentine and Oliveira. Holding onto hope, Oliveira managed to come into contact with Barry Burton, who had come to save Valentine. They made their way to the outside of the facility and signalled Burton's helicopter, securing their safe escape from the city.
His status following his escape from Raccoon City is unclear, however it is certain that he harbored a lot of anger towards Umbrella. 4
