R.P.D. Patrol Officer Arthur had been ordered by his superiors to begin evacuation procedures during the early hours of the Raccoon City outbreak on Thursday, September 24, 1998. As a hasty barricade was being assembled behind J's Liquor Bar, Officer Arthur called out to those within earshot using a powerful megaphone, warning them of the riots in progress and directing them to his location. While several panic-stricken civilians did manage to reach the checkpoint, so too did a large number of the infected. Arthur did not survive the ensuing battle.
