History

Early History

At some point, Burton served in the United States Air Force alongside Chris Redfield. After completing his service, he joined S.W.A.T. (Special Weapons and Tactics) and was later scouted by S.T.A.R.S. in Raccoon City for his extensive knowledge and skill in firearms and appointed to S.T.A.R.S. Alpha Team, placed in charge of routine upgrade and replenishment of firearms in the unit. He was superb when partnered with Redfield and backed him up in various situations, leading several difficult operations to success. Privately, he frequented J's Bar in Raccoon City and was close friends with Robert Kendo, the owner of Kendo Gun Shop with whom he went fishing in the town of Stone Ville. 4 Burton often assigned the modifications of S.T.A.R.S.' weapons to Kendo, most notably the "Samurai Edge" handgun.

Mansion Incident (Jul. 24, 1998)

In July 1998, Burton's family were taken hostage by S.T.A.R.S. Captain Albert Wesker, who revealed himself to Burton as an agent for the Umbrella Corporation and claimed the company had them and would kill them at any moment if he disobeyed. On July 24, Burton was dispatched with S.T.A.R.S. Alpha Team to search for the recently missing Bravo Team. Just before departure, Burton secretly stashed a rocket launcher taken as evidence from a previous case on the team's helicopter as a precaution and only told pilot Brad Vickers about its presence. 5 After investigating Bravo Team's crashed helicopter, the team were attacked by Cerberus creatures and retreated into a nearby mansion, the Arklay Laboratory. Burton cooperated with Jill Valentine in searching for Bravo Team and finding a way out, saving her life on several occasions.

During the case, Burton was reminded of his situation by Wesker, who stated Umbrella's intention to destroy S.T.A.R.S. Angry with this idea, Burton pleaded with Wesker that this was unnecessary, but gave up when reminded of his family's safety and followed Wesker's plot to lure the surviving officers to the room containing the ultimate B.O.W. known as "Tyrant." Later, Burton regrouped with Valentine in a series of caves beneath the mansion courtyard and led Wesker to Enrico Marini. This led to Marini being assassinated, and a guilty Burton later pulled his weapon on Valentine but was disarmed. In the confusion, they were attacked by the mutated Lisa Trevor and she gave Burton back his weapon.

Upon reaching the Tyrant's room and confronting Wesker, with the thought of his injured teammates at the forefront of his mind, Burton quickly regained his sense of justice and defended them from Wesker, who released the Tyrant. The remaining officers were able to subdue the creature and made their way to the heliport to rendezvous with Vickers, but they were attacked by the Tyrant again. This time, Vickers dropped the rocket launcher Burton had stashed on the helicopter, and they were able to destroy the Tyrant and escape the facility before it exploded. Upon their return, Burton reunited with his family and sided with Redfield and Valentine on their reports on the incident.

Rescue of Jill Valentine (Oct. 1, 1998)

In August 1998, Burton, Redfield and Valentine decided to continue an independent investigation into Umbrella Corp. and planned to begin at the company's headquarters in Europe. However, before leaving, Burton ensured that his family's safety would never be jeopardized again and moved them to Canada while a biohazard outbreak occurred in Raccoon City. 6 Knowing Valentine had stayed behind in the city in order to investigate Umbrella's secret underground laboratory, Burton was powerless to help her escape due to the military blockade erected around the city.

However, wanting to repay his previous betrayal, he took control of a civilian helicopter and made his way to the city regardless and waited for the blockade to be lifted. 7 On October 1, the blockade was lifted due to the U.S. government's decision to launch a missile to eradicate the city, and Burton carried out a rescue plan and established radio contact with Carlos Oliveira, a mercenary working together with Valentine. Moments before the city's destruction, he was able to safely evacuate the two survivors and escape the city.

Following the Raccoon City incident, Burton continued his fight against Umbrella and joined the Anti-Umbrella Pursuit and Investigation Team.
